In this &#8220;off-year,&#8221; most of which takes\u2063 place on Nov. 7, Virginia will be keenly watched, particularly \u200dby followers of Gov. Glenn Youngkin and whether\u2064 he can springboard Republican success into national aspirations. Meanwhile, the governor&#8217;s mansion \u2063is up for grabs in Kentucky and Mississippi.\u200b New Jersey&#8217;s Republicans believe they have a real \u200dshot at turning the state \u200bred in legislative elections,\u2062 while there are also fierce mayoral and district attorney battles throughout the United States.\u200b Voters will\u2062 also decide several fascinating referendums, particularly in Ohio, Maine, and Texas. This Washington Examiner series, November to Remember, will dive into\u200d all of these and more over\u200c the following two weeks. \u200dPart Nine will \u2062deal with Ohio&#8217;s ballot\u200d initiative \u2063to \u200censhrine abortion and reproductive rights into the Constitution of the Buckeye state.<\/p>\n<h3>Ohio&#8217;s Abortion Battle: A Framework for Advocacy<\/h3>\n<p>Early voting on Ohio&#8217;s abortion and \u200creproductive rights amendment on the ballot this November has already drawn a\u2062 record voter turnout, \u2064prompting anti-abortion advocates to characterize the battle in Ohio as the framework for\u200c advocacy for the \u2062several abortion amendments being weighed\u200c for the 2024 election season.<\/p>\n<blockquote><p>&#8220;What we&#8217;ve built here is going to be a model that can \u200cbe replicated going forward,&#8221; Stephen Billy, vice president of state affairs for\u200d the anti-abortion group SBA Pro-Life America, told reporters. &#8220;We have an uphill fight from here to Election Day, but there&#8217;s a lot of reason to \u2064believe that things are a lot closer [than they seem].&#8221;<\/p><\/blockquote>\n<h3>The Fight for Ohio&#8217;s Reproductive \u200dRights<\/h3>\n<p>Ohio Issue 1 would enshrine the \u200bright to &#8220;make and carry out one&#8217;s own reproductive decisions,&#8221; including but not\u200c limited to contraception, fertility \u2062treatments, miscarriage care, and abortions.<\/p>\n<p>The amendment would also\u2063 prevent the\u2064 state from acting &#8220;directly or indirectly [to] burden penalize \u2064or \u2063interfere with or discriminate against&#8221; a citizen&#8217;s reproductive choices, which <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/millions-in-out-of-state-donations-funneled-into-ohio-votes-on-abortion\/\" title=\"Ohio votes on abortion receive millions in out-of-state donations.\">anti-abortion advocates argue<\/a> would nullify extant state laws regarding parental consent for \u200babortion performed on \u200cminors and eliminate safety standards for abortion facilities.<\/p>\n<p>&#8220;They wrote very specifically a broad amendment because they knew that Ohio is truly\u200d a battleground state,&#8221; said Mehek Cooke, spokeswoman for Protect Women Ohio,\u2064 the coalition of \u2063anti-abortion advocacy groups in\u2063 the state.<\/p>\n<p>The direct amendment itself will not appear on the ballot. Rather, Ohio law requires a summary of\u2063 citizen-initiated amendments or statutes to appear on the ballot.<\/p>\n<p>The summary of the amendment,\u200c written by\u200d Republican Secretary of\u200c State Frank LaRose, who \u200dis running for \u2063Senate in 2024,\u2062 replaces medical terms &#8220;zygote&#8221; and &#8220;fetus&#8221; with \u200c&#8221;unborn child&#8221; four times, including when\u200c describing the\u200c conditions in which \u2062a physician can allow an abortion past viability.<\/p>\n<p>Ohioans United for Reproductive\u2063 Rights, a \u200b<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/november-to-remember-the-uphill-fight-on-abortion-in-ohio\/\" title=\"Ohio's abortion battle: An uphill struggle in November.\">leading pro-abortion rights group<\/a>\u200d in\u2063 the\u200b state, contended in a lawsuit against the summary that\u200c the language &#8220;unnecessarily introduces an ethical judgment.&#8221; The Ohio Supreme Court, however, ruled in September that LaRose&#8217;s language does not unduly persuade voters.<\/p>\n<h3>The Battle Continues<\/h3>\n<p>Anti-abortion advocates endured a \u2064steep\u200b loss during a special election on Aug. 8 closely related to the abortion debate. During the summer&#8217;s special election, \u2063Ohioans vetoed an initiative that\u200b would\u200d have required a 60% vote threshold rather than the simple majority standard to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pushing-back-on-administrative-growth\/\" title=\"Pushing Back On Administrative Growth\">pass state constitutional amendments<\/a>.<\/p>\n<p>Pro-abortion rights groups, including the American Civil Liberties Union, which drafted the abortion\u200d amendment, framed the Aug. \u200b8 \u2062measure\u200c as \u2062the elimination of\u200b &#8220;one man, one vote.&#8221;<\/p>\n<p>Anti-abortion advocates argue that the strong labor union influence, especially in the heavily industrial northeastern Ohio, in part made the vote more difficult in August. Populist-leaning Republicans, who proved\u200c to be the decisive vote against tightening rules to amend the Constitution, \u2064will most likely again \u200bbe the deciding factor in November\u200d regarding the vote solely on abortion.<\/p>\n<p>&#8220;There were a lot\u200c of different ways to think about it in August, and it was never about abortion,&#8221; Amy Natoce of PWO told \u200dthe Washington Examiner. &#8220;This November is very different. It\u2062 says very\u2062 clearly it\u200c is about extreme abortion, women&#8217;s health, and protecting the unborn.\u200b &#8230;. People\u200b know what is at stake.&#8221;<\/p>\n<p>Billy previously\u200b criticized the Republican Party of \u2062Ohio for not \u2063clearly communicating with voters \u2063regarding the \u200bconsequences of the August election. Anti-abortion advocates have said, however, that the condemnation of the abortion amendment from\u2062 well-known party leaders in the state, including Gov. Mike DeWine (R-OH) and Sen. J.D.
