The\u2064 only\u200b agency\u2063 to receive a funding increase under the House plan \u2062is the\u200d Capitol Police, with\u200c a $781 million fiscal year (FY) \u20622024 budget that exceeds \u200bthis year&#8217;s plan by $46 million.<\/p>\n<p>During the Oct. 2 hearing, Rep.\u2062 Adriano Espaillat (D-N.Y.) expressed concerns that the bill fails to\u2062 make\u2064 the Capitol secure or \u2063inclusive, stating that it eliminates diversity, equity, and \u2063inclusion programs \u200dand allows for discrimination against\u2064 the LGBTQI+ community.<\/p>\n<h2>Post-Related Videos<\/h2>\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/div>\n<p>When it became clear that Congress would \u200dnot adopt a new budget before the fiscal\u2062 year began on Oct. 1, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-passes-stopgap-bill-to-avert-government-shutdown\/\" title=\"Congress approves temporary bill to prevent government shutdown.\">stopgap funding\u200c bill<\/a> known as a \u200bcontinuing resolution (CR) was passed to maintain current \u2064spending levels for\u200d 45 days.<\/p>\n<p>Prior to conceding\u2062 to the CR, the House advanced four appropriations packages:\u200b the $17.5\u2062 billion Military Construction-Veterans Affairs budget, the $886.3 billion National Defense Authorization Act, the $91.5 billion Homeland Security spending plan, and the $52.5 billion State \u2064Department \u200cbudget.<\/p>\n<p>The\u2063 Defense, \u2063Homeland Security, and State Department House budgets were adopted on Sept. 28. However, the proposed $22.5\u200d billion farm \u2063bill was \u200drejected in a \u2063237\u2013191 vote on the same\u200d day. All\u200c budgets, except for defense, feature significant spending\u200c cuts.<\/p>\n<p>The adoption of the Sept. 30 CR led to\u200c the\u200c dramatic removal of\u200d Speaker Kevin\u200d McCarthy (R-Calif.) days later, followed by \u200dthree weeks of\u2064 dysfunction and daily drama that paralyzed the House until\u2062 Rep. Mike Johnson (R-La.) was selected as speaker on Oct. 25.<\/p>\n<p>The following day, \u200bthe House \u200capproved its\u2063 $57 billion Energy and Water \u2062Development appropriations\u200c package, which is the fifth\u200d out of \u200bthe 12 spending bills.<\/p>\n<p>The\u2063 chamber now\u200b has just \u2062over two weeks to pass six more spending measures and \u2062initiate negotiations with\u2062 the Senate \u200dto develop a FY24 budget that both \u2063chambers can agree on. Government funding\u2063 is set to expire \u200dsix\u2063 days before Thanksgiving.<\/p>\n<div class=\"my-5\">\n<p>In an\u200d Oct. 23 letter to fellow Republicans before being elected speaker, Mr. Johnson emphasized that since the Senate had not approved any FY24 bills, the \u2063House \u200cshould swiftly pass\u200c its bills with spending cuts\u2064 to negotiate &#8220;from a position of strength&#8221; and compel the Senate to accept \u2063some\u2063 of\u200c the reductions. These\u2064 bills have yet to be \u2062considered by the Senate.<\/p>\n<p>The\u200b passage of the\u2064 Legislative Branch appropriations measure is significant as it sets the stage for negotiations between the House and Senate\u2064 to \u200creconcile their\u2063 differing budget proposals.\u2063 With a \u200bdivided Congress\u2064 and partisan tensions running\u2062 high, reaching a budget agreement may prove challenging.<\/p>\n<p>The proposed cuts\u200d in the Legislative Branch budget \u200dhave drawn \u200bcriticism \u200bfrom Democrats\u200c who argue that\u200c essential\u2062 entities like the Capitol Police\u200b and the \u200bLibrary \u200cof Congress will be adversely affected.\u2064 They claim that these cuts will face opposition in\u200d the Democrat-led \u2062Senate and that the final budget agreement \u2062may seek to restore \u2063some of\u200b these \u200bfunds.<\/p>\n<p>On \u2062the other\u2062 hand, \u2062the House plan does provide a funding increase for the Capitol Police, recognizing the\u200b importance of\u200c keeping the Capitol secure. However, concerns\u2064 have \u200bbeen raised \u200cby Rep. Adriano Espaillat regarding the lack of provisions for diversity, equity, and\u2063 inclusion programs, as well as the potential for discrimination\u2064 against\u2064 the LGBTQI+ community.
