He argued that federal\u2063 officials have repeatedly \u201clied\u201d to the American people about not only that investigation but one that has gotten much less attention: the alleged failed plot to kidnap and kill \u2062Democratic Gov. Gretchen Whitmer of Michigan in 2020.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1192592425\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-a932bbae80e19111773c5bc5e49f71a3 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-a932bbae80e19111773c5bc5e49f71a3\"><\/div>\n<p>\u201cIt\u2063 was\u2063 entrapment,\u201d Ramaswamy said. \u201cFBI agents putting them up \u200bto \u200da kidnapping\u200b plot \u200dthat we were told was true but wasn\u2019t.\u201d<\/p>\n<p>His zeroing in\u2063 on the Michigan case highlighted an uncharacteristic development\u200d in contemporary politics, where progressives vigorously defend law \u200benforcement power while conservatives view \u2063it with deep suspicion. \u2064Further, \u200bRamaswamy\u2019s linking of Jan. 6 and the Whitmer plot resonated with many on \u2062the right who want similarities between the two episodes exposed to \u2062the general public, especially \u2064the FBI\u2019s reliance on informants and other paid operatives.<\/p>\n<p>On Oct. 8, 2020, Whitmer announced the shocking arrests of several men accused of planning\u200d to kidnap\u2063 and\u200d possibly assassinate her. \u2064The case produced alarming headlines just \u200bweeks before Election Day; Democrats, including\u2062 Whitmer, used\u2062 news of the plot to blame Trump for inciting violence.<\/p>\n<p>Joe Biden commended the FBI\u2062 for thwarting the abduction plan and, in \u200ca\u2064 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-lay-groundwork-for-second-mayorkas-impeachment-hearing\/\" title=\"House Republicans prepare for second Mayorkas impeachment hearing\">written statement issued<\/a>\u2062 the same day, claimed that \u201cthere \u200cis a through line from President Trump\u2019s dog whistles and tolerance of \u200chate, vengeance, \u200cand lawlessness to plots such as this \u200cone.\u201d Biden continued that line of attack during campaign speeches\u2063 in Michigan, a swing state that voted for Trump in 2016, and one Biden needed to capture\u200b to win the presidency.<\/p>\n<div class=\"fdrlst__b89e9-b8a8d2fdf1477fa5cf1cc04201ae816e fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-b8a8d2fdf1477fa5cf1cc04201ae816e\"><\/div>\n<p>In the years since the election, the national press has given \u200dlittle attention to the\u2063 case \u200dsince the initial arrests, even though court documents have recast the episode as \u200bsomething \u2064more sinister. Instead of a heroic effort by the\u200d FBI to safeguard the country from\u200c domestic terrorists,\u2064 it \u2064now appears to\u200b have been a broad conspiracy by law enforcement to entrap American citizens who held \u2063unpopular political\u2062 views.<\/p>\n<p>The\u2062 FBI\u2019s tactics were first exposed by BuzzFeed in July\u2063 2021, when reporters \u2062Ken Bensinger and Jessica Garrison <a href=\"https:\/\/www.buzzfeednews.com\/article\/kenbensinger\/michigan-kidnapping-gretchen-whitmer-fbi-informant?bftwnews&#038;utm_term=4ldqpgc#4ldqpgc\">disclosed<\/a> startling details based\u2064 on court filings as the matter headed to \u200dtrial.\u2063 They found that the number of FBI confidential human sources involved in the scheme was equal to the number of defendants.<\/p>\n<p>\u201cAn examination of the case by BuzzFeed News also reveals \u200bthat some of \u2064those informants, acting under the direction of the FBI, played a far larger role than has previously\u2062 been reported,\u201d they wrote. \u201cWorking in secret, they\u200b did more than\u2064 just passively observe and report on the actions of the suspects. Instead, they had a hand in nearly every aspect of the alleged plot, starting with its inception. The extent of their involvement raises questions as\u2064 to whether there would have even been a conspiracy without them.