The southeastern Wisconsin city of nearly 80,000 residents located on the shores of \u2064Lake Michigan \u2062used this \u201cvoting booth on wheels\u201d to reach as many\u2062 voters \u2063as possible, local elections officials claimed. <\/p>\n<p>But as one election \u2062integrity watchdog \u200cput it, Racine\u2019s mobile voting van \u2014 the only one\u200d of\u2064 its kind in the \u200cBadger State \u2014 isn\u2019t about access; it\u2019s all\u2064 about turnout: specifically, turning out \u200bDemocrat voters. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-182433593\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-12e998e82206debe81b29bcd7793c2d7 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-12e998e82206debe81b29bcd7793c2d7\"><\/div>\n<p>Last week, a\u2063 Racine County Circuit \u2063Court judge <a href=\"https:\/\/will-law.org\/will-wins-election-integrity-lawsuit\/#:~:text=The%20Racine%20County%20Circuit%20Court,was%20illegal%20under%20state%20law.\" target=\"_blank\" rel=\"noreferrer noopener\">agreed<\/a> with that assessment. <\/p>\n<p>In his <a href=\"https:\/\/will-law.org\/wp-content\/uploads\/2024\/01\/Brown-v.-WEC-Decision.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ruling,<\/a> Judge Eugene Gasiorkiewicz\u2063 declared that nothing in state \u200claw\u200d allowed for the use\u200d of\u2063 the\u200d voting van, and\u200d further found that its use at multiple, particular sites around \u200dthe city gave \u200dDemocrats a partisan advantage.<\/p>\n<p>\u201cNo defendant or intervenor can point\u200d to any statute authorizing the use\u200c of mobile (van)\u200c absentee\u200b ballot sites; instead, the\u2062 defendants argue \u2062no \u2064statute expressly prohibits them,\u201d the\u200d judge concluded\u200b in his ruling. \u201cThe absence of an express prohibition, however, does not mean mobile absentee\u2062 ballot sites comport to procedures\u200b specified in the election laws.\u201d <\/p>\n<h2 class=\"wp-block-heading\">Who\u2019s\u2063 Driving This Thing?<\/h2>\n<p>The intervenors in the\u200c Wisconsin case include partisans such as the Democratic\u200b National Committee (DNC)\u2064 and Black Leaders Organizing for\u200d Communities (BLOC). The latter promotes far-left policies in the Milwaukee area as a project of\u200d Tides Advocacy, the \u201cadvocacy arm of the left-leaning \u200c <a href=\"https:\/\/www.influencewatch.org\/non-profit\/tides-foundation\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tides Foundation<\/a>.\u201d \u200cAs Influence Watch <a href=\"https:\/\/www.influencewatch.org\/organization\/black-leaders-organizing-for-communities\/\" target=\"_blank\" rel=\"noreferrer noopener\">notes,<\/a> BLOC was \u201cformed \u200cin response to President Donald Trump\u2019s narrow \u200cvictory in Wisconsin during\u2062 the 2016 presidential election, a result that\u200b many on the left blamed \u2062on \u200clow\u200b turnout among African-American voters\u200d in \u2064Milwaukee.\u201d<\/p>\n<div class=\"fdrlst__b89e9-03d74af851b16c9d42f1577883ee0b6a fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-03d74af851b16c9d42f1577883ee0b6a\"><\/div>\n<p>Where did\u2062 the money for the van come from? As has been \u2062well <a href=\"https:\/\/thefederalist.com\/2021\/10\/12\/the-2020-election-wasnt-stolen-it-was-bought-by-mark-zuckerberg\/\" target=\"_blank\" rel=\"noreferrer noopener\">documented<\/a>,\u2063 the leftist leaders of Wisconsin\u2019s five largest cities \u200b\u2014 Milwaukee, Madison, Green \u200dBay, Kenosha, and Racine, known as the \u201cWisconsin Five\u201d \u2014\u2063 got a <a href=\"https:\/\/thefga.org\/research\/the-wisconsin-zuckerbucks-problem\/#:~:text=Zuckerbucks%20Flowed%20Into%20Democrat%20Strongholds,were%20funneled%20into%20the%20state.