margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1152989994\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-29380ea82efc293ec0812b32e6ff5707 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-29380ea82efc293ec0812b32e6ff5707\"><\/div>\n<p>During the\u200d 2020 contest, CTCL and the Center for \u2064Election Innovation and\u200d Research collectively received <a href=\"https:\/\/www.techandciviclife.org\/100m\/\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of millions of \u2062dollars<\/a> from Meta CEO Mark Zuckerberg. These \u201c<a href=\"https:\/\/thefederalist.com\/2021\/10\/12\/the-2020-election-wasnt-stolen-it-was-bought-by-mark-zuckerberg\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckbucks<\/a>\u201d were poured into local\u2064 election offices in\u2063 battleground states around the country \u200bto change how elections\u200d were administered,\u2063 such as \u200cby\u2063 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/from-sketchy-balloting-to-shady-funding-new-montana-laws-say-no-to-rigged-elections\/\" title=\"Montana's new laws prohibit rigged elections, including sketchy balloting and shady funding.\">expanding unsupervised election protocols<\/a> like mail-in voting \u2064and the use of ballot drop boxes. To make\u200d matters worse, the grants were heavily skewed\u2062 towards Democrat-majority counties, essentially making\u200b it a\u200c massive Democrat get-out-the-vote operation.<\/p>\n<p>With <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1281088\" target=\"_blank\" rel=\"noreferrer noopener\">Arizona<\/a> and <a href=\"https:\/\/capitalresearch.org\/article\/states-banning-zuck-bucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">26 \u2063other states<\/a> \u200dhaving passed measures restricting\u200d the use of private money \u200cin elections\u200c in\u2064 the years\u2062 since, CTCL and other left-wing nonprofits devised \u200bthe Alliance as a way to\u2063 skirt these \u201cZuckbucks\u201d bans. In a \u2062 <a href=\"https:\/\/www.honestelections.org\/wp-content\/uploads\/2023\/01\/HEP_Locke_Alliance-for-Election-Excellence-Report-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2023 report<\/a>,\u2063 the \u200bHonest Elections Project and John Locke Foundation revealed how the Alliance \u2064seeks \u2063to provide election offices \u200dwith \u201cscholarships\u201d to cover membership costs, which can then \u200dbe \u201cconverted\u200c into \u2018credits\u2019 that member offices can use to buy services from CTCL \u2064and other\u2062 Alliance partners.\u201d<\/p>\n<p>Obtained via open records request, the \u200ccommunications reviewed by The Federalist document the process by \u2062which\u200b Coconino County officials worked behind the scenes to make their county an Alliance member. The extensive coordination\u2062 between the county and coalition involves regular meetings on election administrative issues and\u2062 the crafting \u200cof\u200b election-related materials to distribute to voters \u2064ahead of Arizona\u2019s 2024 elections. <\/p>\n<h2 class=\"wp-block-heading\">Working Behind the Scenes to \u200bSkirt State Ban on Private Election Funding<\/h2>\n<p>While the U.S.\u200b Alliance for Election Excellence wasn\u2019t publicly <a href=\"https:\/\/www.techandciviclife.org\/us-alliance-for-election-excellence-launch\/\" target=\"_blank\" rel=\"noreferrer noopener\">launched<\/a> until April 11, 2022,\u200b Coconino County\u2019s\u200d connections with CTCL \u2014 an Alliance participant \u2014 date back\u200b to the\u2064 2020 election cycle. According to the <a href=\"https:\/\/capitalresearch.org\/article\/shining-a-light-on-zuck-bucks-in-key-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">Capital Research Center<\/a>, Arizona received $5.1\u2063 million from\u2064 CTCL\u200b ahead of the November 2020 \u200ccontest, with more than three-fourths of that money ($3.9 million) \u200bgoing towards four of five counties\u200b won by Joe Biden. Coconino County \u200c\u2014 which Biden\u2063 won by <a href=\"https:\/\/www.politico.com\/2020-election\/results\/arizona\/\" target=\"_blank\" rel=\"noreferrer noopener\">more than 24 points<\/a> \u2014 received the third largest grant