Russia will not resume nuclear testing unless Washington does, \u200dsay\u200b Russian diplomats.<\/p>\n<p>Nor, they say, will the move change\u200c the nuclear posture of Russia, which has the world&#8217;s largest nuclear arsenal, or the way it shares information about its nuclear activities as Moscow will remain a treaty signatory.<\/p>\n<p>But \u200csome Western arms control experts \u200care concerned that Russia may be inching toward a\u2063 nuclear test to intimidate \u200dand \u2064evoke fear amid the Ukraine\u2063 war.<\/p>\n<p>Putin\u200b said on\u200c Oct. 5 \u2063that he was not \u200bready to say whether or not Russia should resume nuclear testing after calls from some Russian security experts and lawmakers to test a \u200dnuclear bomb as a warning to the\u200d West.<\/p>\n<p>Such \u200da move, if it did happen, could usher in a new era of\u200b big \u2062power nuclear testing.<\/p>\n<p>Robert Floyd, head of the Comprehensive Nuclear-Test-Ban-Treaty Organization, whose job is to promote\u200b recognition of the \u200dtreaty and build up \u200bits verification regime to ensure no nuclear tests go undetected, condemned Russia&#8217;s step.<\/p>\n<blockquote>\n<h3>&#8220;Today\u2019s decision by the \u2063Russian Federation to revoke its ratification of \u2063the Comprehensive Nuclear-Test-Ban Treaty is very disappointing and \u2062deeply regrettable,&#8221; Floyd, who had \u200btried to lobby senior Russian officials to get them to change their mind, said on\u200d X, formerly known as Twitter.<\/h3>\n<\/blockquote>\n<p>The treaty established a global network \u2063of observation posts that can detect the sound, shockwaves, or\u200b radioactive fallout from\u200b a \u2064nuclear explosion.<\/p>\n<p>Post-Soviet Russia has not\u200b carried out a \u200bnuclear test. The Soviet Union last tested in 1990 and\u200c the United\u2062 States in 1992.