\" target=\"_blank\" rel=\"noreferrer noopener\">huge assist<\/a> from Facebook founder Mark Zuckerberg, his wife, \u2064and their favorite\u2062 left-wing\u2064 \u201celection reform\u201d organization. <\/p>\n<p>Under the cover of a Covid emergency, Zuckerberg pumped a\u200b combined $400 million \u2063into the <a href=\"https:\/\/www.techandciviclife.org\/2020covidsupport\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for Tech &#038; Civic Life<\/a> (CTCL) and the Center for Election Innovation and Research \u200c(CEIR) in\u200d pandemic \u201crelief grants.\u201d CTCL received the brunt of \u200cthe funding, at least $328 million, according to <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-tech-and-civic-life\/\" target=\"_blank\" rel=\"noreferrer noopener\">IRS disclosures<\/a>. The money\u2064 was ostensibly\u2063 intended for Covid mitigation efforts in\u200b election offices and polling \u200bcenters, but much of the largesse went to\u200d pay for \u2064activists\u2019 \u2064central \u200cefforts of\u2064 expanding mail-in voting and targeted, get-out-the-vote\u200c initiatives. <\/p>\n<p>CTCL was founded \u2062in 2012 by some of \u200bthe most partisan left players in U.S.\u2064 politics, including <a href=\"https:\/\/www.influencewatch.org\/person\/tiana-epps-johnson\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tianna\u200b Epps-Johnson,<\/a> formerly\u2062 of the New Organizing Institute (NOI), \u2064a \u2064Democratic campaign\u200b training organization, according\u2063 to \u2064Influence Watch. <\/p>\n<p>As The Federalist\u2019s Mollie Hemingway reports in her book, <a href=\"https:\/\/www.amazon.com\/Rigged-Media-Democrats-Seized-Elections\/dp\/168451259X\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Rigged:\u200c How \u2063the Media,\u200d Big Tech and \u2063the Democrats Seized Our Elections,<\/em><\/a>  Epps-Johnson was \u201ca former Obama Foundation fellow who previously worked\u200d on the \u200dVoting Rights Project for the Lawyers\u2019 Committee\u2063 for Civil Rights.\u201d As Hemingway notes, \u200dthe \u201cpolitically liberal \u200badvocacy group\u200d [has been] funded by\u200c progressive powerhouse foundations such \u2064as \u200dGeorge Soros\u2019 \u200cOpen Society Foundations.\u201d Epps-Johnson was joined in launching \u200bCTCL by fellow \u200cNOI staffers Whitney May and Donny Bridges. <\/p>\n<div class=\"fdrlst__b89e9-d013518fa1024745d013d008b52680e1 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-d013518fa1024745d013d008b52680e1\"><\/div>\n<p>Even accomplice\u2064 media like \u2064The New York Times acknowledged the obvious concerns \u200babout partisan players being\u200c involved in election administration. <\/p>\n<p>\u201cThe prospect of election administrators tapping large pools of private money\u2062 has raised new legal \u200cand political questions.\u200d That is partly because it \u200bis unusual for elections \u200cto be subsidized by \u2062nongovernment funding at this level, but also\u200c because most of the cash \u200bis coming \u200bfrom nonprofit groups that \u2064have liberal ties,\u201d the newspaper <a href=\"https:\/\/www.nytimes.com\/2020\/09\/25\/us\/politics\/elections-private-grants-zuckerberg.html\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> a little\u2062 more\u2064 than\u200d a\u200c month before \u200dthe 2020 presidential election. <\/p>\n<p>In 2020, CTCL \u200b <a href=\"https:\/\/will-law.org\/wp-content\/uploads\/2021\/06\/WillLawFINGER-ON-THE-SCALE.6.