The Biden administration\u2062 touted the meeting as a significant foreign policy achievement, \u200deven though it accomplished little but photo ops.<\/p>\n<\/blockquote>\n<p>Leading up to the APEC meeting, \u2064Xi had a weak hand, while \u2063the leverage was on the U.S. side. China\u2019s economic growth has slowed down\u200b significantly. Its once high-flying property \u2062sector <a href=\"https:\/\/thefederalist.com\/2023\/08\/24\/how-chinas-crumbling-real-estate-market-puts-the-world-economy-at-risk\/\" target=\"_blank\" rel=\"noreferrer noopener\">crashed<\/a> and exports <a href=\"https:\/\/www.bbc.com\/news\/business-66436582\" target=\"_blank\" rel=\"noreferrer noopener\">dropped<\/a>. The \u200byouth unemployment rate reached\u200c 22 percent in \u200bJune 2023 before Beijing stopped publishing the data altogether out of fear of causing public panic. Foreign firms <a href=\"https:\/\/www.wsj.com\/world\/china\/foreign-firms-pull-billions-in-earnings-out-of-china-0423b68a\" target=\"_blank\" rel=\"noreferrer noopener\">have pulled billions out of China<\/a>, concerned over its \u200bweak economy, hostile regulatory\u2063 environment, and geopolitical tensions with the U.S. China risks\u200c prolonged \u2064economic stagnation as consumers are unwilling to spend money due to financial and \u200dpolitical uncertainty.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1185975751\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-28de695c4f6e25967d6c34cba00e9cb1 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-28de695c4f6e25967d6c34cba00e9cb1\"><\/div>\n<p>In contrast, the U.S. economy grew almost <a href=\"https:\/\/www.reuters.com\/world\/us\/us-economic-growth-accelerates-third-quarter-2023-10-26\/\" target=\"_blank\" rel=\"noreferrer noopener\">5 percent<\/a> in the\u200c third quarter despite facing \u200cits own challenges, such as\u200c inflation and ballooning national debt. Since China needs American companies\u2019 investments and \u2063technologies to revive its weak economy, Biden \u200bcould have waited \u2062for Xi\u2063 to \u200dplead for a summit and \u2063used it as leverage to demand some behavioral changes \u2063from China. Preconditions could have been\u2062 that \u2063China\u2019s \u200cmilitary stops its harassment \u200dof <a href=\"https:\/\/www.independent.co.uk\/asia\/china\/taiwan-china-record-planes-harassment-b2413475.html\" target=\"_blank\" rel=\"noreferrer noopener\">Taiwan<\/a> \u200cand <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/philippines-china-report-new-maritime-confrontation-contested-south-104781945#:~:text=A%20Philippine%20government%20task%20force,routine%20resupply%20and%20rotation%20mission.%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">the Philippines<\/a> in the South China Sea, or no more \u2063funding Russia and Iran\u2019s geopolitical \u200baggressions by purchasing their oil.<\/p>\n<p>Sadly, Biden and his foreign \u2064policy team are known to turn U.S. \u2062leverage into weakness \u200cby focusing on the wrong priorities.\u2062 For example, they continue to believe that \u2063climate \u200bchange is the world\u2019s biggest \u2062challenge\u200c and that the U.S. needs China\u2019s cooperation to save the planet, even though China remains <a href=\"https:\/\/earth.org\/chinas-energy-transition-is-the-worlds-largest-polluter-doing-enough\/#:~:text=According%20to%202021%20data%2C%20China,amount%20of%201.80%20billion%20tonnes.\" target=\"_blank\" rel=\"noreferrer noopener\">the world\u2019s biggest polluter<\/a> \u2062 after \u200dsigning the Paris Climate Agreement.