\u201d<\/p>\n<p>Six men ranging in\u200c age from 22 to 44 \u200d\u2014\u200d Adam Fox, Barry Croft Jr., Brandon Caserta, Daniel\u2063 Harris, Ty Garbin, and Kaleb Franks\u200d \u2014 faced federal charges of conspiring to kidnap and use a \u200dweapon of mass \u200cdestruction.\u2064 Eight others faced state charges. BuzzFeed recreated\u2064 much of the defendants\u2019 movements between\u2062 March and October 2020, including attendance \u200cat \u201cfield \u2062training\u201d \u2063exercises and the surveillance \u2064of \u2062Whitmer\u2019s properties.<\/p>\n<div class=\"fdrlst__b89e9-f88abd2b1d708b0ee45656ce83e0e7e7 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-f88abd2b1d708b0ee45656ce83e0e7e7\"><\/div>\n<p>While BuzzFeed \u200coffered \u2063the first account of \u200cthe\u2063 entrapment operation, \u2064further reporting by \u200dRealClearInvestigations, along with details\u2063 revealed in court filings and trial proceedings, make the\u200b operation sound like something out of a Hollywood script. It features secretive cash payouts; drug- and booze-fueled parties; a convicted wife-beating\u2063 FBI investigator; a career felon revealed \u200cas a longtime FBI asset and later accused of \u2063acting\u200c as\u2062 a\u2062 \u201cdouble agent\u201d; and a dramatic takedown scene \u200dat the end.<\/p>\n<p>Public\u2063 defenders representing the \u2063accused have identified at least 12 FBI informants and three undercover FBI agents managed by FBI officials in numerous field offices responsible for framing the men.<\/p>\n<p>\u201cIn this Case, \u200bthe undisputed evidence \u2026 establishes\u2064 that government agents\u200c and\u2064 informants \u200dconcocted, hatched, \u200cand pushed \u200dthis \u2018kidnapping\u2062 plan\u2019 from the beginning, doing so\u2062 against defendants who explicitly repudiated \u2064the plan,\u201d defense\u200d lawyers wrote in a Dec. \u200d25, 2021 <a href=\"https:\/\/www.scribd.com\/document\/549659728\/Whitmer-Defense-Motion-Dec-25\">motion<\/a>. \u201cWhen the\u200b government was faced with evidence\u2063 showing that\u2064 the defendants had no interest in a kidnapping plot, it refused to accept\u2064 failure and continued to push its plan.\u201d<\/p>\n<p>At the center of \u200bthe action was \u2063the FBI\u2019s ringleader, Dan Chappel, 34 years old at the time, an Iraq war veteran \u2064and contract truck driver for the\u2063 U.S. Postal Service. \u200cChappel, the official story goes, joined a group called the \u201cWolverine Watchmen\u201d in early \u20642020 to burnish his firearms skills. Members \u2064generally interacted on social media. The government claimed Chappel became alarmed at alleged online chatter about killing police and took his concerns to a friend in law enforcement in March 2020.<\/p>\n<p>A week later, the FBI\u200c hired \u200cChappel as an informant.<\/p>\n<p>Over the course of the next seven \u2064months, Chappel \u201cingratiated\u201d himself with the men,\u200d as\u200c one\u200b defense attorney described his method, with his eye particularly on Fox, 37, the reported mastermind of the plot. While the media portrayed Fox as\u2062 a \u2062military leader prepping an army of \u201cwhite\u200c supremacists\u201d to overthrow state governments across the country, he \u200dwas, \u200din reality, \u200ca homeless man living in the dilapidated basement of \u200da\u2063 vacuum repair shop without running\u200d water or a toilet in a Grand Rapids strip mall. One co-defendant referred to \u200bhim as \u201cCaptain Autism.\u201d<\/p>\n<p>Fox\u2019s lawyer, Christopher Gibbons, said Chappel took on \u200ca \u201cfather\u2063 figure\u201d\u2062 role to his fatherless and\u2063 destitute client. Fox\u2064 and Chappel exchanged thousands of texts. Chappel drove Fox, who did not own a car, to various meetups and staged \u2064events while recording \u2064every moment to preserve as evidence against him. On at least three occasions, according to testimony\u200c offered at trial, \u2064Chappel offered Fox\u2064 a prepaid credit card \u2064authorized by\u2064 the FBI with \u200da \u2064$5,000 limit to\u2064 help him buy guns and ammunition; Fox, despite being broke, declined\u2062 each time.