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">provided<\/a> more than $10.3 million in\u2064 so-called \u200d\u201csafe elections grants\u201d to\u2064 nearly 200 Wisconsin local governments. But the brunt \u2063of the money \u2014 a whopping almost 86 percent \u2014 went to the \u201cWisconsin Five\u201d cities, \u2063according to a report from the \u200bWisconsin\u2064 Institute for Law and Liberty.\u2064 The cities are bastions \u200bof Democrat\u200b voters. <\/p>\n<p>\u201cAreas of the state that \u200creceived grants saw statistically significant increases in turnout for Democrats. Increases in turnout were\u200b not \u2062seen for \u2062Donald Trump,\u201d WILL concluded.<\/p>\n<p>As \u200dThe Federalist \u2063has <a href=\"https:\/\/thefederalist.com\/2021\/03\/10\/how-mark-zuckerbergs-election-money-helped-an-out-of-state-democrat-get-his-hands-on-wisconsins-2020-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, CTCL\u2019s web of leftist\u200d activists \u200band outright partisan players were \u2064embedded in \u2062local elections offices. In Green \u200cBay, a longtime Democrat operative was seeking to \u201ccure\u201d or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/leftist-judge-strikes-blow-to-election-integrity-in-wisconsin-with-ballot-curing-decision\/\" title=\"Left-leaning judge undermines election integrity in Wisconsin with ballot 'curing' ruling\">correct absentee ballots<\/a> and was given a \u200dkey\u200b to the room \u2063where absentee \u2063ballot \u200dboxes\u200c were stored. <\/p>\n<p>Racine received\u200d nearly $1.7 million in CTCL\u2063 grants \u200cin multiple installments, according to the\u2062 lawsuit. The city approved and purchased the mobile\u200d voting van for $222,045, according to city documents. <\/p>\n<h2 class=\"wp-block-heading\">\u2018Degrading the Very Foundation\u200c of Free Government\u2019<\/h2>\n<p>In late 2021,\u2063 the Racine Common Council \u200bapproved 158 \u2062\u201calternative\u2063 absentee voting locations\u201d to be used in the \u200d2022 elections. City Clerk Tara McMenamin selected 22 of the approved sites\u200d for Wisconsin\u2019s 2022 primary election\u200c <a href=\"https:\/\/will-law.org\/wp-content\/uploads\/2024\/01\/Brown-v.-WEC-Decision.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">including<\/a> \u201ccommunity centers, \u2062schools, a museum, a park, a beach, a mall, [and] a coffee shop\u201d available for absentee voting in three-hour increments,\u200c according to the lawsuit. Absentee voting \u201calso took place at City Hall,\u201d\u2063 where the clerk\u2019s\u200c office was located. <\/p>\n<p>But elections officials didn\u2019t use the actual sites.\u200d Instead they <a href=\"https:\/\/will-law.org\/will-wins-election-integrity-lawsuit\/#:~:text=The%20Racine%20County%20Circuit%20Court,was%20illegal%20under%20state%20law.\" target=\"_blank\" rel=\"noreferrer noopener\">drove<\/a> their \u201cMobile Election Unit\u201d to the locations and \u201cparked nearby.\u201d Voting took place in the van. <\/p>\n<p>WILL first filed a complaint with the Wisconsin Elections \u2063Commission.