That\u2064 map \u2064reflects North Carolina voters\u2019\u2064 split-ticket political\u2064 personas. Fast-growing suburbs around Charlotte\u200c and smaller cities \u200care adding \u2062in some new Democrats. But North Carolina\u2019s conservative rural realms still hold serious political\u2062 sway.<\/p>\n<\/blockquote>\n<p>For Republicans, additional House seats from North Carolina \u2063are a bit\u2063 of makeup work\u200c from \u200bthe\u200d national\u2064 red \u2062wave they\u2063 expected \u200bin \u200bthe 2022\u200c cycle. Future (and now\u200b former) \u2064Speaker Kevin \u200bMcCarthy (R-CA) pledged dozens of Republican wins. But\u2063 the party barely nabbed the majority and has been \u2064beset by GOP infighting over spending bills and other \u200cmeasures, which contributed to McCarthy\u2019s ouster \u200bin October after nine months on the\u2062 job.<\/p>\n<p>In 2020, former President Donald Trump won North Carolina \u200cby about 74,000 votes, out of more \u200bthan 5.5 million \u2062cast,\u200d over \u2063President Joe Biden. A similarly competitive, if narrowly GOP-favored, race is expected again in 2024.<\/p>\n<blockquote>\n<h3>North\u2064 Carolina:\u2063 A GOP Majority \u200dBedrock<\/h3>\n<p>This is the fifth House\u200b map in \u2063six election \u200ccycles \u2062for North Carolina, a\u200d reflection of the\u2062 state\u2019s brass-knuckle \u200cpolitical tactics. Along \u2063with shifting sizes of\u200c Republican majorities\u2062 in both chambers of the state legislature, which draws the maps, and the state Supreme Court,\u2062 which \u200bhas the power \u2064to accept or reject\u200b them. Republicans picked up state\u2063 Supreme Court \u2063seats in the 2022 cycle and have \u2062a 5-2 \u2064edge on the panel.<\/p>\n<\/blockquote>\n<p>Republicans also now hold \u201csupermajorities\u201d in the state House and Senate, three-fifths of lawmakers, that \u200bhas proved\u2064 a magic political \u2064elixir to be able\u200c to override Gov. Roy Cooper\u2019s\u200b (D-NC) vetoes of \u200bGOP-skewed political maps, and then\u200b have \u2063them upheld by North Carolina\u2019s Supreme Court.<\/p>\n<p>Nationally, the\u200b new North Carolina maps\u2063 are a big boon to House \u200dRepublicans in their efforts to\u2064 hold the party\u2019s slim \u2064222-213 \u200cHouse majority. The\u200b three or four new House seats in\u2063 North Carolina could\u2062 provide\u200c much-welcome political padding\u2062 in \u200dan unpredictable fight for the majority\u200b set against \u200ca backdrop of the expected 2024 Biden-Trump rematch for\u2064 the White House.<\/p>\n<p>Outside of \u2062North Carolina, Democrats, too,\u200b have already made some\u2063 progress in off-year redistricting\u2064 fights.\u200c The Supreme Court\u200d over \u2064the summer upheld lower court rulings that Alabama had\u200c disregarded voting\u2062 rights for the state\u2019s black population, about 27% of people living there, and \u200bordered \u200dthe\u2062 creation of a\u200c second majority district, where Democrats are heavily favored. Democrats could also pick \u2062up a House seat in Louisiana if similar Voting Rights Act litigation goes their way in the\u200d coming months,\u2063 which would lessen the GOP edge in the House delegation Louisiana sent\u200b to Washington \u200cfrom 5-1 to 4-2.<\/p>\n<p>And in New York, state\u200b Democrats are\u200d pushing to overturn \u2062a House map imposed by courts for the 2022 cycle, which \u2064ended with a 15-11 edge \u200dover Republicans. Not exactly what \u200dpartisan Democrats\u2064 had envisioned in a \u2062state where \u200cBiden walloped native son Trump\u2062 in 2020 \u2064by about 61% to 38%. Republicans ran strongly in New \u200cYork in 2022 on crime\u2064 and other matters at the\u2062 top of voters\u2019 minds. But it\u2019s \u2064unclear if GOP candidates can replicate their\u2063 success in \u200da \u200cpresidential\u200b year, particularly with a scrambled map aimed at giving \u2063Democrats a House \u200ddelegation majority of 19-7 or even 20-6.<\/p>\n<blockquote>\n<h3>The\u2064 Impact of the New Gerrymander<\/h3>\n<p>Which is\u2064 why North Carolina looms so large in House Republican 2024\u200c plans. The new gerrymander works by, among other things, cracking apart\u2063 two\u2064 heavily\u2063 Democratic urban areas: the city of Fayetteville\u200c and the region known\u2063 as the Piedmont Triad, which includes Greensboro, Winston-Salem, and High Point. These\u200b four cities are collectively split among six \u2063different districts, \u2063combining their <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/capitol-police-officers-sue-trump-right-wing-groups-over-jan-6-riot\/\" title=\"Capitol Police Officers Sue Trump, Right-Wing Groups Over Jan. 6 Riot\">large black populations<\/a> \u2064with heavily white rural areas to ensure that \u2062all will be represented solely\u200b by Republicans.