Now, under a president eager for his country to function as a \u201cglobal pivotal state,\u201d the Northeast Asian democracy plays a key role in trans-Atlantic military and economic security calculations.<\/p>\n<blockquote>\n<p>\u201cIt&#8217;s a very \u2062important country\u200d nobody was talking\u2064 about,\u201d the \u2064senior \u2063Baltic official said. \u201cSouth Korea [was viewed] only as a good example of resisting the evil north, [its] evil \u2064neighbor, but not very much in public. All\u2062 the other big, big boys were more visible, definitely more visible.\u201d<\/p>\n<\/blockquote>\n<p>South Korean President Yoon Suk Yeol has made his presence felt around the world over \u200bthe last year \u2014 especially in Washington, D.C., where he delighted a White House audience with his rendition\u200d of Don McLean\u2019s \u201cAmerican Pie\u201d during a state dinner in April. He has also made state visits to Saudi Arabia, \u2064Qatar, the\u200b United Kingdom, and, most recently, the Netherlands \u2014 where he\u200b declared a \u201csemiconductor alliance\u201d that includes a $755 million deal between Samsung \u200cand ASML, the Dutch company that manufactures the equipment needed for\u200c the \u200bproduction of computer microchips.<\/p>\n<blockquote>\n<p>\u201cIf that kind\u2063 of \u200calliance and partnership really carries forward, they&#8217;re going to be a global juggernaut,\u201d Rep. Mike \u200bWaltz \u2064(R-FL), a member of the House\u200d Intelligence\u2062 Committee and the House Foreign Affairs subcommittee for Asia\u200d and the Pacific, told the Washington Examiner.<\/p>\n<\/blockquote>\n<p>That deal\u2062 could make it easier for Samsung to comply with the export controls that President Joe Biden\u2019s administration\u200b has imposed in order to curtail China\u2019s access to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senator-graham-warns-about-war-with-china-u-s-must-boost-military-now-or-face-war\/\" title=\"Senator Graham Warns About War With China: U.S. Must Boost Military Now Or Face War\">high-end microchips<\/a>, analysts say. And it could offset global\u200d reliance on chips produced by Taiwan, the island democracy that dominates the high-end semiconductor market but faces growing threats of violence\u200b from China.<\/p>\n<p>\u201cFrom the perspective of the U.S., that relationship is \u200balso meaningful because &#8230; chips that are made \u200bin South Korea are probably an important margin safer than chips that are\u2062 made in\u2062 Taiwan or in China,\u201d American Enterprise Institute visiting fellow Chris Miller,\u2064 an economic historian and author of Chip War: The Fight\u2064 for the World\u2019s Most Critical Technology, told the Washington Examiner. \u201cIf you think of\u2063 wanting to have a bit more diversified\u200b manufacturing base, globally, of chips, Korea \u200cis\u2064 an important part of that.\u201d<\/p>\n<p>South Korea already has emerged as\u2064 a crucial player in \u2064the Ukrainian military\u2019s supply chain. Inaugurated in the first months of a \u200bwar in Europe that soon exposed a Western ammunition shortage, Yoon first agreed to backfill European shipments to Ukraine \u2063and then reportedly provided more &#8220;artillery \u2063ammunition for Ukraine than all European nations combined,&#8221; albeit \u2063through an indirect delivery process coordinated with the U.S.<\/p>\n<blockquote>\n<p>\u201cThey were hesitant, but, I think, the last\u2063 straw for\u2062 them was when\u2064 North Korea \u200bstarted to send artillery shells for Russia,\u201d the senior European \u2064official said.<\/p>\n<\/blockquote>\n<p>Those ammunition shipments built on a rash of arms deals that have seen South Korea move into the top ranks of global weapons exporters. Poland has \u2064made plans \u201cto purchase over $3 billion in South Korean arms to replace equipment sent to assist Ukraine,\u201d according to Congressional Research Service estimates, including almost 700 of the howitzers and about 1,000 tanks.<\/p>\n<blockquote>\n<p>\u201cThere&#8217;s a vacuum in terms of where to go for high-quality \u200bdefense equipment because the \u2064Europeans\u200b have so underinvested in themselves,\u201d Waltz said. \u201cSouth\u200c Korea has, rightly, from their perspective,\u200b tried to\u2064 fill that void. And you&#8217;re starting to see that\u2064 from Estonia to Poland and other places.\u201d<\/p>\n<\/blockquote>\n<p>Yoon returned to the U.S. in August for a trilateral\u2063 summit with Biden and their Japanese\u2062 counterpart, Prime Minister Fumio Kishida \u2014 a sea change from 2019, when South Korea threw a wrench into an intelligence-sharing mechanism due to a controversy over imperial Japanese human \u2062rights\u2062 abuses during\u200b the occupation of Korea before and during World War II.<\/p>\n<p>&#8220;The Chinese have noted the actions that we have taken,\u201d Kurt Campbell, the lead White House official for\u2063 the Indo-Pacific and Biden\u2019s \u2064nominee for the No. 2\u200d job at the State Department, told the \u200cSenate Foreign Relations Committee during his Dec. 7\u2064 nomination hearing. \u201cThe thing\u2063 that I think they recognize has \u2062the potential, the\u200b most significance in changing the security architecture of Asia, is if Japan and South Korea \u2063can finally and fundamentally put their animosity behind\u200d them to focus on the future \u200din everything \u2014 energy, technology, security, \u2062people-to-people education.\u201d<\/p>\n<p>South Korea and Japan also have attended \u2062the last \u2062two\u2063 NATO summits, along with Australia and New Zealand. As recently\u200d as two years ago, it was possible \u2062to wonder if the popularity of K-pop or a television show such as Squid\u200c Game would translate into &#8220;a more active role in contemporary international politics,\u201d as a former CIA analyst mused in Foreign Affairs magazine. Within months, Russia\u2019s full-scale war in \u200dUkraine upended the\u2062 conventional wisdom in capitals around the world \u2014 and revealed South Korea to be perhaps\u200c the most underestimated member of the U.S. alliance\u200d network.<\/p>\n<p>\u201cIt\u2019s in the U.S. interests to have countries that\u2064 we&#8217;re\u200b basically aligned with having stronger \u2064bilateral\u200d relationships with each other,\u201d Miller said. \u201cIt&#8217;s \u2062hard \u200cbusiness if the U.S. has to constantly get all the ducks\u200d in a row and\u200b push all the \u2064allies\u200d to think strategically.