\u200d WEC\u2019s\u200b controversial administrator Meagan Wolfe, who has refused to step down after the Republican-led state Senate voted to\u2064 oust her, dismissed the complaint. A move\u200d to impeach the administrator has stalled \u200b <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2023\/12\/21\/robin-vos-wants-meagan-wolfe-replaced-but-not-through-impeachment\/71988818007\/\" target=\"_blank\" rel=\"noreferrer noopener\">thanks to\u200b Assembly Speaker \u200dRobin Vos,<\/a> a Racine-area Republican who helped\u2064 create the deeply flawed Elections \u2063Commission run by bureaucrats with a \u2063history of violating Wisconsin election law. <\/p>\n<p>WILL filed the lawsuit in late 2022 asking the court\u2062 for a declaratory judgment and \u2062a reversal of WEC\u2019s decision \u200bto \u200ddismiss the original \u2064complaint.\u2063 After\u2064 a \u2063<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/video-cracker-barrel-must-pay-4-3-million-to-man-served-sanitizer-instead-of-water\/\" title=\"VIDEO: Cracker Barrel Must Pay .3 Million to Man Served Sanitizer Instead of Water\">lengthy court battle<\/a>, Gasiorkiewicz last week ruled in favor of the plaintiffs and against the Racine city clerk and her leftist intervenors. Citing\u200c a \u2062recent <a href=\"https:\/\/www.wicourts.gov\/sc\/opinion\/DisplayDocument.pdf?content=pdf&#038;seqNo=542617\" target=\"_blank\" rel=\"noreferrer noopener\">election \u2064integrity case<\/a> decided by \u200bthe Wisconsin Supreme Court, the judge wrote that the law must be followed \u200das it\u200b is written. In this case, the city did\u2063 not \u200cfollow the \u200blaw when it rolled out its mobile voting\u200d van. <\/p>\n<p>\u201cElection outcomes obtained \u2062by unlawful procedures corrupt the the \u2062institution \u2062of voting, degrading the very \u200dfoundation of free government,\u201d Gasiorkiewicz wrote in his ruling, citing <a href=\"https:\/\/casetext.com\/case\/clark-v-quick#p566\" target=\"_blank\" rel=\"noreferrer noopener\">Clark v. Quick<\/a>. \u201cUnlawful votes \u200ddo \u2063not dilute lawful votes\u200d so \u200cmuch \u200das they pollute them, which in turn pollutes the integrity \u2064of\u2063 the results.\u201d <\/p>\n<p>The judge \u2064reversed the Elections \u200bCommission\u2019s \u200cdetermination allowing for the use of mobile election units, noting WEC\u2019s decision was\u2062 not in \u201cconformity with the elections laws of the State.\u201d <\/p>\n<p>\u201cWisconsin voters should know that their elections \u200bare \u2063secure,\u200c and that \u2063election administration does not favor one \u2063political party over\u2063 another. This \u2063decision\u200d does just \u200cthat,\u201d \u2062said \u200dLucas Vebber, WILL deputy counsel. <\/p>\n<p>Racine city\u200b attorneys were reportedly<a href=\"https:\/\/www.wpr.org\/justice\/judge-rules-early-voting-van-racine-illegal\" target=\"_blank\" rel=\"noreferrer noopener\"> reviewing \u2062the decision<\/a> after it\u2063 was handed \u2063down. \u200bThe ruling ultimately could be tested at the state\u200b Supreme \u200cCourt, where left-leaning justices hold a slim 4-3\u2064 majority. <\/p>\n<p>Left-wing \u2062activists such as \u200cthe <a href=\"https:\/\/www.influencewatch.org\/non-profit\/alliance-for-retired-americans\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin Alliance for Retired \u200dAmericans<\/a>\u2018s Marlene Ott, whose organization was an intervenor in\u200c the case and has been described\u2063 by Influence Watch as a labor-union sponsored advocacy group claiming to represent the interests of senior citizens, were unhappy with the ruling.\u2064 Repeating \u200bDemocrat talking \u200bpoints, Ott <a href=\"https:\/\/priorities.org\/news-and-press\/news-and-press\/priorities-usa-supports-wisconsin-alliance-for-retired-americans-legal-intervention-in-defense-of-mobile-voting-truck\/\" target=\"_blank\" rel=\"noreferrer noopener\">called the lawsuit<\/a> a \u201cblatant attempt to make it even more difficult for older\u200d voters \u2062in Wisconsin to cast a ballot.