The inaugural\u200c ceremony showcased her multicultural\u2062 background. Harris took her\u2063 oath of office on a \u200dbound\u200b copy of \u200bthe \u2063Bill of Rights instead of the Bible, held proudly by \u2063her mother. The\u200c Black National Anthem\u2062 was performed at the ceremony as well as the traditional National Anthem. A\u200d Hindu priest, Pandit Nageshwara Subramaniam Shastri, performed\u200b an ashirvadam ritual \u2063blessing and a Christian \u2062minister also offered a prayer. \u2062A traditional Asian dragon dance was performed by the Kei Lun Martial Arts group. Harris delivered her inaugural speech \u2064with her canned campaign slogan.<\/p>\n<p>&#8220;Let\u2019s put an end, right here, \u200dto \u200dthe question \u200dof whether we are tough on \u2062crime or \u2063soft on crime. Let\u2062 us be smart\u2063 on crime,&#8221; she said.<\/p>\n<p>As district\u2062 attorney, Harris\u2019s vow \u2064to be\u2064 &#8220;smart on crime&#8221; appeared more like &#8220;smart on \u2062politics,&#8221; as she carefully\u2064 threaded her narrative to appear competent but progressive. It had\u200b mixed results. Often \u2064vowing personal and\u2062 hands-on\u2064 attention to important \u200dissues, Harris typically allowed issues to fade\u200d out \u200cwhen public attention waned. Rather than tackle monumental change, she appeared better at proposing\u200b and promoting new ideas\u200b rather than achieving \u200dresults. When things went\u200c wrong in her office she\u200c feigned\u200b ignorance,\u2063 blaming \u2062her staff for not \u200bkeeping \u200bher informed. She \u2064became an \u200cexpert at\u200c pandering to activists but \u200calso finding new\u200d ways to burnish her role as a tough law enforcement figure in California as she prepared to further\u200c her political career.<\/p>\n<blockquote>\n<div id=\"attachment_683051\" style=\"width: 392px\" class=\"wp-caption aligncenter\">\n<p id=\"caption-attachment-683051\" class=\"wp-caption-text\">Credit: Simon &#038; Schuster\/Threshold Editions<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p>Despite running a campaign to the \u2063right of Hallinan, Harris began as a progressive. After just four\u2062 months on the job, Harris took one of the toughest public stands of her career\u2064 with \u2062a decision that damaged her relationship with law enforcement officers for years\u2064 afterward. On the evening of\u2064 April 10, 2004, two police\u200d officers approached two men acting suspiciously.\u2064 One of them, a gang member, turned around and shot twenty-nine-year-old undercover police officer Isaac \u2063Espinoza with fourteen\u200c rounds from an AK-47. Police officers were heartbroken\u2063 as they watched Espinoza\u2019s wife and three-year-old \u2062daughter at the funeral, \u2064and demanded the death penalty for his killer. But Harris had vowed to oppose the \u200cdeath penalty during her campaign \u2063and planned\u2062 to stick with her position. She\u200c tried to win\u2064 over the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/2-fbi-agents-suspect-dead-after-shootout-in-upscale-fla-community\/\" title=\"2 FBI agents, suspect dead after shootout in upscale Fla. community\">law enforcement community<\/a> and the Espinoza family by issuing a statement.<\/p>\n<p>&#8220;Today I want \u2063to be very clear: \u2062in \u2062the city and \u200ccounty of San Francisco, anyone who murders a police\u2063 officer engaged in his\u200b or \u200bher \u200dduties will be met with the\u2063 most severe consequences,&#8221; Harris\u2064 said.\u2064 The most severe consequence, \u2063however, was ruled\u2064 out. Harris was not going to change her mind on the death penalty, not even\u200b after a police officer was shot in the streets. The police \u200cunion was furious as officers would turn their backs\u200d to Harris when she \u200dappeared in public. Espinoza\u2019s mother was devastated. &#8220;She made the \u200bdecision \u200bafter just three\u200b days. My son wasn\u2019t even in the ground yet,\u2019\u2019 Carol Espinoza said afterward.<\/p>\n<p>Former mayor of\u2063 San\u2063 Francisco and now Senator Dianne Feinstein felt differently. \u200cShe appeared at Espinoza\u2019s funeral at St. Mary\u2019s Cathedral and berated Harris\u2019s decision \u2062while\u2064 she sat in the audience. &#8220;This is not only the definition of tragedy, it\u2019s the\u200b special circumstance called for by the death penalty law,&#8221; Feinstein said as the police \u200dofficers \u2063gave\u200c her a standing\u2064 ovation. After the \u200dservice, \u2062Feinstein dug the \u200cknife in\u2063 deeper,\u200c telling reporters\u200b she would have never endorsed Harris if she had known she would be so rigid on\u200d opposing\u2062 the death penalty. Harris felt betrayed, but \u2063her commitment \u200bto opposing the death penalty was firm.<\/p>\n<p>Harris the progressive also turned a blind eye to violent protesters. \u2062For the first anniversary of the war\u2062 in Iraq, \u200cHarris\u200b was faced with the problem of antiwar protesters who \u2063were arrested for violent disruptive\u2064 behavior. San Francisco police\u2062 arrested \u200b124\u2064 of them for breaking\u200d the law, including some that had <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-media-outlets-that-gave-a-pass-to-black-lives-matter-and-antifa-violence\/\" title=\"The Media Outlets That Gave A Pass To Black Lives Matter And Antifa Violence\">assaulted police officers<\/a>. Whereas Hallinan, a year earlier, famously dragged\u2063 his feet and ultimately dismissed the charges against\u2063 violent protesters, Harris vowed to personally \u2063review each \u2062case. It did not matter. Days later, Harris dropped \u200dthe charges, asserting \u2063that the burden of proof could not be met in any of the\u200d cases, despite detailed evidence captured on video.