<\/p>\n<p>Biden\u2019s <a href=\"https:\/\/www.heritage.org\/energy-economics\/commentary\/bidens-energy-policies-strengthen-china-americas-expense\" target=\"_blank\" rel=\"noreferrer noopener\">green initiatives<\/a> have only \u200ddeepened the U.S. economy\u2019s dependency on China since\u200b the communist regime dominates\u2064 the global supply chain for solar panels, wind turbines, and batteries\u2064 for electric\u200d vehicles due to its \u200bwillingness to exploit <a href=\"https:\/\/www.brusselstimes.com\/627123\/solar-industry-supply-chains-tainted-by-uyghur-slave-labour-new-study-shows\" target=\"_blank\" rel=\"noreferrer noopener\">slave\u2062 laborers<\/a> (most are ethnic minorities) and the nation\u2019s <a href=\"https:\/\/www.forbes.com\/sites\/michaelshellenberger\/2021\/05\/19\/china-made-solar-cheap-through-coal-subsidies--forced-labor-not-efficiency\/\" target=\"_blank\" rel=\"noreferrer noopener\">abundant supply<\/a> \u200b of \u2064coal.<\/p>\n<p>Biden, led by misguided policies, sent several <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/watch-chad-wolf-unloads-on-kamala-harris-for-reading-to-day-school-while-other-officials-in-mexico-trying-to-fix-crisis\/\" title=\"WATCH: Chad Wolf Unloads On Kamala Harris For Reading To Day School While Other Officials In Mexico Trying To Fix Crisis\">cabinet-level officials<\/a> to China, including Secretary of State Antony Blinken\u2063 and Treasury Secretary Janet Yellen. They practically begged \u2062Xi for a meeting. Xi, of \u2063course, played hard to get. Rather \u2064than reciprocating senior U.S. government officials\u2019 multiple visits, Xi waited until last month to send Wang Yi, China\u2019s minister of foreign affairs, to visit the U.S. and only recently agreed\u200d to \u200ba \u2063meeting with Biden.<\/p>\n<div class=\"fdrlst__b89e9-2e31735765149add877925c94c84f4b6 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-2e31735765149add877925c94c84f4b6\"><\/div>\n<p>A few days before the summit, China\u2019s <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3241257\/us-cant-transform-china-communist-party-mouthpiece-peoples-daily-calls-washington-fix-trust-deficit?module=top_story&#038;pgtype=homepage\" target=\"_blank\" rel=\"noreferrer noopener\">People\u2019s Daily<\/a>, the mouthpiece \u2063of the Chinese \u2064Communist Party (CCP), \u2064faulted the U.S. for the deterioration of the Sino-U.S. relationship and demanded \u2064the U.S.\u200b \u201cabandon \u200dits aggressive Cold War and aggressive mindset, fix the\u200c \u2018action deficit\u2019 \u2062with practical actions and concrete policies,\u201d\u2064 even though China is the one who\u200c has\u2062 an action deficit as wide as the Grand Canyon. Remember when Xi\u200d promised President Barack Obama not to militarize artificial islands in the South China Sea and then armed those islands anyway \u2062and claimed 90 \u200cpercent of the international\u200d waterway is Chinese \u200cterritory?<\/p>\n<h2 class=\"wp-block-heading\">Communist Party\u2019s Playbook<\/h2>\n<p>What Xi has been doing\u2064 is following the typical CCP playbook. \u200dMiles Yu, \u2063a \u200dformer senior adviser to Secretary of State Mike Pompeo, <a href=\"https:\/\/thehill.com\/opinion\/4308832-how-china-uses-summits-to-advance-its-real-agenda\/\" target=\"_blank\" rel=\"noreferrer noopener\">points out<\/a> that \u200dCCP leaders, starting with Mao, love to \u201cuse international gatherings to lend legitimacy to [a] beleaguered regime at home.\u201d By playing hard\u2062 to get with the Biden administration, Xi hid his weakened hand behind a strongman image. He \u201cseeks to\u2062 send the message to his caged people \u2014 aided by the CCP\u2019s relentless propaganda machine \u2014 that their \u200dsupreme leader is respected, \u200deven revered, \u2064on the global stage,\u201d according\u2062 to Yu. Another CCP go-to tactic is to make vague \u2064and unenforceable pledges for the distant future in exchange for concessions from the other side now.