Glenn Detention Center.<\/p>\n<p>&#8220;People confined in local jails across our country\u200d do not abandon their civil and constitutional\u200d rights at the jailhouse door,&#8221; said \u200cAssistant Attorney General Kristen Clarke for the DOJ\u2019s Civil Rights \u2064Division.<\/p>\n<p>&#8220;We are \u200claunching these investigations \u2062to determine whether the \u2063jail conditions in \u200btwo of\u200c South Carolina\u2019s largest counties comply with basic\u2063 constitutional \u2064standards. It will \u200dalso \u200bexamine whether the Charleston County Sheriff\u2019s Office discriminates against \u2062disabled individuals inside the detention\u200b center.<\/p>\n<p>The probe\u200c into \u200bthe Alvin S. Glenn \u200cDetention Center will focus on living conditions and whether the detention center fails\u200c to protect prisoners from violence.<\/p>\n<p>Both detention centers have pledged to cooperate with the investigations, the\u200d DOJ said.<\/p>\n<\/blockquote>\n<p>The investigations follow the <a href=\"https:\/\/www.reuters.com\/world\/us\/sheriff-fires-two-south-carolina-deputies-involved-death-black-man-2021-05-18\/\" target=\"_blank\" rel=\"noopener\">high-profile death<\/a> of \u200can \u2064inmate at Sheriff Al Cannon\u2064 Detention Center in 2021. Former inmate Jamal Sutherland, who\u200b was mentally \u200bill, died after jail staff\u200c repeatedly shot him\u2062 with stun guns and pepper sprayed him when \u2063he refused to leave\u200c his cell and attend a bail hearing, according to prosecutors.\u2062 Mr. Sutherland had been jailed following an incident at a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-senators-reach-gun-control-agreement-that-focuses-on-9-points\/\" title=\"BREAKING: Senators Reach Gun Control Agreement That Focuses On 9 Points\">behavioral health center<\/a> on Jan. 4, during which he committed &#8220;a misdemeanor offense \u200cof simple assault on a nurse staff member&#8221; \u2064prosecutors said. Two sheriff&#8217;s \u2063deputies in South Carolina were later fired over his death but no \u200ccharges were pressed.<\/p>\n<p>At \u2063a press hearing Thursday, Ms. Clarke said there have been \u2064eight deaths among inmates\u2062 at the Charleston jail since 2022 and six known \u2062deaths among\u2064 inmates\u2064 at\u200c the Columbia jail since February \u20622022. She also mentioned the death of\u200b another\u2062 inmate, D\u2019Angelo Brown,\u2063 who died in December 2022 \u200dfrom severe dehydration \u2063after \u2062being\u2062 placed in isolation for\u200d months at\u200d the Charleston County jail&#8217;s mental health unit.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>  The U.S. Department of \u200dJustice in \u2062Washington \u2062is seen\u2062 on June\u200b 20, 2023. (Kevin Dietsch\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<blockquote>\n<h2>Escapes, Inmate Stabbings<\/h2>\n<p>Medical staff allegedly failed to \u2064give Mr. Brown\u2014who was also suffering \u200dfrom \u2063mental health issues\u2014his\u200b prescribed psychiatric medications, which\u2064 caused\u200b him to &#8220;decompensate severely,&#8221; she \u2063said.<\/p>\n<p>&#8220;Brown was subsequently deemed not mentally competent to stand trial due to\u200d psychosis. Brown remained at the\u200b detention center, \u2063reportedly in the same\u200d neglectful conditions,\u2063 until staff found him\u200c unconscious in his \u2063cell. He\u2063 died \u200deight days later at an outside hospital. The county coroner has\u200d attributed Brown\u2019s death \u2063to &#8216;gross \u2064medical neglect&#8217; and ruled his\u200c death a homicide,&#8221; Ms. Clarke said.<\/p>\n<p>In addition to the inmate deaths, there have also been at \u2062least two escapes and 16\u200c confirmed reports of\u200d stabbings or \u2064other acts of violence at prisons, \u2062and two alleged rapes, according to the\u200d department\u2019s initial assessment. Nine inmates were also reportedly injured in violent incidents at the detention\u200c center in May and June 2023 alone, the DOJ \u2064noted.<\/p>\n<p>The DOJ stressed that it \u2063has not yet reached any conclusions \u200dregarding the allegations made against the two\u200b prisons.<\/p>\n<p>However,\u200c Charleston County Sheriff Kristin Graziano released a \u2064statement Thursday \u2063afternoon in response to the department&#8217;s\u2064 announcement in which she said the &#8220;allegation that we have \u200cbeen anything but transparent\u2064 is categorically false.&#8221;<\/p>\n<p>&#8220;I welcome the announcement of the DOJ investigation.
