Western officials characterized\u2063 the new surge as yet another attempt by Russia to find\u200c unconventional ways to threaten NATO.<\/p>\n<p>\u201cWe have seen them using energy, we have seen them using cyberattacks, we \u2062have seen them using different kinds\u2062 of clandestine operations to try to undermine \u200dour democracies,\u201d NATO Secretary-General Jens Stoltenberg said\u2063 on Tuesday at a meeting of \u200bNATO\u2019s top diplomats in Brussels. \u201cThe \u200dfact that\u2064 Russia is now using migration as a tool\u2064 is yet another example of \u2063the attempt to put pressure on neighbors, NATO allies, and they \u200cwill not succeed because we \u200bstand together.\u201d<\/p>\n<p>As Finnish authorities finalized their plan to close the last border crossing with Russia, Moscow issued a new rebuke of the Nordic state\u2019s decision to\u200b join the trans-Atlantic alliance.<\/p>\n<blockquote>\n<p>\u201cEvidently, \u2063the entire [NATO] alliance has increased \u2063the zone of contact with its main \u2063enemy, as Russia is viewed \u2064by the alliance,\u200d by 1,300 kilometers,\u201d \u2062Russian Deputy Foreign Minister Alexander Grushko said at a foreign affairs discussion in Moscow, referring to the 830 mile-long border the two countries share. \u201cAnd they will demand that\u2064 Finland do \u200cwhat other allies are doing, i.e., take all necessary measures and deploy foreign forces on its territory. So, it\u2019s not so \u200deasy.\u201d<\/p>\n<p>Finnish Foreign Minister Elina Valtonen acknowledged a more general misgiving about the potential for \u201caftershocks\u201d from the crisis \u2064in the Middle East.<\/p>\n<p>\u201cWe are prepared and we are preparing for possible aftershocks,\u201d she said in a separate broadcast interview in Brussels. \u201cThere has to be a lasting negotiated two-state solution \u200cfor the \u2063region because no outflux of migrants will ever solve the\u200c issue.\u201d<\/p>\n<p>Valtonen expressed \u201chope that Russia gets back to normal where they respect our treaties,\u201d but Lavrov\u2019s subordinates so far have denied responsibility for the issue.
