This rule would require states\u2064 to create emission standards and report their\u2064 progress to the\u200b federal government.<\/p>\n<p>The rule, issued \u200dby \u2063the Department of Transportation \u2062and the Federal Highway Administration (FHWA), would mandate that state departments of\u200d transportation establish goals to reduce CO2 emissions. However, Republican <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/21-states-file-lawsuit-against-biden-to-overturn-controversial-canceling-of-keystone-xl-pipeline\/\" title=\"21 States File Lawsuit Against Biden To Overturn Controversial Canceling Of Keystone XL Pipeline\">attorneys general argue<\/a> that this rule \u2064is unconstitutional and would\u200d disproportionately harm rural areas\u2062 where driving is essential.<\/p>\n<blockquote>\n<h3>&#8220;Unconstitutional\u200c Ramming of Radical Climate Agenda&#8221;<\/h3>\n<p>&#8220;President Biden is unconstitutionally ramming his radical climate agenda\u2063 through administrative agencies that \u200dlack Congressional authority \u2064to implement such actions,&#8221; Cameron <a href=\"https:\/\/www.kentucky.gov\/Pages\/Activity-stream.aspx?n=AttorneyGeneral&#038;prId=1492\" target=\"_blank\" rel=\"noopener\">said<\/a>. &#8220;We will not\u200c stand by while this administration attempts to circumvent the legislative process.&#8221;<\/p>\n<\/blockquote>\n<p>The rule, set to go into effect on January 8, requires state departments of \u2063transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets and report on their progress.
