The \u200cbill now heads to the Senate, where Majority\u2064 Leader Chuck\u200d Schumer (D-NY) intends to take it up in its current form as soon as Wednesday.<\/p>\n<p>One obstacle could \u2062be the Senate&#8217;s fiscal hawks, who are loathe to fund\u2063 the government at current levels. But those members have\u2062 so far shown little appetite for delaying the process ahead of\u200d a Friday shutdown deadline.<\/p>\n<p>What&#8217;s more, most\u200c appear sympathetic to or outright supportive of Johnson&#8217;s approach.<\/p>\n<h3>Positive Reception from Senate Conservatives<\/h3>\n<p>Rep. Scott Perry (R-PA), the \u2064chairman of the Freedom Caucus, called the measure a continuation of the &#8220;status quo&#8221; that emboldens a &#8220;do-nothing Senate,&#8221; while Rep. Chip Roy (R-TX), its \u200cpolicy chairman, lamented there\u2064 ought\u200b to be\u200b some concession to keep the government open at\u2063 fiscal 2023 levels.<\/p>\n<p>Yet Sen. Ron\u2062 Johnson \u200c(R-WI), who hosted the speaker for a meeting with Senate Republicans earlier this month,\u2064 praised the bill as an incremental win\u200b for conservatives \u200cin their efforts to rein \u2064in\u200b government spending.<\/p>\n<p>Not only will the House avoid a Christmas omnibus for the first \u200btime in years, he said, due to\u200c the 2024 funding deadlines, but Democrats acquiesced \u200dto \u200cthe two-step approach despite previously calling it &#8220;convoluted.&#8221;<\/p>\n<p>&#8220;You know, I understand their concerns. \u2064I think Speaker\u200c Johnson understands their concerns. There&#8217;s\u200c just a difference of opinion on this one,&#8221; Ron Johnson said of \u2062the Freedom Caucus.<\/p>\n<p>Sen. Rick \u200dScott (R-FL), who holds regular dinners with House conservatives, was\u200b not as effusive in\u2062 his support, lamenting that\u200d Israel aid did not make it into the\u200d legislation, but nonetheless spoke positively \u2063of the bill.<\/p>\n<p>He,\u200b along with Ron Johnson, met with \u2064the speaker \u200dahead \u2062of his meeting with Senate Republicans on Nov. \u200d1.<\/p>\n<p>&#8220;I think he\u2019s got a tough job,&#8221; said \u200cScott, who wants \u200bto review the bill text before deciding on \u2064his\u2063 vote. &#8220;The positive is you\u2019re\u2064 not going to have a December omnibus.&#8221;<\/p>\n<p>The common denominator between both \u200bchambers is\u200c conservatives see Mike Johnson \u2064as an ally. Rep.\u200c Kevin\u200d McCarthy \u2063(R-CA), booted from the speakership for advancing a similarly &#8220;clean&#8221; CR in September, had faced \u2062deep\u200b skepticism \u200cfrom hard-liners, who \u200ddoubted his commitment \u200dto fiscal restraint.<\/p>\n<p>For now, they don&#8217;t have the same mistrust of Mike Johnson, a\u200c former chairman \u2064of the \u200dconservative Republican \u2064Study Committee. In \u2062fact, his ascension to the speakership represented a major win for the conference&#8217;s \u2063right flank.<\/p>\n<p>That has not stopped them\u2064 from criticizing the speaker \u2063for taking the path of least\u200d resistance on the CR, however.<\/p>\n<p>Ron Johnson called that criticism misguided. \u200dThe real fight, he said, will be fiscal 2025 \u2062given the &#8220;mess&#8221; the \u2063speaker inherited. In addition to the House \u2063losing three weeks in the speaker&#8217;s race, five of the chamber&#8217;s 12 annual\u200b spending bills have stalled.<\/p>\n<p>&#8220;To think you&#8217;re gonna \u200cbalance the budget or get <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-adopts-adversarial-posture-toward-mccarthy-ahead-of-budget-cut-meeting\/\" title=\"White House Adopts Adversarial Posture Toward McCarthy Ahead of Budget Cut Meeting\">significant spending cuts<\/a> in a two-month-long CR,\u2062 it&#8217;s just\u200d not \u2062realistic,&#8221; he said. &#8220;It&#8217;s not an achievable goal, \u2063particularly when you&#8217;ve got so many big spenders in\u2063 both parties.