Improving Welfare Reform: A\u200c Missed Opportunity<\/h2>\n
A quarter-century after \u2062welfare reform, there\u2019s\u2062 bipartisan interest in improving the system. But the Biden administration\u2019s initial foray \u2064has needlessly\u2063 picked a fight with conservatives over abortion. A\u2062 gratuitous attempt at advancing leftist ideology by singling\u2064 out crisis \u200bpregnancy centers<\/a> will make the goal of\u200c improving federal \u200banti-poverty programs harder, not easier, to achieve.<\/p>\n

In theory, states would be able to act as laboratories of democracy and design\u200b programs\u200c that responded to local needs \u200dand led to greater \u2062self-sufficiency. Unfortunately, some of that flexibility has been abused.<\/p>\n

The most egregious stories \u200cmake headlines: You might \u2062have\u200c heard \u200dabout the $5 million\u2064 in TANF funds earmarked<\/a> for a new volleyball stadium on the\u200b campus of the \u2063University of Southern Mississippi, thanks to lobbying from former NFL star Brett \u2064Favre<\/a> (his daughter,\u2063 as it\u2064 turns out, was on the team).<\/p>\n
But more\u200c mundane examples provide a case for \u2063reform\u2062 as well. As\u200b recently as 2021, the state\u2064 of Arizona used 61 percent of its federal TANF block grant \u200dto fund child protective services<\/a> \u2014 effectively using federal money aimed at supporting low-income parents to investigate\u200b them instead. Nationally, states spend \u2064 nearly<\/a> as much of their TANF funds on pre-K and Head Start as they \u200bdo\u200d on work, education,\u2062 and \u2062training activities. And some \u200cstates, like Mississippi<\/a>, use a portion of their federal TANF dollars to fund college scholarships for middle-class families<\/a>, rather than \u200don\u2062 programs \u2064aimed at breaking\u2062 the cycle of poverty.<\/p>\n
Congress has been contemplating action on TANF reform<\/a>, but \u2064the Biden administration decided to short-circuit \u2063that by offering a proposed new federal rule. That move alone ruffled \u200dcongressional feathers<\/a>, but the administration\u2019s decision to single out groups that provide resources to pregnant moms and their babies has injected abortion politics into anti-poverty policy.<\/p>\n
