Until\u2063 this week.<\/p>\n<p>With an\u200d intensifying Israeli offensive and escalating civilian casualties, U.N. Secretary-General Antonio Guterres invoked a\u2064 rarely exercised\u200b power\u200c this week to warn the\u200b Security \u200bCouncil of an impending &#8220;humanitarian catastrophe&#8221; in Gaza. He <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gamestop-stock-plummets-but-reddit-rebellion-sparking-war-on-big-money-investors\/\" title=\"GameStop Stock Plummets But \u2018Reddit Rebellion\u2019 Sparking War On Big Money Investors\">urged members<\/a> to demand an immediate humanitarian ceasefire.<\/p>\n<h3>Biden Asserts Authority to Claim Patent<\/h3>\n<p>Guterres invoked Article 99 of\u200b the U.N. Lederer, longtime chief U.N. correspondent for The Associated Press, breaks down\u2063 what this could mean.<\/p>\n<\/blockquote>\n<h3>What is \u200bArticle 99 and Why is \u200dGuterres Invoking It?<\/h3>\n<p>It&#8217;s a provision of the\u2063 United Nations Charter, the U.N.&#8217;s constitution. It states that \u2062the\u2064 secretary-general, the U.N.&#8217;s top diplomat, may bring to the attention of the Security Council &#8220;any matter which, in his\u200c opinion, may threaten the maintenance\u200c of international peace and security.&#8221;<\/p>\n<p>This gives \u200ban important additional power to the secretary-general, since \u2063the real \u200bpower at the U.N. is held by its 193 member nations and especially the 15 countries that \u2062serve on the Security\u200c Council.<\/p>\n<p>Article\u200c 99 is extremely rarely used. The last time it was invoked was during fighting in 1971 that led to the creation of Bangladesh and its separation \u200cfrom Pakistan.<\/p>\n<p>Guterres invoked Article 99 because he sees the situation in Gaza at risk of a &#8220;complete collapse&#8221; of the territory&#8217;s\u200d humanitarian system and\u2064 civil order. It was something he felt needed to be\u200b done.<\/p>\n<h3>How Likely is This to Have \u2063an\u200d Effect, Given the U.S. Veto Power?<\/h3>\n<p>Arab\u2063 and Islamic nations followed up on Guterres&#8217;s letter immediately.<\/p>\n<p>The United Arab Emirates, the Arab representative on the Security Council, circulated a short resolution to Security Council members late\u2063 Wednesday calling for an immediate humanitarian ceasefire. They plan to put that resolution to a vote at a Security\u200b Council meeting on \u200bFriday morning.<\/p>\n<p>The United\u200d States, which is Israel&#8217;s closest ally and has veto power on resolutions, has not supported a \u2063ceasefire.\u200d On Tuesday, U.S. Deputy Ambassador Robert Wood said that the role of the Security Council in the Israel-Gaza war is not to get in the way of important diplomacy \u200bthat&#8217;s taking place. And he said the Security Council resolution at this time &#8220;would not be useful.&#8221;<\/p>\n<p>This could signal\u2064 a likely veto, but \u2064the U.S. \u2064has not said either way.<\/p>\n<h3>In That Case, Why Invoke It?<\/h3>\n<p>Because Guterres believes that the humanitarian system and the humanitarian operations in Gaza are collapsing.<\/p>\n<p>He\u200d also warns in his letter that in \u200dthe current situation, &#8220;amid constant\u200b bombardment by the Israeli Defense Forces \u2064and without shelter or essentials to survive, I expect public order to completely break down soon due\u2064 to the desperate conditions, rendering\u2064 even limited humanitarian assistance impossible.&#8221;<\/p>\n<p>Guterres said the situation could get even worse, pointing to possible epidemics and the mass displacement of Palestinians into neighboring countries.
