The expanded eligibility brought with \u200cit an <a href=\"https:\/\/www.capitolnewsillinois.com\/NEWS\/expected-cost-for-illinois-noncitizen-health-care-program-grows-to-11-billion\" target=\"_blank\" rel=\"noreferrer noopener\">influx of enrollees<\/a> \u2014 as\u200d of this spring, the number \u2063of beneficiaries\u2064 was \u2063growing \u206210 percent per month.<\/p>\n<p>As one might expect, exploding enrollment brought exploding costs.\u200b Spending estimates <a href=\"https:\/\/www.capitolnewsillinois.com\/NEWS\/expected-cost-for-illinois-noncitizen-health-care-program-grows-to-11-billion\" target=\"_blank\" rel=\"noreferrer noopener\">grew fivefold<\/a> \u2062in the span of three months, from \u200d$220 million in Gov. \u2063J.B. Pritzker\u2019s February budget to $1.1 \u2063billion in\u2063 May. Following the higher estimates, the Democratic-run legislature \u200cpassed legislation allowing changes to the programs, which Pritzker\u200d used to \u2064 <a href=\"https:\/\/www.capitolnewsillinois.com\/NEWS\/pritzker-quickly-wields-expanded-authority-to-freeze-noncitizen-health-care-enrollment\" target=\"_blank\" rel=\"noreferrer noopener\">cap enrollment<\/a> \u200dand\u200d impose \u200ccost-sharing on participants.<\/p>\n<p>The spiraling enrollment and expenses would not surprise\u200d those who recognize how generous welfare \u2063benefits can serve as\u200b a migration magnet. Testifying before Congress in 1993, Hillary Clinton <a href=\"https:\/\/youtu.be\/WTVQQubdJ-w?t=44\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> that\u2062 benefits under \u2064proposed health \u2064care \u2063legislation should not apply to illegal \u2064immigrants: \u201cWe do\u200d not want to \u200ddo anything to\u200c encourage more illegal \u200dimmigration into this country. We know now that too many people come in for \u2063medical care, as it is.\u201d<\/p>\n<p>Thus \u200dhas an \u200cIllinois program\u200d <a href=\"https:\/\/www.sj-r.com\/story\/news\/politics\/state\/2020\/05\/28\/illinois-to-become-1st-state\/1141572007\/\" target=\"_blank\" rel=\"noreferrer noopener\">estimated to cost $2 million<\/a> \u200c three short years ago\u2064 now risen\u2062 to a <a href=\"https:\/\/www.capitolnewsillinois.com\/NEWS\/pritzker-quickly-wields-expanded-authority-to-freeze-noncitizen-health-care-enrollment\" target=\"_blank\" rel=\"noreferrer noopener\">budget of \u2064$550 million<\/a> after the \u2064enrollment cap took \u200ceffect.<\/p>\n<div class=\"fdrlst__b89e9-df4e6782431384757d4b2a07334722d8 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-df4e6782431384757d4b2a07334722d8\"><\/div>\n<h2 class=\"wp-block-heading\"><strong>Vulnerable Citizens Have to Wait for Care<\/strong><\/h2>\n<p>But the costs \u200cgo far beyond the immediate expense\u2064 of covering\u200d illegal migrants \u2014 they encompass the other \u200bstate programs\u200c deprived of adequate funding, which includes people like Susie Redfern and her autistic son\u200d Nick.<\/p>\n<p>At \u2062the time \u2064of the Tribune\u2019s <a href=\"https:\/\/www.chicagotribune.com\/news\/breaking\/ct-waitlist-disability-funding-20191203-i3ktc2udvbg2he3prayolglwdq-story.html\" target=\"_blank\" rel=\"noreferrer noopener\">story<\/a> in late 2019, Nick had\u200b waited more than three years for access to the personalized care he needs \u2014 and was likely to\u2063 wait far longer.
