The Senate, however,\u200d has not passed any.<\/p>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/div>\n<\/div>\n<p>By passing \u2062bills with significant spending cuts, Johnson hopes\u2064 to pressure the Senate into accepting \u2063at least some of \u200bthe House&#8217;s spending\u200c plan.<\/p>\n<p>Despite President Biden&#8217;s\u200c veto \u2063threat, Johnson\u2063 sees \u2064these bills as \u200ca\u200b starting\u200c point for negotiations.<\/p>\n<div class=\"my-5\">\n<p>However, Democrats are not likely to accept\u2064 the House&#8217;s demands without a fight. \u200dThey believe\u200d they have \u200dalready reached a deal on spending levels for 2024.<\/p>\n<h2>The \u200dReal\u2064 Problem<\/h2>\n<p>In April, the \u200cHouse passed the Limit, Save, Grow Act, a conservative spending package aimed at prompting negotiations over the debt\u200c ceiling with President Biden. The bill set spending levels at the 2022 level and \u200blimited spending growth to 1 percent \u2063per year.<\/p>\n<p>While the bill\u200d successfully \u200dinitiated negotiations,\u2062 the administration did not agree to the outlined cuts. Instead, \u200dthey agreed to slight reductions\u2063 in nondefense\u200d discretionary spending and modest increases\u200b in defense spending \u200cfor 2024. Spending growth was capped at 1 percent\u200b for 2025.<\/p>\n<p>Democrats considered this\u2064 negotiation a done deal,\u2063 resulting in\u200d the \u200cFiscal Responsibility Act (FRA) of 2023, which \u2064set spending levels for 2024 and 2025 with bipartisan support, \u2064according \u200cto the White House.<\/p>\n<p>However, Republicans, particularly \u200dfiscal hawks, view \u200cthe FRA as an upper limit on spending \u2063and still want to enact the lower spending\u2063 levels of the Limit, Save, Grow Act. Democrats argue that a deal is a deal.<\/p>\n<p>But \u2063it&#8217;s not \u2062just about\u200b the dollar amounts. Democrats also claim that \u2064the cuts target key parts of President\u2063 Biden&#8217;s\u2063 agenda, such as green energy, \u2063diversity and inclusion programs, and support for low-income families.<\/p>\n<div class=\"my-5\">\n<p>Here\u2019s a high-level summary of\u2062 the three bills on tap for this\u200b week.<\/p>\n<h2>Transportation<\/h2>\n<p>The Transportation\u200c spending bill, which also covers Housing\u2064 and Urban Development, amounts to $90.24 billion. This is \u200cdue to the need for new funding to offset lower-than-expected income \u2062from government\u200b housing and\u2063 the impact of inflation on housing assistance recipients.<\/p>\n<p>It&#8217;s worth noting that last week, Rep.\u200d Ken\u2062 Buck (R-Colo.) voted \u2064against the Energy and\u2062 Water spending bill because he believed \u200dit\u2062 didn&#8217;t cut spending enough. His spokesperson explained that Buck wanted the bill to remain \u200dat 2019 spending levels.<\/p>\n<div class=\"my-5\">\n<h2>The Interior<\/h2>\n<p>The Department of the Interior \u2063spending \u2064bill,\u200c which\u2064 also covers the environment, \u200damounts to $34.8 billion. This is a 10 percent reduction\u200d from last year.<\/p>\n<p>The bill also takes back $9.4 billion\u200c in funding allocated by the Inflation Reduction \u2063Act (IRA)\u2064 to the \u200cEnvironmental Protection Agency (EPA) and related entities.<\/p>\n<p>Thus, the actual cost\u2063 to taxpayers is about $25.4\u2062 billion, less than\u200b the amount for\u2064 2018.<\/p>\n<p>The bill cuts funding for \u200cnearly\u2062 every program, with\u200c the\u200d EPA seeing\u2062 a reduction of \u2062nearly $4 billion (39 percent of total \u200dfunding).<\/p>\n<p>The administration has raised concerns about the \u200cbill, stating that it would jeopardize the health of \u200bAmericans by failing to protect the environment.<\/p>\n<p>Rep. Chellie Pingree (D-Maine) highlighted the bill&#8217;s damaging cuts, including a 13 percent cut to the National Park Service.\u2062 She questioned\u2063 whether \u2063overflowing trash, dirty bathrooms, and unsafe trails were what the country\u200c wanted.<\/p>\n<div class=\"my-5\">\n<h2>Legislative Branch<\/h2>\n<p>The Legislative Branch spending bill covers Congress, the Capitol police, the Library of Congress, the Congressional Budget Office, and \u200dother agencies supporting Congress&#8217;s work.