<\/p>\n<\/blockquote>\n<p>The map takes a reverse approach to suppress \u2063the strength of voters in Charlotte and Raleigh, the state&#8217;s\u2063 two \u2063biggest cities, as well \u200das the Research Triangle region in the Raleigh\u2063 area. \u2063There, Democrats have\u2063 been packed \u2062into three <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hillary-clinton-warns-that-progressive-dems-could-ruin-their-partys-chances-in-2022\/\" title=\"Hillary Clinton Warns That \u2018Progressive\u2019 Dems Could Ruin Their Party\u2019s Chances In 2022\">deep-blue districts<\/a>.<\/p>\n<p>A\u2064 top target\u2063 of \u2062the\u200d map\u200c is Rep. \u2062Kathy Manning \u2064(D-NC), from a Greensboro-area House district in 2020. But the new version of that district includes only a small \u2063portion\u200c of Greensboro, Manning\u2019s\u200b hometown, while picking up heavily Republican rural areas to the southwest.<\/p>\n<p>Manning now doesn\u2019t \u2063really have \u2063a district to\u2062 run in, though\u2063 she hasn\u2019t yet announced\u2063 political plans. A leading\u200d Republican is High Point Mayor Jay Wagner. Other GOP candidates are likely to jump in, \u200btoo.<\/p>\n<p>Meanwhile, over in\u200c the 6th \u2062Congressional District, former GOP Rep. Mark Walker has dropped his long-shot 2024 \u2064North \u2063Carolina gubernatorial campaign to seek the \u2064open House seat. The \u2063district includes \u2064swaths of conservative territory, including\u2064 all of Rowan, Davidson,\u2062 and Davie counties and parts of Cabarrus, Forsyth, and Guilford \u2063counties \u2014 Guilford being Walker\u2019s home county.<\/p>\n<p>Walker held a previous version\u200d of\u2062 this district during his 2015-21 House tenure. But he didn\u2019t seek reelection in 2020 when litigation led\u2064 to that\u200d GOP gerrymander shifting to more Democratic-leaning precincts. At the time, Democrats held\u200c a \u2064majority on the state Supreme Court and struck down maps that favored Republicans.\u200d Manning won the \u200drace\u2062 to succeed Walker, who, at one point \u200bin Congress,\u200b was chairman\u2062 of the \u200cHouse Republican Study Committee, composed of a broad range of conservative lawmakers.<\/p>\n<p>A \u200csecond House Democrat whose congressional career is about to end due to the new GOP maps is freshman Rep. Wiley Nickel. His current \u2064southern Raleigh \u200bsuburbs district\u200d is getting significantly \u200ctransformed by removing its portions of Raleigh, \u2064the state capital and home to many\u200d Democratic-leaning college students and state workers. The nearby suburb of Cary, also solidly \u2064blue, got lopped off, too. In exchange,\u200b state Republicans added rural and exurban areas to the north \u200dand northwest of Raleigh. The district \u200bnow fully wraps around the Research Triangle in a backward &#8220;C&#8221;\u2063 shape, excluding the homes of many professional-class workers from scientific, financial,\u200b and other\u200c companies, who tend to be left-leaning.<\/p>\n<blockquote>\n<h3>Democratic Challenges and Republican Opportunities<\/h3>\n<p>Nickel has threatened to sue over\u2063 the \u2062maps but stands \u2062little chance in court,\u200c considering the Supreme Court\u2063 has ruled political map-making is\u200c a state function \u200bonly, and federal courts have little oversight outside of disputes over the Voting Rights\u200b Act and similar matters.\u200c Since North Carolina\u2019s Supreme Court is heavily\u2064 Republican, Nickel and his fellow House Democrats are effectively \u2062out of luck.<\/p>\n<\/blockquote>\n<p>Freshman \u200bRep. Jeff Jackson (D-NC) has acknowledged\u200c as much since the southern Charlotte and western suburbs \u200c14th District he represents got carved up. Most of dark-blue Charlotte instead goes to \u2062the new 12th\u200d Congressional \u2064District, where\u200c Rep. Alma Adams (D-NC) is running.<\/p>\n<p>Jackson is instead leaving Congress after two years\u2063 to run\u2063 for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nevada-senate-candidate-sam-brown-raises-400000-in-first-week\/\" title=\"Sam Brown, Nevada Senate candidate, collects 0K in debut week.\">state \u200battorney general<\/a>, and one\u2063 candidate to replace him in the now-GOP  <\/p>\n<h2> How does the new \u2064map\u200d of Tic-leaning \u2062districts in North Carolina affect the \u200bchances \u200dof Walker regaining his seat as a Republican?<\/h2>\n<p><span>  Tic-leaning districts. Now, \u2063with the new map, Walker\u2062 sees an \u200dopportunity to regain \u2062his\u2062 seat in a district that leans\u200c heavily in favor of Republicans.<\/p>\n<blockquote>\n<h3>Implications for the 2024 Election<\/h3>\n<p>The impact of the new gerrymander in \u200dNorth Carolina could have significant implications\u2063 for the 2024 election. With Republicans likely to secure at least 10 of the 14 House seats in the state, they will have a\u200d strong base of \u2064support heading into the\u200b election cycle.
