This decision leaves H.R.\u2062 5894, which\u2064 is intended to fund the three agencies for fiscal 2024, looming \u200bover Speaker Mike Johnson (R-LA) as a key part of his agenda \u200das the new speaker.<\/p>\n<h3>Customers Surprised \u2064to Discover Their\u2063 Rental \u200dis an Electric\u200d Vehicle<\/h3>\n<p>&#8220;We cannot continue to make our constituents\u2064 pay for reckless D.C. Beltway spending,&#8221; said Rep. Robert\u2063 Aderholt (R-AL), chairman of the Subcommittee on \u2062Labor, Health and Human Services, Education, and Related Agencies.<\/p>\n<p>Democrats decried the various cuts to jobs \u2064training \u200bprograms, as well as the nearly $23\u200d billion in cuts to the Department of\u200d Education, largely from \u2064Title I funding for struggling\u200b public school districts in urban areas and Head \u2063Start funding.<\/p>\n<p>&#8220;The\u2063 programs that are not completely abolished\u2062 in this bill are\u200c so poorly funded as to\u2064 be completely nonfunctional,&#8221; ranking\u200d member \u2063Rosa DeLauro (D-CT) said. &#8220;This bill is shameful.&#8221;<\/p>\n<p>Debates over the \u2062146 total amendments to the\u2062 spending package continued\u200b until 1:00\u200d a.m. on Wednesday. Although several additions to \u200dthe bill passed with voice votes, DeLauro requested that 25 of the most conservative amendments be passed by a\u2062 recorded vote.<\/p>\n<p>Only three of the\u2064 amendments successfully passed on \u200bWednesday, including a provision to\u2062 prevent the Centers for Disease Control and \u200bPrevention from studying gun violence and mortality rates.<\/p>\n<p>Rep. Mary Gay Scanlon (D-PA) blamed Republicans during \u2064the floor debate for\u200d wasting \u200dtime on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/spending-showdown-looms-as-key-senate-panel-prepares-funding-bills-this-week\/\" title=\"Senate panel readies funding bills, spending showdown imminent.\">passing appropriations bills<\/a>, saying the House GOP has been &#8220;embroiled in chaos and dysfunction.&#8221;<\/p>\n<p>&#8220;This isn&#8217;t serious governance,&#8221; Scanlon said. &#8220;They&#8217;re playing politics with Americans lives and our country&#8217;s future.&#8221;<\/p>\n<p>The majority \u200dof the floor debate on the \u200bwhole bill emphasized the cuts\u200c to\u200c various healthcare \u200cprograms and restrictions of programs related to reproductive\u200b health and\u200b abortion.<\/p>\n<p>The appropriations resolution would eliminate the Title\u200d X Family Planning Program, which provides an estimated 2.6 million low-income and uninsured people with basic pregnancy care services, as well as preventive cancer\u2062 screenings. The program has been controversial among some Republicans in part because of how the Biden administration has leveraged Title X funding against states with strict\u200c abortion prohibitions.<\/p>\n<p>&#8220;Republican politicians have no place dictating decisions about women&#8217;s reproductive health,&#8221; Scanlon said.<\/p>\n<p>Rep. Michael Burgess (R-TX)\u2064 noted\u200c that prohibiting taxpayer-funded abortion has been a bipartisan cause since the\u2063 Hyde Amendment was passed in 1976.<\/p>\n<p>Burgess said the appropriations needs measure to &#8220;maintain the balance\u2063 between professional practice of medicine and individual values&#8221; concerning federally \u2062funded medical training programs that require resident physicians to perform abortion procedures.<\/p>\n<p>&#8220;Future medical professionals are being forced to practice medicine outside of\u2064 their own standards or to not practice at all,&#8221;\u200d Burgess \u200bsaid. &#8220;Protections placed in \u200cthis bill \u200censure that any <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-to-show-lockdowns-are-killing-more-people-than-the-virus\/\" title=\"How To Show Lockdowns Are Killing More People Than The Virus\">medical professional<\/a> who does not\u2062 wish to perform procedures\u2062 that are against\u200c their \u200creligious or moral standards simply do not have\u200c to.&#8221;<\/p>\n<p>In the wake of the COVID-19 \u2062pandemic, \u2062Burgess said, the bill prevents spending &#8220;to promote\u200d gain of function research or from any funding going to &#8230; the Wuhan Institute of Virology, or any other\u200d lab located in the People&#8217;s Republic of China, Cuba, Iran, or Russia.&#8221;<\/p>\n<p>The bill further cuts funding to several branches of the National Institutes of Health,\u200d as well as of the CDC, including for anti-smoking, anti-HIV, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/watch-desantis-makes-ultimate-point-against-red-flag-gun-laws-in-discussing-maine-shooter\/\" title=\"DeSantis highlights flaw of 'Red Flag' laws in Maine shooter case.\">mental health\u200d programs<\/a>.<\/p>\n<p>&#8220;Deaths will\u2062 be the reality\u2063 if these cuts come to fruition,&#8221; Rep.