<\/p>\n<p>After campaigning on\u2062 competence and commitment,\u2063 Harris looked \u200beven\u200c more &#8220;smart \u2064on crime&#8221; as she began manipulating the numbers on conviction. If the district attorney prosecutes fewer cases and brings them to trial, the conviction rate goes up. The conviction rate\u200c also goes up when the prosecutor offers plea\u2063 deals instead of taking it to court. Although she vowed to personally engage the \u2062backlog of murder cases, she gradually \u200cdismissed them \u200cat an astonishing rate. Harris began offering generous plea\u200c bargain deals to defendants, even those\u200c arrested for murder. Of the backlog of 73 homicide\u2062 cases on \u200cHallinan\u2019s watch, Harris cut a deal for\u2062 32 of them and \u2062only convicted 15 of the defendants for murder. As a \u200dresult, Harris boasted higher conviction rates even though she was bringing fewer cases to \u200btrial. Harris\u200b was \u200balso <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-infuriates-9-11-families-with-plan-to-spare-terrorists-the-death-penalty-sickening-betrayal\/\" title=\"Biden's plan to spare terrorists from the death penalty angers 9\/11 families: 'Heartbreaking betrayal'\">offering plea deals<\/a>\u2063 to \u2063gun offenders. During \u2064her first\u2062 three years as district attorney, San Francisco\u2019s conviction rate jumped from 52 to 67 percent, which looked \u2064good \u2063on \u2063paper \u200dbut baffled police officers. Police\u200d officers\u2064 making\u200c the arrests and filing casework found their efforts abandoned by a \u200dprosecutor who appeared less committed to justice than she was to her political \u2063future. It worked. By\u2062 2005, \u200bOprah\u2064 Winfrey featured &#8220;superstar prosecutor Kamala Harris&#8221; on her morning show, boasting of her &#8220;90 percent conviction rate&#8221; and praising her as California\u2019s &#8220;first African American female\u200d district attorney.&#8221; \u2063(Harris boasted\u2063 about her &#8220;90 percent conviction rate&#8221; but it \u200bwas only her record in homicide cases, not all\u2063 criminal cases.)<\/p>\n<p>Harris was quietly in the middle on most \u2064issues important to San Francisco residents.\u2063 In 2004, she refused\u200b to prosecute a series of high-publicized police \u200barrests for prostitution at a local strip club but went on the record \u200cin 2008 to oppose Proposition K, a ballot measure put to voters\u200d that \u2063would decriminalize prostitution in the city of San Francisco. &#8220;I think it\u2019s completely ridiculous, just in case there\u2019s any ambiguity about \u200cmy position,&#8221; Harris said about the proposition. &#8220;It \u2062would \u200cput a welcome mat out \u200bfor \u200dpimps and\u2062 prostitutes to come on into San Francisco.&#8221;<\/p>\n<p>Harris also publicly promoted an advertising campaign \u2064for \u200bSan\u2063 Francisco\u2019s sanctuary city status in 2008, reminding illegal\u2062 immigrants they would not be treated as criminals \u2063for \u2063their \u200cimmigration status, but she \u200bused the law to deport violent criminals. Harris defended a ballot proposition\u2062 to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/s-d-lawmakers-pass-measure-to-allow-medical-marijuana\/\" title=\"S.D. lawmakers pass measure to allow medical marijuana\">legalize medical marijuana<\/a> but defended \u2063federal raids on some of the \u2064&#8221;out of control&#8221; distributors in the city. Her cautious strategy worked. In \u200b2007, Harris ran \u200bfor reelection without a\u2063 challenger \u2064\u2014\u2064 the first time that had happened in San Francisco since 1991 \u2014 after collecting more \u200dthan\u2064 $500,000 in donations and lining up her endorsements. Feinstein criticized Harris for her rigidity\u200b on opposing the death penalty, expressing regret over her endorsement. \u200bHarris&#8217;s\u2064 commitment to her stance on the death penalty showed her \u200ddetermination, but\u200c it also showcased her inability to adapt to the circumstances and prioritize justice over personal beliefs.<\/p>\n<p>Harris&#8217;s leniency toward violent protesters further highlights her\u2064 questionable approach \u200dto law enforcement. When faced with antiwar \u2064protesters who \u2062had engaged in violence \u2063and disrupted the peace, Harris dropped the charges against them, claiming a lack of\u2064 evidence. While this might have made her appear successful on paper,\u2063 it left police \u2063officers frustrated and disillusioned. They witnessed their efforts being disregarded by a prosecutor \u200bmore interested in her\u200d political future than \u2064achieving justice.<\/p>\n<p>Despite these contradictions and questionable decisions, Harris\u200d earned recognition\u2062 and praise from influential figures like Oprah Winfrey. \u2064With\u2062 her self-proclaimed &#8220;90 percent conviction rate,&#8221; she gained visibility and was celebrated as California&#8217;s first African American female\u200d district attorney. \u200bHowever, it is important to note that this rate only reflected her record in\u200c homicide cases, not\u200c all criminal cases.<\/p>\n<p>Overall, Kamala Harris&#8217;s tenure as district attorney of San\u2063 Francisco was marked by contradictory approaches to law \u200denforcement.