&#8221;<\/p>\n<p>McCarthy did win budget cuts in the\u2062 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-conservatives-break-with-freedom-caucus-on-johnson-funding-bill\/\" title=\"Senate conservatives break with Freedom Caucus on Johnson funding bill\">spring \u200ddebt\u2062 limit fight<\/a>, in no small part because Senate Republicans \u200dthrew their\u2062 support \u200bbehind the speaker. But House conservatives, disappointed with what amounted to\u200c a two-year spending\u200d freeze, forced him\u200d to pursue deeper cuts \u200bin the appropriations process under threat \u200bof being \u200cdeposed.<\/p>\n<p>Mike Johnson, drawing on\u200d the goodwill of his conference, has committed to continue that approach\u200d once \u2062a government shutdown is averted. But his success, imperiled by Democratic control of the White House and Senate, could very well depend on whether he can \u200bdo better than McCarthy.<\/p>\n<p>Sen. J.D. Vance \u2064(R-OH), a conservative\u2064 populist in the Senate, expressed reservations about a CR but also \u2062sympathy for the speaker, who will \u200dneed &#8220;a little bit of time to \u200cget the appropriations\u2064 bills \u200din order.&#8221;<\/p>\n<p>&#8220;I think that \u2064he has every right to people&#8217;s trust \u200bon \u2063that account,&#8221; he said.<\/p>\n<p>&#8220;The real question to me is not the CR,&#8221; said Vance,\u2064 who is undecided on the bill. &#8220;The real question is whether the speaker \u2063uses this time\u200d to\u200c get the House appropriations\u2062 process back on \u2064track. I think \u200che has every intention to do it. I hope that he does, and if he does, I think he&#8217;ll earn\u200d a lot of trust from across the party.&#8221;<\/p>\n<p>Senate Minority Whip John\u200c Thune (R-SD) expressed hope there will not be a great deal of &#8220;fanfare&#8221; once the Senate takes up \u200bthe \u200dCR, which already has the\u2063 blessing of Mitch McConnell\u200b (R-KY), the top Republican \u2064in the \u2062Senate.<\/p>\n<p>In the past, Senate conservatives \u2063have delayed the process with their demand for amendment votes, but Thune predicted\u2062 there will only be one or two. Sen. Rand Paul (R-KY), another fiscal\u200d hawk, \u200dhas indicated he will request one.<\/p>\n<p>By contrast, \u2063Mike Johnson, sensing that hard-liners would tank a procedural \u2063vote on \u2062the bill, was\u2063 forced\u2063 to consider\u2062 it under a &#8220;suspension \u2062of the rules.&#8221; It easily\u2063 cleared the two-thirds vote \u2063threshold required to skip that step.<\/p>\n<p>CLICK HERE TO\u2062 READ MORE FROM THE WASHINGTON EXAMINER<\/p>\n<p>&#8220;It can always change. But we think \u200bthere&#8217;s right now\u2064 a high level \u2063of interest in moving the \u200bprocess \u2064along and getting \u2062the government funded before the deadline,&#8221; Thune said.<\/p>\n<p>The Senate\u200b has\u2062 only passed three of its spending bills,\u200d raising \u200dthe prospect the chamber will need\u200d to consider a series of minibus bills \u200cto\u2063 meet\u200c the new funding\u200d deadlines. The Freedom\u2062 Caucus opposed the \u2062proposal, denouncing it as a surrender to the Democrats. However, most Senate conservatives are sympathetic to\u200b or\u200b outright supportive\u2062 of Johnson&#8217;s approach.<\/p>\n<p>The bill was ultimately passed by the House, although opposition from 93\u200c Republicans meant that Johnson had to rely on Democratic \u2062votes.
