The resolution \u2064calls for immediate action to expedite aid deliveries to the desperate civilians\u2064 in Gaza. However, the original demand for an &#8220;urgent suspension of hostilities&#8221; between Israel and Hamas\u200b was removed.<\/p>\n<p>The vote in the 15-member council resulted in a 13-0 majority, with both the United States and Russia abstaining. Prior \u2062to\u200d this, the United States \u200cvetoed a Russian amendment that aimed to reinstate the call for a suspension of \u2063hostilities. A new draft with minor revisions was circulated on Friday\u2062 morning.<\/p>\n<p>The circulation of the \u2064new draft marked the culmination of a week and a\u200b half of high-level negotiations involving U.S. Secretary of State Antony Blinken. Blinken engaged in multiple conversations with the foreign ministers of Egypt, the United Arab Emirates, Saudi Arabia, Jordan, Britain, France, and Germany.<\/p>\n<p>Originally scheduled for Monday, the vote had been postponed each\u2064 day since then.<\/p>\n<p>Ambassador Thomas-Greenfield described the resolution as &#8220;strong&#8221; despite its watering down. Instead, it urges U.N. Secretary-General \u200bAntonio Guterres to\u2063 promptly appoint a senior humanitarian \u2062and reconstruction coordinator responsible for facilitating, coordinating, monitoring, and verifying\u200b non-conflict party \u200brelief deliveries to Gaza. The resolution demands that Israel and Hamas cooperate with the coordinator to expedite aid deliveries.<\/p>\n<p>The U.S. negotiated the new draft with the United Arab Emirates, the Arab representative on the council sponsoring the \u200bresolution, as well as with Egypt and other \u200ckey stakeholders. This approach bypassed the concerns of the other 13 \u200dcouncil members, some of whom expressed dissatisfaction with being\u2063 excluded \u200bfrom the negotiations.<\/p>\n<p>Secretary-General Guterres \u200bhas warned of a\u2063 &#8220;humanitarian catastrophe&#8221; in Gaza and \u2064cautioned that a\u200c collapse of the support system would lead to a breakdown of public \u200border\u2064 and increased pressure for mass displacement into Egypt.<\/p>\n<p>According \u2063to a report \u2062from 23 \u2063U.N. and humanitarian agencies, the entire population of\u2062 Gaza, consisting of \u20642.2 million people, is\u200d facing a food crisis or worse.\u200c Approximately\u200d 576,600\u200d individuals are at the &#8220;catastrophic&#8221; starvation level. With limited supplies reaching\u200b Gaza, the U.N. World Food \u200bProgram estimates that 90% of \u200bthe population regularly goes without food for a full day.<\/p>\n<p>Since the start \u2062of the war, the Gaza Health Ministry reports that nearly 20,000 Palestinians have been killed. \u200bDuring the October 7 attack, Hamas militants killed around 1,200 people in Israel and took approximately \u2064240 hostages back to Gaza.<\/p>\n<p>Hamas currently controls the Gaza Strip, and the Health Ministry does not differentiate between civilian and combatant deaths. The U.N. estimates that thousands more \u2062Palestinians remain buried under the rubble in Gaza.<\/p>\n<p>While Security Council resolutions are legally binding, many parties choose to disregard the council&#8217;s requests for action.