per capita, behind Apache and Navajo Counties. \u200d <\/p>\n<div class=\"fdrlst__b89e9-7ffac2c447e089324f0db2c5ce5a661a fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-7ffac2c447e089324f0db2c5ce5a661a\"><\/div>\n<p>Coconino\u2019s established connection with \u200bCTCL made the Arizona locality a perfect target upon the Alliance\u2019s spring 2022 launch. While Coconino wasn\u2019t a part of the coalition\u2019s \u200c2022 inaugural cohort of participating election offices,\u200c county recorder Patty Hansen, \u2064a Democrat, sought to gain her\u2063 jurisdiction\u2064 access \u200bto\u2062 the \u200cAlliance \u200bin\u200b the \u2063weeks following its reveal to the \u2064public. <\/p>\n<p>On April 28, 2022,\u200d Hansen submitted an application on behalf of Coconino\u200b to \u2062join the Alliance, which asks applicants to disclose specific\u2063 information regarding their \u200belection administration. The questions included \u2063in the \u200capplication goad local election offices \u200binto revealing the size of their elections team, \u2062any \u201cimprovement\u201d the office \u200bwould\u2062 like to make \u2062ahead of \u2062future elections, and \u201c[h]ow much additional funding would\u2064 make a meaningful difference\u201d in altering \u200doffice \u200doperations, among other information.<\/p>\n<p>While Hansen received an automated email nearly\u200b a month later from CTCL confirming Coconino\u2019s\u200d application had \u200cbeen received, Hansen didn\u2019t appear to get a response from \u2064CTCL Associate Director Sophie Lehman until Nov. 22, 2022. In her email, Lehman notified Hansen that the\u2062 Alliance had received Coconino\u2019s application \u200band expressed the \u200bcoalition\u2019s continued interest in making Coconino an Alliance member. Lehman further informed Hansen that she would receive an Alliance membership \u2062agreement \u2063after Thanksgiving and that CTCL was \u201cmeeting\u2062 with Alliance partners and\u2063 our expert legal team to \u2064design a membership structure so jurisdictions from across \u200cthe country can participate \u200bin the program.\u201d<\/p>\n<p>\u201cTo be\u2064 clear, this is a pivot from our original\u200c vision that would have offered Alliance programming for\u200d free,\u201d Lehman wrote.<\/p>\n<div class=\"fdrlst__b89e9-9675560e6688b9dc5a01f69de39e5c5c fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-9675560e6688b9dc5a01f69de39e5c5c\"><\/div>\n<p>Honest \u200bElections Project Executive Director Jason\u2064 Snead <a href=\"https:\/\/thefederalist.com\/2023\/03\/15\/records-missouri-county-used-taxpayer-money-to-join-democrats-private-election-takeover-scheme\/\" target=\"_blank\" rel=\"noreferrer noopener\">previously told<\/a> The Federalist that CTCL shifted its \u201coriginal model to a \u2062fee-based membership model\u201d as a way \u200cof skirting existing \u201cZuckbucks\u201d bans. \u201cFor jurisdictions that are\u2063 permitted to receive grants, those fees\u2062 are effectively waived. But \u200cjurisdictions that cannot receive private\u2064 grants\u200d can\u200c still buy their way \u200din for a relatively small sum, \u200ballowing the \u2063Alliance to spread its influence \u2063even in states where lawmakers have \u2062tried to prevent it,\u201d Snead\u200b explained.<\/p>\n<p>On Dec. 13, 2022, Lehman \u200binformed Hansen\u2064 that Coconino County had been\u200b designated\u200b as \u201ca finalist in the inaugural cohort of Centers for Election Excellence\u201d and \u2064provided \u200ba list of\u2063 \u201cnext\u200d steps\u201d for the county to take\u2062 to become an\u200b Alliance member. According to \u2063the Alliance membership agreement, counties are given\u2063 the option of joining the coalition\u200c as a basic\u200b or premium member,\u200b costing\u2063 $1,600 or\u200c $4,800 a year, respectively. \u2062 <\/p>\n<p>A basic membership grants participating counties access \u200bto \u201ca \u2062selection of off-the-shelf, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-dekalb-county-officials-skirted-georgia-law-to-acquire-funds-from-left-wing-dark-money-elections-group\/\" title=\"Exclusive: DeKalb County Officials Skirted Georgia Law To Acquire