Robert Garcia (D-CA) \u2064criticized fellow Rep. Dean \u2064Phillips (D-MN) for resorting to \u200cattacking Vice-President\u200b Kamala Harris. Phillips, who is challenging \u200bPresident Joe Biden in the Democratic presidential primary, had voiced his concerns about Harris&#8217;s\u2063 low approval ratings and questioned her ability to \u2063succeed Biden.<\/p>\n<blockquote>\n<p>&#8220;Apparently Dean Phillips is \u200dfloundering so hard that he\u2019s now\u200b resorting to attacking Vice-President Harris.
