This marks \u2064the\u200b first time such charges\u2064 have \u2063been brought\u200c under the U.S. war crimes statute.<\/p>\n<div id=\"div-gpt-ad-1663871513696-art-3\" style=\"min-width: 320px; min-height: 50px; text-align: center;\">  \t<script>  \t\tgoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1663871513696-art-3'); });  \t<\/script>  <\/div>\n<div class=\"ad-slot__ad-label\">Advertisement<\/div>\n<\/p>\n<p>The soldiers, including two commanding officers and two lower-ranking soldiers, are facing\u200d three war crimes charges for their \u200calleged abuse of the U.S. resident in Ukraine. The lower-ranking soldiers are identified \u2062by their first names, Valerii and Nazar, while \u2062the commanding leaders are named as Suren Seiranovich Mkrtchyan \u200band Dmitry \u200dBudnik.<\/p>\n<p>The charges against each defendant include wrongful detention, torture, inhumane treatment,\u2063 and conspiracy to commit war\u2063 crimes.<\/p>\n<p>During a press conference at the Justice\u200c Department,\u200c Attorney General Merrick Garland emphasized the significance\u200b of these charges, stating \u2064that they are the first criminal \u200bcharges under the U.S. war crimes statute against Russia-affiliated military \u200dpersonnel. He also highlighted the importance of holding the Russian regime accountable for its\u200b illegal war in Ukraine.<\/p>\n<p>Unfortunately, the accused soldiers are\u200c not currently in American custody.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThese charges,\u2063 against four Russia-affiliated military personnel, are \u2062the Justice Department\u2019s first criminal charges under the U.S.\u2062 war crimes statute. They are also an important step toward accountability for the Russian regime\u2019s illegal war in Ukraine,\u201d Garland said. \u201cOur work is far from done.\u201d<\/p>\n<\/blockquote>\n<p>The victim, who remains\u2064 unidentified, was allegedly taken by Mkrtchyan and his men in April 2022 from the village of\u2062 Mylove in Ukraine. The Justice Department claims that the victim was assaulted, placed in an unlawful detention facility, and subjected to torture for\u200d ten days.<\/p>\n<p>According to prosecutors, the Russian soldiers conducted interrogation sessions where they removed \u200cthe victim&#8217;s clothing, took pictures,\u200b and subjected him to physical abuse.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>The accused \u201cthrew [the victim] \u200dface down to the ground while he\u200b was naked, tied his hands behind his back, pointed a gun at his head, and beat him with their \u2062feet, their fists, and the stocks \u200cof their guns,\u201d wrote prosecutors in the 9-page indictment.<\/p>\n<\/blockquote>\n<p>One \u200cparticularly violent\u200b session \u2063involved Budnik threatening \u200bthe victim with death and asking for\u200b his last \u200cwords.<\/p>\n<p>After a mock execution, the \u200cvictim was beaten and interrogated again.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThere, they forced him to the ground and put a gun to the back of his \u200bhead. The victim believed he was about to be killed. They moved the gun just before pulling the \u2064trigger, and the\u2063 bullet went just past his head,\u201d\u2062 Garland asserted.\u200d \u201cAfter the mock execution, the victim was beaten and interrogated again.\u201d<\/p>\n<\/blockquote>\n<p>According\u200d to the charging\u2064 documents, the unidentified victim was not involved in the war and had been living in Ukraine since \u200d2021.<\/p>\n<p>The Justice Department has established a War Crimes\u200d Accountability Team to investigate possible war crimes in Ukraine that can be prosecuted in the United States.
