Progressive Democrats in the Senate are pushing the amendment to address\u200c the humanitarian crisis in the Gaza Strip as a result of Israel\u2019s war with Hamas since the Oct. 7 attack that killed about 1,200 on the Israeli side. Chris Van Hollen (D-MD), Dick Durbin (D-IL), Tim Kaine (D-VA), and Brian Schatz (D-HI) are \u200dleading the effort, \u2063joined by Sens. Elizabeth Warren (D-MA), Jeff Merkley (D-OR),\u2062 Peter Welch (D-VT), Martin Heinrich (D-NM), Tom Carper (D-DE), Ben Ray Luj\u00e1n\u2063 (D-NM),\u200c Bernie Sanders\u2063 (I-VT), Mazie Hirono \u200d(D-HI), and Ed Markey (D-MA).<\/p>\n<blockquote>\n<p>The amendment, which would apply to all countries receiving weapons as part \u2064of\u2064 the\u200c supplemental bill, would require\u200c the president to report to Congress within 30 days whether countries receiving military aid through the package are <strong>fully cooperating with U.S. efforts and U.S.-supported international \u200befforts to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-admin-announces-sanctions-targeting-cuban-leaders\/\" title=\"Biden admin. announces sanctions targeting Cuban leaders\">provide humanitarian assistance<\/a> to civilians.<\/strong><\/p>\n<\/blockquote>\n<blockquote>\n<p>The \u2062proposal also takes aim at \u2062Israeli\u2064 Prime Minister Benjamin \u200cNetanyahu\u2019s initial resistance to allowing humanitarian\u2064 aid to enter the Gaza Strip in\u200d the early days of the conflict. The legislation highlights existing U.S. law that already bans aid to any country that \u201cprohibits or otherwise restricts, directly or indirectly, the transport or delivery of United States humanitarian assistance.\u201d<\/p>\n<\/blockquote>\n<blockquote>\n<p>It also calls for the \u2064president to report to Congress that any country using U.S.-funded\u2063 military equipment is using it \u201cwith their intended purposes and U.S. end-use monitoring programs; international humanitarian law, the law of armed conflict, and U.S. law;\u200b the President\u2019s 2023 Conventional Arms Transfer\u200b (CAT) Policy and the Defense Department\u2019s Civilian Harm Mitigation and Response Action Plan.\u201d<\/p>\n<\/blockquote>\n<p>The push for the amendment comes after some Democrats had lobbied for\u200d similar conditions to be included in the original text of the Senate\u2019s supplemental bill, which failed to pass \u200bamid a standoff \u2063over a border deal that is critical for the bill\u2019s passage.<\/p>\n<blockquote>\n<p>\u201cIt is imperative that\u200b all assistance to Israel abide by U.S. and international law, prioritize the protection of civilians, assure the provision of desperately needed\u200d humanitarian assistance to civilians\u200d in Gaza, and align \u200cwith\u200c a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/india-and-china-foreign-ministers-hold-awkward-3-hour-meeting-in-new-delhi\/\" title=\"India and China Foreign Ministers Hold Awkward, 3-Hour Meeting in New Delhi\">long-term vision<\/a> for peace, security, and two-state diplomatic\u200d solution,\u201d Sen. A significant number of those Democrats have not signed on\u2063 to the amendment.<\/p>\n<p>A majority of Democrats,\u200b including President Joe Biden, are against the idea of conditioning aid for Israel. If the amendment made it to the floor, it would \u200calmost certainly fail. Sen.