<\/p>\n<p>Chappel,\u2064 known as \u201cBig\u2062 Dan\u201d to\u200b the group, created encrypted chats and gave real-time\u200d access to his FBI handlers working out of the Detroit FBI field office as the farfetched plan unfolded.<\/p>\n<p>Informants and targets mulled over how to blow up a bridge \u200coutside Whitmer\u2019s summer cottage; kill her\u2063 security detail; take her to a nearby boat launch; and either abandon her in the middle of Lake Michigan or bring her across \u200bthe lake to Wisconsin to stand a \u201ccitizen\u2019s\u2063 trial\u201d \u2062over her Covid-19 lockdown policies. One discussion \u2063involved the implausible use of a military helicopter.<\/p>\n<p>From \u2064appearances, a demonstration at the Michigan state Capitol in Lansing on April 30, \u200d2020, might well have been a law enforcement dress rehearsal for Jan. 6. Chappel traveled \u200cto the event with three members of the Watchmen later held on state \u2063charges.\u2064 Some protesters were clad in military gear and carried firearms but could not enter the\u200d building. When Chappel told his FBI handler\u2064 what was happening, the FBI ordered the Michigan State \u2064Police to stand down and allow protesters inside. News photographers <a href=\"https:\/\/www.foxnews.com\/us\/michigan-lansing-coronavirus-protest-capitol-guns-rifles\">captured<\/a> the moment when protesters \u201cstormed\u201d the Michigan Capitol and\u200d called out for Whitmer, resulting in \u2064the \u2063same \u200csort of optics produced \u2064on Jan. 6.<\/p>\n<p>The incident took on greater significance when it was revealed that Steven D\u2019Antuono, head \u200dof the Detroit FBI field office during the Whitmer caper, was promoted to\u200b head up the Washington, D.C., FBI field office three months before \u200bthe events of Jan. 6.<\/p>\n<p>In exchange for \u200bhis \u2062work, the \u200dFBI paid Chappel at least $54,000 in cash. Part of that haul included an envelope, handed over by his primary FBI handler in December 2020, filled with $23,000\u200d in cash as payment for a\u200c mission accomplished. (Department of\u200b Justice policy requires informants to be paid in\u2063 cash.) The bureau also supplied Chappel with other personal items, such as a laptop computer and tires for his\u200b car.\u00a0Chappel also used a rented SUV, again funded by the FBI, to drive his targets to\u2064 various locations as part of the trap.<\/p>\n<p>Other informants were involved,\u2062 too. \u200bA longtime FBI\u200d source named Steve Robeson, from Wisconsin,\u00a0organized a \u201cmilitia\u201d\u2064 meeting in \u2063Ohio in June 2020 and pressured the government\u2019s \u2062targets, including Fox and Croft, to attend as he wore a wire to record what was said during the event.<\/p>\n<p>Robeson \u2064arranged other events \u2063throughout the summer including at his remote property in \u2062Cambria, Wisconsin. He \u2062constructed a so-called \u201ckill house\u201d for\u2062 the men to practice shooting.\u200d At one point, Robeson suggested \u200cthe exercises could be used to \u201cstorm\u201d a state Capitol building or governor\u2019s residence. Robeson \u2064is \u2063a convicted felon several times over, including on charges of sex \u2064with a minor, with a\u2063 rap sheet spanning at least nine states. He was \u200bpaid roughly $20,000 for his involvement in the Whitmer caper. Prosecutors later accused him of \u2063acting as a \u201cdouble agent\u201d for \u2063allegedly tipping\u2064 off one of the defendants that his arrest was imminent.<\/p>\n<p>At least two \u200cother informants were tasked with managing \u2062Croft, who had been under FBI surveillance since 2019 for his \u201cextremist\u201d views, according to documents.<\/p>\n<p>It was later revealed \u200dthat the \u2063informants, including Chappel, violated FBI protocol by\u200c getting drunk and high\u200b on drugs with their targets numerous times,\u2064 sleeping in the same hotel,\u200c and suggesting ways to advance the kidnapping plan. At one point, Chappel\u200d took an oath to join a separate group called the \u201cThree Percent \u200dPatriot Militia\u201d group \u2014 one \u2062fabricated by the FBI \u2014 \u2064then convinced Fox\u2063 to become\u2064 the head of\u200c the\u200c Michigan chapter, all\u200c in an effort\u200d to have the men believe \u2062Chappel was part of a nonexistent \u201cmilitia\u201d movement.