Passing that bill cost the\u200b former speaker his job. \u200cThe \u2064ensuing battle over the\u2062 speakership\u200b consumed half of the \u200btime extension.<\/p>\n<\/div>\n<p>Passing the remaining eight appropriations bills is Mr.\u2064 Johnson\u2019s next \u2064priority. He aims to do so starting this week, which will allow the House to negotiate with the Democrat-controlled Senate from \u201ca \u2062position \u2063of strength.\u201d<\/p>\n<p>That\u2019s exactly what fiscal \u2064hawks, \u200cincluding\u200b the eight who voted to oust Mr. McCarthy, had been begging for.<\/p>\n<p>Skeptical \u200dof continuing resolutions, which tend to produce a laissez-faire\u2062 attitude toward spending, they were eager\u2063 to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/speaker-johnson-unveils-his-ambitious-to-do-list-for-the-house\/\" title=\"Johnson reveals ambitious House to-do list.\">pass single-subject appropriations bills<\/a> under\u200c regular order.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>  \u200d Rep. \u200bMike Johnson (R-La.) So Mr. Johnson\u2062 did not rule out the \u2064possibility of a second stopgap spending\u200b bill.<\/p>\n<p>If needed, he would \u2063favor extending the deadline to Jan. 15 or Apr. 15 to avoid being forced to accept another <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rep-jayapal-biden-should-use-executive-power-to-implement-build-back-better-after-legislation-stalls\/\" title=\"Rep. Jayapal: Biden Should Use Executive Power To Implement \u2018Build Back Better\u2019 After Legislation Stalls\">massive omnibus spending bill<\/a>,\u2064 as was \u200bthe case last \u200dyear.<\/p>\n<p>The new speaker has proposed using creative approaches to moving the \u200bspending bills quickly,\u200d including forcing some\u2064 bills out of the appropriations committee and\u200c forming a working group\u200b to address problems in the farm \u200dbill, \u2062which failed to pass in September.<\/p>\n<div class=\"my-5\">\n<h2>Act on Supplemental Funding Request<\/h2>\n<p>Beyond regular\u2063 appropriations, President Joe Biden has\u200b requested some $105 billion in emergency aid to Ukraine, Israel, allies in the Indo-Pacific, and border security.<\/p>\n<\/div>\n<p>This will be tricky for the new speaker\u2064 because many Republicans are \u2064leery of\u2064 Ukraine aid. Yet there\u2064 is a strong desire on \u200dboth\u2062 sides of \u2064the aisle to aid Israel.<\/p>\n<div class=\"my-5\">\n<h2>Finish Farm Bill and NDAA in December<\/h2>\n<p>The House passed the National Defense Authorization Act in September, but \u200bit has not been reconciled with \u2064the Senate through a process known as \u201cconferencing.\u201d<\/p>\n<\/div>\n<p>This $886-billion legislation accounts\u2063 for\u2064 nearly half of discretionary\u200d spending and about\u2062 12 percent of all government spending.<\/p>\n<p>Mr.\u2064 Johnson aims to get \u200cthis bill wrapped up and signed by the\u200c end of the year.<\/p>\n<p>The Farm Bill is another huge piece of \u2064legislation,\u2064 which comes due\u200c every five\u2062 years.<\/p>\n<p>It is a nearly $100 billion omnibus bill that \u200dcovers a wide range of agriculture-related programs. Because this legislation deals with everything from farm subsidies to SNAP \u200cbenefits, it can generate opposition on both sides of the aisle.<\/p>\n<div class=\"my-5\">\n<h2>Get a Jump on 2025 Appropriations<\/h2>\n<p>Continuing resolutions \u200cand omnibus spending bills have been routinely used in recent years because Congress has not been\u200b able to\u200b agree\u2063 on the 12 required appropriations bills by \u200dSept. 30, the end of the fiscal year.<\/p>\n<\/div>\n<p>Mr. \u200bJohnson wants to change that by adhering to the statutory milestones in \u200dthe appropriations \u200dprocess.<\/p>\n<p>That means passing a budget resolution by\u200c the end of April, passing 12 appropriations bills plus the \u200cNDAA and Water\u2062 Resources Development Act by the end of July, and completing negotiations on that legislation with the Senate and White House by Sept. 30.<\/p>\n<p>That entails a great deal of work, and the new speaker\u200b said there will be no six-week summer break if all bills are not passed\u2064 by the end of July.<\/p>\n<p>Fiscal hawks have been agitating \u200bthat, but it represents \u2063a big change from business as usual\u200c in the \u2063House.<\/p>\n<p>\u201cThis is an ambitious schedule,\u201d Mr.\u200d Johnson told colleagues but \u2062said it\u200b was achievable.<\/p>\n<p>Republican members expressed \u200dstrong support \u200bfor their new speaker\u2019s ability to\u2062 get things \u2062done.<\/p>\n<p>\u201cHe&#8217;s \u2063going\u2062 to deliver wins for the American people,\u201d \u2064said Rep.