Funds From Left-Wing Dark Money Elections Group\">publicly-accessible election administration resources<\/a>, document templates, \u2063and\u200d training \u200cmaterials,\u201d and \u201ccenter-specific coaching and consulting from select Alliance partners, in the form of\u200d a $800 credit towards the fair market value of Alliance partners\u2019\u2062 hourly \u200cconsulting services,\u201d among other services. Premium members are\u200b offered similar services, but \u2064are granted $3,040 in credit and \u201cadditional multi-center group coaching and consulting \u2063sessions hosted by select Alliance partners on \u200ban\u200c hourly\u200d basis.\u201d \u200b <\/p>\n<p>Hansen notified Lehman on Jan. 3, 2023, that Coconino County would be subscribing to the Alliance as a\u200d basic member and\u2063 disclosed that she had\u200c discussed the legality of\u200b the county\u200c joining the \u200bcoalition with \u201cour\u2063 civil \u200ddivision\u2019s chief deputy county attorney,\u201d who purportedly believed that Coconino joining the Alliance did not \u2062\u201cviolate[] any state laws.\u201d Lehman replied two \u200bdays later congratulating Hansen\u200b on Coconino becoming\u200c an official member of the Alliance. <\/p>\n<p>Hansen did not respond to The \u2062Federalist\u2019s request for comment on whether taxpayer money was used \u2064to pay for Coconino County\u2019s Alliance membership fee. <\/p>\n<h2 class=\"wp-block-heading\">County Officials Briefed on Left-Wing Partners\u2019 \u2018Vision\u2063 and Goals\u2019<\/h2>\n<p>With Coconino County\u2019s 2023 membership secured, the\u200c Alliance\u200c wasted no time in bringing the Arizona locality into the fold of its operations. On Jan. 4, 2023, \u2062Lehman offered \u200dHansen the opportunity to \u2062participate in a panel discussion on \u201celection funding\u201d at the Alliance\u2019s \u201cDebrief\u201d event in Chicago the following month. As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2023\/04\/06\/exclusive-dekalb-county-officials-skirted-georgia-law-to-acquire-funds-from-left-wing-dark-money-elections-group\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, \u201cThe Debrief\u201d was a three-day \u201cinaugural\u201d event designed \u201cfor\u200d election officials and election experts to come together to distill key\u200c lessons learned from\u200c the 2022 election cycle and to plan for the years ahead.\u201d<\/p>\n<p>While Hansen initially expressed interest in participating \u200din\u200c the panel, she ultimately backed out of attending the event in\u2064 person due to\u200b her partner\u2019s medical issues. Additional communications indicate \u2063Hansen and her \u201cteam\u201d attended the event\u200b virtually.<\/p>\n<p>But \u201cThe Debrief\u201d was just one of \u2062many Alliance-sponsored meetings Coconino \u200belection officials\u200d participated in throughout 2023. Shortly after joining the coalition, \u200dHansen and\u2062 her \u200dteam were invited to and took part \u200din \u200ca\u200d virtual \u201cCenters \u200dfor \u200bElection\u2064 Excellence kickoff call\u201d\u2064 on Jan. 25, in which participants would \u201chear about the Alliance vision \u2064and \u2062goals,\u201d meet other election offices \u201cwho have committed\u201d to the Alliance, and meet the Alliance\u2019s participating organizations.<\/p>\n<p>Hansen and her colleagues were also invited in \u2063April 2023 to attend an in-person Alliance \u201ccohort convening\u201d\u2062 in Las Vegas \u200bfrom May \u206422-24.\u200d Communication records confirm Ray Daw, Coconino County\u2019s Native American elections outreach coordinator, represented\u2062 the locality\u2019s \u200belections team in Las Vegas. Hansen and at least two colleagues opted to attend the event virtually. <\/p>\n<p>Lehman would continue to email \u200dHansen\u2063 throughout summer\u200b 2023, inviting the Coconino recorder \u200cand her team to various meetings hosted by Alliance partners. These events included an Aug. 14 Zoom conference hosted by\u2064 the Elections Group on \u201celection cybersecurity\u201d and several virtual \u201cmonthly cohort call[s]\u201d launched on Aug.