<\/p>\n<p>Defense lawyer Gibbons described the ruse during the \u2062April 2022 trial as \u201cfree money, free bombs, daily\u200c contact for months, fake militia, build\u2064 up vulnerable adult\u2064 with a fake\u2062 militia and a title of commanding officer, send him a federal agent \u200dto join his militia.\u201d<\/p>\n<p>More \u2064behind-the-scenes machinations were disclosed\u200d when\u200b the defense \u2062uncovered hundreds of communications between the agents and informants \u2063that showed how they \u200cguided \u200bthe plot every step of the way. One text suggests that the FBI and Chappel attempted to lure a disabled Vietnam War veteran named \u201cFrank\u201d into initiating \u200ca\u2064 similar plan against Virginia Gov. Ralph Northam. \u201cMission is to kill the governor specifically,\u201d \u2063Chappel\u2019s FBI handler texted him in August 2020.<\/p>\n<p>Despite the\u2063 FBI\u2019s best \u200defforts, the group of so-called kidnappers started to disband by\u200c August 2020. Chappel \u200casked his handlers \u200bhow to \u201cput more pressure\u201d \u200con the \u2062individuals so no one would\u2062 break off. To rally the increasingly uninterested group that month, Chappel proposed firing live rounds into Whitmer\u2019s cottage\u2064 and the residences of\u2064 other governors, then sending the shell casings to news reporters. \u201cLook at you bringing people together,\u201d one of Chappel\u2019s FBI handlers\u200c texted to him after he successfully kept the group\u200d intact.<\/p>\n<p>Even that wasn\u2019t\u2064 enough to solidify a kidnapping scheme so, \u200baccording to numerous exchanges between the FBI assets and trial testimony from \u200done cooperating \u2062witness, the FBI ran <em>another <\/em>undercover agent into the plot in September 2020 to tempt\u200d the \u200dmen into trying to purchase bomb-making material. During a get-together in mid-September, an FBI undercover\u200b agent known as \u201cRed\u201d showed the group a video of a \u200bChevy Tahoe being blown up as a way to demonstrate his credentials.<\/p>\n<p>The video had \u2064been\u200c produced \u2064by the FBI.<\/p>\n<p>At the same get-together, several FBI informants and \u201cRed\u201d \u2064took their targets on \u200da reconnaissance\u2064 mission to \u200dstake out Whitmer\u2019s\u2062 vacation cottage, the scene \u200dof the alleged prospective crime. It was the second time\u200b Chappel drove Fox to\u2064 the property. (The governor and her staff were in communication \u2064with authorities for months \u2062as the entrapment scheme was under\u2064 way; the\u2063 FBI installed pole cameras and \u20633D \u2062devices around her\u2063 property to\u2062 record any activity to be used as\u2062 evidence.)<\/p>\n<p>Chappel \u200dalso \u200bdrove the men to the location of the FBI arrest point \u2064in Ypsilanti, Michigan, on Oct. 7, 2020, under a ruse\u2064 to meet \u201cRed,\u201d who promised to sell them military-style garb, not explosive materials. Members of the <a href=\"https:\/\/www.fbi.gov\/investigate\/how-we-investigate\/tactics\">FBI\u2019s Hostage Rescue \u200bTeam,<\/a> whose missions include \u201chigh-risk \u200carrests,\u201d were there waiting.<\/p>\n<p>But things went downhill for the\u200b government after that. Richard Trask,\u2063 one of the main FBI investigators on the case, who signed the complaint against the federal defendants, was criminally <a href=\"https:\/\/www.youtube.com\/watch?v=F_65lUe0h4o\">charged<\/a> in July 2021 for brutally assaulting his wife after \u200da swingers\u2019 party in Kalamazoo. Police body cam video showed a partly clothed, bloody, \u2064and apparently\u200b intoxicated \u2063Trask talking with police \u200bduring \u200dhis\u200b arrest. Reporters also found profane anti-Trump posts on Trask\u2019s\u200c social media account.