This ruling has often\u2062 been used by local courts in nine states and \u2064United States territories in \u200bthe Pacific to prevent the adoption of anti-encampment policies.<\/p>\n<p>The Martin v. Boise\u200d ruling states that \u200bcities cannot enforce anti-camping ordinances\u200c if there are inadequate shelter\u2062 beds available for the local homeless populations.