\u200d 23. Emails also \u2062confirm\u2062 Hansen attended \u200bthe Alliance\u2019s in-person \u201ccohort\u200c convening\u201d\u200d in Chicago \u200dfrom Nov. \u206329-Dec.\u200b 1. <\/p>\n<p>Hansen did not respond to \u200cThe Federalist\u2019s request for comment on whether taxpayer \u2062money\u200c was used to pay for her and Daw\u2019s respective travel-related\u2063 expenses to Alliance events.<\/p>\n<h2 class=\"wp-block-heading\">Coconino County Divulged Election Administration Data to Alliance<\/h2>\n<p>While Coconino\u2063 County\u200c officials\u2019 meetings with Alliance partners and\u200b fellow members were a major facet of the election office-coalition\u2062 relationship, the Arizona county\u2019s willful\u2064 exchange of sensitive information and\u200c collusion with\u200c the\u200d Alliance on election-related matters remains equally concerning. <\/p>\n<p>In addition to\u2064 its invasive application questions, the Alliance requested Hansen disclose \u200dinformation regarding \u2063Coconino County\u2019s election office\u200d practices. On March\u2064 8,\u200b 2023, for example, Lehman emailed \u2064Hansen several surveys\u200b that,\u200d once completed, would provide the Alliance with a \u201csnapshot of [Coconino\u2019s election] office\u2019s current practices around poll workers, and which practices [Hansen is] most interested \u2062in improving.\u201d Lehman further noted that the Alliance would like to \u200d\u201cconduct \u2064an hour-long\u200d interview\u201d with Hansen\u2019s office to learn more about Coconino County\u2019s poll worker program.<\/p>\n<p>\u201cThe\u200c surveys and interviews will help the Alliance as a whole decide which resources to prioritize building and what kind of support\u200c to provide,\u201d Lehman claimed. While \u2063Lehman noted that \u200bthe aforementioned survey questions were \u201coptional,\u201d\u2063 a follow-up \u200demail sent \u200bto Hansen in April indicated Hansen\u2062 completed the\u200b surveys.<\/p>\n<h2 class=\"wp-block-heading\">County Recorder Pushed Biden Agenda at\u2062 Alliance\u2019s Request<\/h2>\n<p>The\u2063 Coconino-Alliance relationship was also \u2063very collaborative when it came to pushing \u200dleftist causes. On March 9, 2023, \u200bHansen received an \u200cautomated\u2064 email from CTCL asking recipients to encourage their congressional representatives \u2062to support a provision in President Joe Biden\u2019s\u2064 2024 fiscal year budget that\u2062 included \u201c$5 billion\u200d over \u206210 years for state and local election departments.\u201d \u2064In an email sent to a CTCL representative the following day,\u2062 Hansen expressed her\u200c desire to \u201coffer\u200d my assistance \u2064with\u2062 contacting my representatives to urge them to support\u201d including the \u200cprovision in the 2024 budget.\u2064 In her email, Hansen predicted that her congressman, GOP Rep. Eli Crane, would not support the initiative, noting Crane\u2019s role as a member of \u200bthe House Freedom Caucus and referring to the Arizona Republican as a so-called \u200d\u201c<a href=\"https:\/\/thefederalist.com\/2022\/08\/22\/the-election-denier-smear-is-the-dumbest-rhetorical-device-in-modern-politics\/\" target=\"_blank\" rel=\"noreferrer noopener\">election\u200b denier<\/a>.\u201d\u2062 <\/p>\n<p>Hansen further noted that \u200cshe would\u200c \u201cbe happy\u201d to reach\u200d out to several Democrat members of \u200cArizona\u2019s congressional delegation,\u200b including\u200c Rep. Ruben Gallego and\u2062 Sen. Mark Kelly, to push the \u200dinitiative forward. A March 27 email\u2062 from CTCL\u2019s Sofia Martinez indicates Hansen submitted funding \u200drequests to Sen. Kyrsten Sinema, \u2063an independent who caucuses with Senate \u2062Democrats, and Kelly. \u2062 <\/p>\n<h2 class=\"wp-block-heading\">Alliance \u200bPartners Helped Design Voter Guide<\/h2>\n<p>But Coconino \u200band\u2063 the Alliance\u2019s collusive efforts didn\u2019t stop\u200d there. Roughly a \u2062month after the\u2062 Alliance\u2019s February 2023 \u2063\u201cDebrief\u201d event, Hansen emailed\u200c Lehman requesting the Center for Civic \u200dDesign\u2019s (CCD) assistance in creating a new version\u2064 of Coconino\u200d County\u2019s 2024 Voter Guide.
