Public\u2063 finance records from the Federal Election Commission (FEC) \u2063show Haley\u2019s campaign \u2064paid \u2063nearly $62,000<\/a> for \u200bpolitical\u200d consulting\u2064 and travel expenses to \u200dthe 1060 Group, a Texas firm registered <\/a>to Rick Wiley. According to his LinkedIn page, Wiley is \u2064currently a partner \u200d <\/a>at\u2063 Black Diamond Strategies, where his resume \u2063includes work for the ZTE Corporation, a Chinese firm that\u2063 federal officials have warned presents a risk to \u200bnational security for more than a decade. <\/p>\n

Wiley registered<\/a> as a lobbyist\u2064 for a law firm operating \u201con behalf of\u201d the Chinese corporation in November 2018. The registration came six months after a top U.S. counterintelligence official \u2062 told <\/a>lawmakers \u2064on\u200d the Senate Intelligence Committee that ZTE presents a national \u2064security \u200crisk. \u2064Bill Evanina, \u200bwho served as director of the Counterintelligence and Security \u2064Center (NCSC) under \u200bthe Trump \u200dadministration, warned in 2018 that \u200bChinese telecommunications firms are often used as instruments of espionage, \u2062and said he would never \u2064use a ZTE \u2064phone. The Chinese company agreed to pay a $1 billion<\/a> fine that same year \u2062for repeatedly violating U.S. sanctions by assisting \u2062entities\u200d in Iran and North\u200d Korea. \u200d <\/p>\n

Wiley deregistered <\/a>as\u2064 a lobbyist for the Chinese firm in \u200c2019. The public filing shows Black Diamond Strategies raked in $140,000 for his efforts to lobby on behalf of the \u200dChinese telecom \u200ccompany. <\/p>\n

FEC records <\/a>also show the Stand for \u2062America PAC, a major political action committee<\/a>\u2064 of Haley\u2019s, paid Wiley\u2019s 1060 Group nearly $21,000 \u2064for travel and political consulting. \u2063 <\/p>\n