<\/p>\n<p>Trask was removed from the case \u200band fired by the FBI in September 2021.<\/p>\n<p>Prosecutors removed Chappel\u2019s two primary FBI handlers, Henrik\u200d Impola and Jayson Chambers, from the government\u2019s witness\u200d list after defense attorneys accused Impola \u2064of\u2064 committing perjury in a previous case\u2063 and discovered that Chambers \u2063was moonlighting as head of \u200da security firm on the side and posting inside information about the\u2064 pending arrests on social media as a \u2062way to attract business.<\/p>\n<p>Robeson and his wife, Kimberly, were charged \u200cwith fraud\u00a0in December 2021 for convincing a couple to\u2063 purchase a used SUV and donate it\u2062 to the Robesons\u2019 nonexistent charity, a crime committed while Robeson was working the Whitmer\u2064 plot.<\/p>\n<p>Robeson also was charged\u200b separately with illegally purchasing a firearm as a\u2062 felon; he\u200c threatened to plead his Fifth Amendment right against\u200b self-incrimination, so he also was not called\u2063 as a witness.<\/p>\n<p>By the time the\u2062 federal\u2062 case went to trial \u2062in western Michigan\u2062 in March 2022, Ty Garbin and Kaleb Franks had accepted\u200c plea offers and planned to testify against their remaining four co-defendants: Fox, Croft,\u2064 Harris, \u200band Caserta.<\/p>\n<p>Judge Robert Jonker allowed the defense to raise the entrapment issue but only after the\u200b government presented its case. That plan, however, did not last beyond the first day as defense attorneys struggled during opening remarks\u2063 to explain their clients\u2019\u2062 behavior without mentioning the key \u2064role\u2064 of FBI informants and agents.\u2064 Jonker suspended his own order \u2014 at which point \u2064the FBI essentially went on trial.<\/p>\n<p>The trial lasted \u200dfour weeks. Prosecutors insisted the defendants were solely responsible for conceiving the plan, but the defense argued\u2064 the group\u2019s activities amounted\u2062 to little more \u200bthan \u201ccrazy, \u2062stoned talk.\u201d Chappel took the stand for the prosecution, but his testimony appeared to backfire as his central role in the \u200dplot came into view. He also admitted he became an informant to pad his resume in hopes of pursuing a job in law\u200d enforcement.<\/p>\n<p>During closing arguments, the four defense attorneys emphasized the FBI\u2019s misconduct while asking the jury for not-guilty verdicts.<\/p>\n<p>\u201c[This] is \u200dunacceptable in America,\u201d Gibbons \u200csaid during closing arguments on April 1. \u201cThat\u2019s not\u200b how it works. They don\u2019t make terrorists so we\u2062 can arrest them.\u201d<\/p>\n<p>On April 8, 2022, after nearly four days of deliberation, the jury found Caserta and Harris not guilty on all charges; after 18\u2064 months behind \u200dbars, both men went free.<\/p>\n<p>The jury, however, could not \u200dreach a \u2063unanimous verdict for Fox and Croft, resulting in a mistrial.<\/p>\n<p>It was a shocking blow to the government. In \u200dwhat the Justice Department considered\u200b its\u200b biggest domestic terror case over the past few decades (until Jan. 6), \u200cprosecutors did not yet have\u2064 a single conviction \u2014 an \u2064outcome\u2062 practically unheard of for a department with \u2064a more than <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/let-us-be-smart-on-crime-when-kamala-harris-became-san-franciscos-top-cop\/\" title=\"Be Smart on Crime' - Kamala Harris as San Francisco's Top Cop\">90 percent conviction rate<\/a>. \u201cIt felt \u2063so good, I was so happy. We\u2064 did it, we beat them. We got justice,\u201d \u200dCaserta told me\u2064 in a \u2062post-trial interview in 2022.<\/p>\n<p>Prosecutors immediately announced they would retry Fox and Croft. A different \u2064version of Judge Jonker appeared on the bench in August 2022; the trial\u2064 was\u200b marked by open hostilities \u2064between the judge and defense attorneys.<\/p>\n<p>At \u2062one point, Jonker\u200c took the rare step of setting a time limit for cross-examination of a key government witness.