<\/p>\n<p>Unfortunately,\u2062 the Biden\u200b team fell \u200cfor the CCP\u2019s trick. In a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-erupts-at-reporter-for-asking-about-putin-where-the-hell-what-do-you-do-all-the-time\/\" title=\"Biden Erupts At Reporter For Asking About Putin: \u2018Where The Hell, What Do You Do All The Time?\u2019\">post-summit press conference<\/a>, Biden put on a brave face \u200dand claimed the summit was \u201camong the most constructive and productive we\u2019ve had,\u201d\u2064 with <a href=\"https:\/\/twitter.com\/moritzrudolf\/status\/1724972000442024298\" target=\"_blank\" rel=\"noreferrer noopener\">three key agreements<\/a>: to restart cooperation \u200bon controlling fentanyl,\u200c to resume direct (high-level) military-to-military contact, and to set up expert exchanges on risks and safety issues \u2062in artificial intelligence (AI).<\/p>\n<p>But none of \u200cthese represent any meaningful achievement, since the CCP is known for making \u2062empty promises, and\u2062 the joke is on whoever believes them. On the fentanyl issue, many China observers, including Kelley Currie, a former diplomat, quickly <a href=\"https:\/\/twitter.com\/KelleyCurrie\/status\/1724613462532248019\" target=\"_blank\" rel=\"noreferrer noopener\">pointed out<\/a> \u2064 on X, \u200c\u201cDon\u2019t forget that China agreed to do\u2063 this exact thing in \u20642019 and dramatically reduced the flow of fentanyl out of China, only to switch tactics and instead supply mass amounts of precursor chemicals to Mexican cartels.\u201d<\/p>\n<div class=\"fdrlst__b89e9-4ae700dc4f03843c8d9e7394f062fb48 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-4ae700dc4f03843c8d9e7394f062fb48\"><\/div>\n<p>On the AI issue, China promised nothing. Xi has made enhancing the People\u2019s Liberation Army\u2019s capabilities\u200d through AI a <a href=\"https:\/\/www.nbr.org\/publication\/how-china-leverages-artificial-intelligence-for-military-decision-making\/#:~:text=The%20Chinese%20government%20has%20made,threat%20to%20Indo%2DPacific%20stability.\" target=\"_blank\" rel=\"noreferrer noopener\">national priority<\/a> \u200cand has already\u200b committed plenty of \u200dresources for AI research and development. Xi \u200bwill not change his\u200c course because of \u200bsome experts\u2019 exchanges on AI with Americans. If such a discussion occurs, China will exploit it to identify which\u200b American AI expert to <a href=\"https:\/\/www.newsweek.com\/us-gave-30-million-top-chinese-scientist-leading-chinas-ai-race-1837772\" target=\"_blank\" rel=\"noreferrer noopener\">poach<\/a> \u2062 and \u2062what latest\u200c AI technology China\u2063 should steal.<\/p>\n<h2 class=\"wp-block-heading\">Military Aggression<\/h2>\n<p>Biden clearly \u200cbelieves that resuming direct, high-level military-to-military contact between the\u2064 U.S.\u2063 and China was a significant accomplishment. He <a href=\"https:\/\/twitter.com\/POTUS\/status\/1724976837086904382\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted<\/a>,\u200b \u201cClear and open communication between our defense establishments is vital to avoid miscalculation by either side and prevent \u200cconflict.\u201d But it \u2062was Chinese military leaders who refused to pick up phone calls\u2062 from the U.S. side, and \u2062they\u200c did so under Xi\u2019s order.<\/p>\n<p>Chinese pilots frequently made dangerous maneuvers near\u200c the U.S. and its allies\u2019\u200d military assets in \u2064the South China Sea,\u2063 not because of a lack\u200c of communication but because of Xi\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/eight-of-the-biggest-failures-of-mayorkas-leadership-of-dhs\/\" title=\"Eight of the Biggest Failures of Mayorkas' Leadership of DHS\">deliberate policy decision<\/a>: China regards \u2064the international \u200dwater as its territory and tries to block the U.S. and its allies from accessing it through \u2062intimidation. According to <a href=\"https:\/\/www.reuters.com\/world\/chinas-snub-us-military-leader-highlights-escalation-risk-2023-06-02\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jacob Stokes<\/a>, a senior fellow at the Center for\u200d New American \u2063Security,<em> \u201c<\/em>China wants\u2063 the United States and its partners to feel worried about rising military and security risks in East Asia.