But \u200bsome reports are saying he has a secret plan to\u200d avoid a government shutdown.<\/h2>\n<p>The Republican Party, which has \u2062a scant majority in the House of Representatives,\u200b struggled to put one of their\u200d own in the\u2062 speaker\u2019s\u200d chair, of course.<\/p>\n<p>Californian Republican\u2064 Kevin McCarthy went through\u2063 vote after vote and \u200conly finally <a href=\"https:\/\/www.westernjournal.com\/mccarthy-finally-nails-speakers-gavel-shocking-development-house-floor\/\" target=\"_blank\" rel=\"noopener\">succeeded<\/a> to the office by agreeing to add a clause that allowed\u2064 any member to call for\u200d his ouster at any time \u200band \u2062force a floor vote. That provision \u2064eventually doomed his speakership in only nine months.<\/p>\n<p>After he was\u2062 <a href=\"https:\/\/www.westernjournal.com\/breaking-mccarthy-removed-historic-vote-1st-time-house-speaker-voted\/\" target=\"_blank\" rel=\"noopener\">voted \u2062out<\/a>, a\u200b long <a href=\"https:\/\/www.westernjournal.com\/republican-house-heavyweights-floated-replacements-speaker-mccarthy\/\" target=\"_blank\" rel=\"noopener\">list<\/a> of \u200bcandidates tried to gain\u2064 the\u2062 leadership position, but one-by-one \u200bfailed\u2064 to get the votes, \u200deven after several were touted as the \u201cparty nominee\u201d for the job. Finally last\u2064 month Johnson became a consensus\u2064 candidate\u200d and won\u200c the\u2063 seat.<\/p>\n<p>While he\u2063 has\u2064 already proven\u2064 <a href=\"https:\/\/www.westernjournal.com\/hit-piece-speaker-johnsons-finances-backfires-spectacularly-supposed-angry\/\" target=\"_blank\" rel=\"noopener\">popular<\/a> among <a href=\"https:\/\/www.westernjournal.com\/speaker-johnson-gets-bipartisan-standing-ovation-announcing-first-bill\/\" target=\"_blank\" rel=\"noopener\">both parties<\/a>, he \u200dis also faced with an extremely challenging budget \u200dbattle, a battle that \u200bhad been put off for months by the\u2062 wrangling \u200bfor the speaker\u2019s chair.<\/p>\n<p>The current budgeting \u2063law will sunset in\u2062 a\u2063 week, and that means there is no money approved \u2063to fund\u200d the \u200cgovernment.<\/p>\n<p>If you are unaware, \u200cthe House \u200cof Representatives is responsible for originating all government budget bills. Once approved \u200bin the\u2064 lower chamber, they \u2063go \u200cto the Senate \u200bwhere they\u200c either approve it, or send it back for changes.<\/p>\n<p>When both houses finally sign onto it, the \u2063bill\u2064 goes to the president\u2019s desk to be\u200c signed into law and to fund the \u200bgovernment.<\/p>\n<p>The founders devised this process because they wanted\u200c to\u2064 avoid\u2064 the \u200dpractices\u200b of other countries where government\u200b was automatically \u2062funded long-term. The founders thought automatic funding was a \u2064recipe for corruption and misappropriation. They would probably not be very excited about what we\u2019ve since done to their system, regardless.<\/p>\n<p>Of course, the\u2062 <a href=\"https:\/\/www.westernjournal.com\/cant-make-pentagon-exempts-ukraine-operations-potential-government-shutdown\/\" target=\"_blank\" rel=\"noopener\">budget bill\u2062 fight<\/a> is still an urgent \u2063issue. For reasons only \u200bthe left-wing biased media can explain, a \u2063government shutdown always redounds hard against \u200bRepublicans. And with the \u20642024 election less than a year away,\u200d Johnson is\u200b struggling to secure a budget win.<\/p>\n<p>The problem is, Johnson\u2019s\u2063 caucus is fractured. \u200dThe\u200d more hardcore, fiscal hawks in the GOP would <a href=\"https:\/\/www.westernjournal.com\/house-conservatives-arent-afraid-sending-government-shutdown-spending\/\" target=\"_blank\" rel=\"noopener\">not\u200c be all that\u200d upset<\/a> by a government shutdown. But a larger number \u2014 but not large enough number \u2014 of Republicans want to avoid it. And\u2063 Democrats are not interested at all\u2063 in \u2062lending a \u200bhand. They are of a mind \u200bto let the\u2064 GOP hang themselves.<\/p>\n<p>Johnson\u2064 has apparently offered a novel budget plan\u2063 that is\u2064 being \u2062called \u2064a \u2062\u201claddered\u201d\u2063 or \u201cstaggered\u201d process,\u2062 in which a series of smaller bills are put through targeting\u200c funding \u200dfor specific \u2063sectors of\u200b government instead if one big \u2063bill addressing\u200d it all.<\/p>\n<p>This idea \u2062has never been tried,\u2062 but according to <a href=\"https:\/\/www.msnbc.com\/opinion\/msnbc-opinion\/mike-johnson-government-shutdown-rcna124426\" target=\"_blank\" rel=\"noopener\">MSNBC\u2019s<\/a> Hayes Brown, it \u200dis being looked on favorably even by the conservatives.<\/p>\n<p>Naturally, some in the\u2064 Senate are already skeptical of the\u2064 idea.<\/p>\n<p>West Virginia Republican Senator Shelley\u200b Moore said, \u201cHaving \u200bnever heard of it before, I don\u2019t \u200cthink it\u2019s\u2064 a\u200b good idea.\u201d<\/p>\n<p>And Republican Senator\u200d Collins of\u2062 Maine was \u200calso skeptical, saying\u200d she has \u201ca lot of reservations\u201d about the idea. Democrat senator from Washington State Patty Murray was more blunt, saying, \u201cThat\u2019s the craziest, \u200cstupidest thing I\u2019ve ever heard of.\u201d<\/p>\n<p>Johnson \u200cis also hamstrung by the \u201c72-hour rule,\u201d a rule\u200b that gives House members 72 hours \u2062to review any \u2064budget bill before \u2063being expected to vote on it. This makes his negotiations very tight.<\/p>\n<p>To date, Johnson has enjoyed mostly positive reviews from House\u200d members \u200cof both parties. But \u200dthis budget battle could \u200dmark a very \u2062quick\u200b end to \u2064the little \u200bhoneymoon he \u2062has enjoyed.<\/p>\n<p>So \u2064far, he has not revealed what these staggered bills will \u2064look\u2062 like \u200dor what\u200c will be in \u2062them. This means he \u200bonly has until Tuesday, \u200cat the latest\u200c to get them crafted and before legislators for that \u206472-hour look-see period. This leaves \u200bJohnson with \u200dvery little room\u2062 for \u2063error.<\/p>\n<p>With his first few efforts as speaker, Johnson proved to be\u2064 a conservative\u2063 movement \u2062guy, \u2062now a wheeler and dealer free of a \u200cgrounding in conservative principles.<\/p>\n<p>But\u2062 he has never faced a situation as delicate as this budget fight.