\u201d<\/p>\n<p>U.S.\u200c Rep. Bryan Steil, a \u200dWisconsin Republican\u200b who \u200crepresents Racine as part of the \u2063state\u2019s 1st congressional district, called \u2064the ruling \u201ca win for\u2062 election integrity.\u201d As chairman\u200c of the Committee \u2064on\u2063 House Administration, Steil has\u2062 led a\u200d series of election integrity bills. <\/p>\n<p>\u201cI\u2019m committed to increasing voters\u2019 confidence \u200cand stopping \u200bany attempts to weaponize election administration rules\u2063 to tilt the scales in favor of \u2063any candidate or political party,\u201d Steil <a href=\"https:\/\/steil.house.gov\/media\/press-releases\/steil-applauds-ruling-determining-racine-zuckerbucks-funded-mobile-vans-as-unlawful\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>. \u201dThe Racine\u2064 mobile van was a\u200c blatant, partisan attempt to use\u200d Zuckerbucks to increase Democratic \u2063voter turnout. I\u200d applaud Judge Gasiorkiewicz\u2019s decision.\u201d<\/p>\n<p>In his ruling, \u200dGasiorkiewicz\u2062 wrote that he \u2063is \u201cnot expressing an \u200copinion regarding the efficacy of\u2062 the \u200buse of mobile vans to further the popular use \u2064of in-person absentee \u2064balloting.\u201d <\/p>\n<p>\u201cThis ruling stands for the proposition that such determinations are for\u2062 the legislature to direct and cannot be a novel creation of executive branch officials,\u201d the judge wrote. <\/p>\n<h2 class=\"wp-block-heading\">Not \u2063Just a Wisconsin Problem<\/h2>\n<p>Wisconsin \u200bisn\u2019t the \u200bonly swing state to use mobile voting vehicles for targeted\u200b get-out-the-vote efforts that benefit Democrats.<\/p>\n<p>Fulton County, Georgia, home of disastrous election administration in \u2063the 2020 elections, spent\u2063 three quarters of a million dollars on mobile voting units \u2014 weeks before the 2020 presidential election. <\/p>\n<p>\u201cThe \u200bRV size Mobile Units are large enough to each have 8 to 10 voting stations. The new state-of-the-art, fully accessible bus\u2064 creates \u2026 a simple, \u200csecure voting experience for voters of all\u200b ages \u2062and voters with disabilities,\u201d the\u200c county <a href=\"https:\/\/www.fultoncountyga.gov\/news\/2020\/10\/12\/early-voting-and-fulton-mobile-voting-units-hit-the-streets\" target=\"_blank\" rel=\"noreferrer noopener\">boasted<\/a>. \u2062The Atlanta Journal-Constitution\u200b <a href=\"https:\/\/www.ajc.com\/news\/atlanta-news\/fulton-unveils-new-mobile-voting-precinct-vehicle-to-help-with-election\/PNBY6NYKUJHQZEUZGOWZESFX7U\/\" target=\"_blank\" rel=\"noreferrer noopener\">gushed<\/a>, \u201cThere\u2019s even a small air-conditioning unit.\u201d <\/p>\n<p>Georgia lawmakers subsequently\u2063 passed sweeping election reforms, including prohibiting the use of the vehicles, \u200dwith the exception of a governor-declared state of emergency. The \u2063full bill\u2064 was signed into law. <\/p>\n<p>Georgia \u200dreceived\u200d $45\u200d million\u2062 in Zuckbucks, \u201camong the\u200c most in the \u2063nation,\u201d according \u2063to \u2062a \u200d <a href=\"https:\/\/thefga.org\/research\/zuckerbucks-influenced-georgia-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> by the \u200dFoundation for\u2062 Government\u200b Accountability. \u2062About \u2064$31 million \u200cof the funds \u200bwent\u2064 to the 2020 general election, and $14.5 million to Georgia\u2019s \u200bSenate\u2063 runoff.