\u201d<\/p>\n<p>It\u2019s unlikely the Chinese\u2063 military\u2019s\u200c aggressive behavior in and above\u200d the South China Sea will stop after the\u2063 Biden-Xi summit. Furthermore, Elbridge Colby, a former Pentagon official, <a href=\"https:\/\/twitter.com\/ElbridgeColby\/status\/1724986053218521273\" target=\"_blank\" rel=\"noreferrer noopener\">points out<\/a> that military-to-military communication is \u201cnot vital. It\u2019s not the key issue.\u201d Responding\u2062 to Biden\u2019s self-congratulatory\u2064 tweet, Colby\u200d <a href=\"https:\/\/twitter.com\/ElbridgeColby\/status\/1724986053218521273\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>,\u2064 \u201cThe key issue is China undertaking a historic military buildup and increasingly \u200busing that military to \u2064get ready for a war, as your own\u200c appointees \u200cand generals point \u200dout. Just really nowhere near the seriousness we need.\u201d<\/p>\n<p>President Biden and his \u200bforeign policy team want Americans to believe that\u200d his meeting with Xi in San Francisco was successful. But in truth, the U.S. gained nothing from the Biden-Xi summit. Don\u2019t expect Xi to fulfill any promises or change his policies.\u2064 The U.S.-China \u200dEconomic and Security Review Commission\u2019s recent 753-page <a href=\"https:\/\/www.uscc.gov\/sites\/default\/files\/2023-11\/2023_Annual_Report_to_Congress.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> to Congress presented evidence that Xi\u2063 is preparing his military forces and the rest of the \u200ccountry for war and treats diplomacy with the United States, such as the most recent Biden-Xi summit, \u201cprimarily as a tool for forestalling and delaying U.S. pressure over a period of years while China moves\u200c ever further down the path \u200cof \u200cdeveloping its own economic, military, and technological capabilities.\u201d<\/p>\n<p>If anything, the world\u200d is becoming more dangerous after the Biden-Xi summit, and we are \u2062on Xi\u2019s timeline.<\/p>\n<div class=\"fdrlst__b89e9-f3444d9d8cf9a50f61e4f731e5bc457c fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-f3444d9d8cf9a50f61e4f731e5bc457c\"><\/div>\n<hr class=\"wp-block-separator\">\n<\/div>\n<p> <\/p>\n<h2> What critical issues related \u200dto U.S.\u200c interests and human \u200drights were not addressed during the meeting between Biden and Xi?<\/h2>\n<p><span>  9e9-1185975751&#8243; data-id=&#8221;2118751&#8243; data-widget-id=&#8221;26779885&#8243;><\/div>\n<div class=\"fdrlst__b89e9-28de695c4f6e25967d6c34cba00e9cb1 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-28de695c4f6e25967d6c34cba00e9cb1\"><\/div>\n<p>During \u200dthe\u200c meeting, Biden\u2062 failed to address critical\u2063 issues that would promote U.S. interests \u2062and protect human\u200c rights. It was merely\u2063 a reiteration of previous \u2062statements, lacking substance \u200band impact.<\/p>\n<p>This missed opportunity is indicative of the Biden administration&#8217;s overall approach \u2062to China. By prioritizing climate change and green initiatives, the administration fails to recognize\u200c the broader implications of \u2064China&#8217;s actions. \u200cChina&#8217;s economic dominance, human rights abuses, and aggressive expansion in the South China Sea\u2064 cannot be ignored\u200d or downplayed in favor of \u200bachieving climate goals.<\/p>\n<p>The United States should \u2064be leading the \u200binternational\u200b community in holding China accountable for its actions.
