It also aims to promote innovation and competition while strengthening the United States&#8217;s leadership in this industry.<\/p>\n<p>The \u200dorder directs law enforcement agencies to establish testing\u2063 standards and handle related chemical, biological, radiological, nuclear, \u2063and cyber \u200cthreats, as well.<\/p>\n<p>&#8220;To\u2062 maintain its competitive\u2063 advantage, the United States, and like-minded jurisdictions, such as the \u2063European Union, need to\u200c reach [an] agreement to resolve\u2062 key legal challenges that \u2064currently impede industry growth,&#8221; according to the USCC\u2019s AI Commission report.<\/p>\n<p>\u201c[The] U.S. must collaborate\u2063 with key partners and allies to develop more sensible \u200dglobal governance \u200cframeworks that advance our common democratic goals and values,\u201d the report reads.<\/p>\n<p>The Biden administration&#8217;s order is the latest attempt to set rules around AI \u2063as its use spreads and provides\u2062 hope for enhancing economic opportunities, boosting salaries, \u2062accelerating\u200b life\u2064 science research at lower costs, and simplifying lives.<\/p>\n<h2><strong>Crucial \u200bPhase<\/strong><\/h2>\n<p>The United\u2062 States \u2064is \u200b\u201cat a pivotal moment with AI, and unilateral, one-size-fits-all regulations will not alleviate every concern and\u200b may ultimately hamper innovation,\u201d said \u200bHouse \u2063Energy and Commerce \u200bCommittee Chair Cathy \u200bMcMorris Rodgers (R-Wash.) in a statement.<\/p>\n<p>\u201cTo\u200c win the future and beat \u2062China,\u200b it\u2019s vital that America leads in \u200cdeveloping and deploying artificial intelligence \u2064with our values built in,\u201d she added.<\/p>\n<p>Indeed, while \u2062the United States pioneered AI development, the country \u200bhas been slow in\u200c regulating the technology. According\u200c to the think-tank Brookings, the United\u2064 Kingdom, the European Union, \u2062and China have already surpassed the United States in moving toward a regulatory \u200bframework for \u2063AI.<\/p>\n<p>In \u200dApril 2021, \u2063for example, the European Commission was the \u2062first\u200b to propose\u2062 a regulatory framework that aims to regulate AI systems based on the risk they pose to users. Different risk levels\u200b will determine \u200bthe extent of regulation, the commission \u2062said, adding that the EU&#8217;s approach focuses on ensuring safety, transparency, and non-discrimination in \u2063AI systems while\u200d fostering innovation and responsible development.<\/p>\n<p>In March this year, the UK government joined \u200bthe tech-savvy region in outlining several key principles for its AI regulatory framework with the goal of capitalizing on the potential \u200dprovided by the technology while also fostering public trust and guaranteeing \u200cits \u200cresponsible development and use. Like the United \u200dStates, the UK government\u2064 also wants to cement its position as a global leader \u200bin AI\u200b by \u2062encouraging innovation, investment,\u2064 and ethical practices, according to \u200cthe UK&#8217;s Department for Science, Innovation, and Technology.<\/p>\n<p>However, on July 13, China was the first to finalize rules on generative \u2064AI\u2014the &#8220;Interim Measures \u200dfor \u200dthe Management of Generative Artificial Intelligence Services&#8221;\u2014which came \u2063into effect on Aug. 15. The measures were jointly approved by seven major Chinese government agencies, including \u2063the Ministry of Science and Technology, the Ministry of \u200bPublic Security, and the Cyberspace Administration of\u2063 China, Beijing\u2019s regulatory body for \u2064internet \u200dmatters.<\/p>\n<h2><strong>Why China Matters<\/strong><\/h2>\n<p>Several factors have contributed to China&#8217;s\u200d increasing \u200cprominence in the global AI competition. \u200dMost notably, China allocates a significantly higher portion \u2063of its budget to AI development, particularly within the military sector. Government data research firm Govini\u200b revealed that\u2064 the People\u2019s Liberation\u2063 Army, for example, dedicates 1 percent to \u200c2\u2063 percent of its budget\u200c to AI. In contrast, the U.S. Department of Defense\u2062 allocates 0.1 percent to\u2063 0.2 percent, it said.<\/p>\n<p>Beyond budget allocations, China \u2062has made\u200d significant strides in various AI\u2062 domains, including facial recognition, fintech, drones, 5G telecommunications, and strategic investments. In terms of\u200c AI research commitment, patent filings, and\u200d investments, China is not merely catching up with the \u2064United States; it is establishing itself as a formidable force\u200b shaping the future\u200d of AI.<\/p>\n<p>For example, \u2064Chinese institutions reportedly filed 29,853\u200b AI-related patents in \u200d2022, nearly 80 percent more than the number of U.S. filings. In contrast, U.S. patent filings decreased by\u2062 5.5 percent\u200d during the same period. Regarding the output of influential AI research papers, reports indicate that China\u2019s most-cited AI \u200bresearch\u2064 papers are poised to overtake \u200bthe United States\u200b by 2025.<\/p>\n<p>According to\u2064 the USCC, given that both research and use of AI-based systems are expanding exponentially, the next\u2064 decade or two will see \u200cAI\u200c being used by nearly\u200d every industry and government department. Moreover, the effects on culture, \u200cthe economy, and the safety of \u200dthe nation\u200d will be far-reaching, it said.<\/p>\n<p>\u201c[Consequently] While \u2064this executive order is a great step \u2063forward, Congress will need to \u200bact to\u200b ensure governance \u200cof AI,\u201d said Rep.
