Nick Lalota\u2062 (R-N.Y.) told reporters during the evening event. \u201cThere&#8217;s less\u2063 stubbornness. The House has been effectively closed since Oct. 3 when former Speaker Kevin McCarthy (R-Calif.) became the first \u2062speaker to \u2063be removed\u2063 by\u2064 a vote of \u200bthe House.<\/p>\n<p>Reps. Steve\u200c Scalise\u2064 (R-La.) and Jim Jordan (R-Ohio) each \u2063took a shot at the speakership\u200b over the\u2064 last two weeks but were unable to reach 217\u200d votes.<\/p>\n<p>Mr. Scalise realized that he did not have adequate support from the Republican conference and withdrew his \u2063name\u200b on Oct. 12. Mr. Jordan exited the race on Oct. 20 after coming \u200bup short in three floor votes followed by a vote of no confidence in\u2063 the \u2063Republican conference.<\/p>\n<div class=\"shortcode post-related-videos\">\n    <!--$--><\/p>\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<p>    <!--\/$-->\n  <\/div>\n<p>Over the weekend, nine Republicans\u2063 announced their bid for the speakership: Majority Whip Tom\u2062 Emmer\u2062 (R-Min.) who is \u200cthe most senior, Reps. Mike Johnson (R-La.), Byron Donalds (R-Fla.),\u200c Kevin Hern (R-Okla), Jack Bergman (R-Mich.), \u200bAustin Scott\u2062 (R-Ga.), Pete Sessions (R-Texas), Gary Palmer (R-Ala.), and Dan Meuser (R-Pa.).<\/p>\n<p>Mr. Meusner subsequently withdrew\u2064 from the race.<\/p>\n<div class=\"my-5\">\n<p>    \u2062   At the Oct. 23 forum, each candidate was given two \u200dminutes to\u2062 make an opening statement, followed by a 90-minute question-and-answer session. Candidates were allowed a one<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/what-to-expect-with-the-gops-house-speaker-forum\/\" title=\"GOP's House Speaker Forum: What You Should Anticipate\">-minute closing statement<\/a>.<\/p>\n<h2>Candidate Positions<\/h2>\n<p>    Prior\u2063 to the \u2064session, candidates staked out their positions in media interviews \u200band letters\u2064 to colleagues.\n  <\/p><\/div>\n<p>Mr. Emmer\u2062 wrote to House Republicans referring to recent changes in the appropriations process under Mr. McCarthy, which \u2062include allowing 72\u2062 hours to review\u2064 legislation before\u2063 voting, presenting bills one at a time, and \u200dallowing floor debate and amendments to be offered. Mr. Emmer said he would use a \u201cculture of teamwork,\u2064 communication, and respect\u201d to build\u2062 on Republican successes.<\/p>\n<p>Mr. Emmer had been\u2063 criticized for his vote to certify the results \u200bof the 2020 election. However, President Donald Trump did not condemn \u2063Mr. Emmer when asked about\u2063 him in \u200ca televised interview on Oct.\u2064 23. \u201cI\u2019ve always gotten \u2064along with \u200bhim,\u201d he said.<\/p>\n<p>Mr. Hern chairs\u2062 the Republican Study Committee, which\u200b he referred to in a televised interview \u200bas the\u2063 \u201cconservative\u2062 conscience\u201d of the Republican conference. The caucus comprises some 80 percent of House Republicans.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Rep.\u200c Kevin Hern (R-Okla.) speaks during a House Small Business Committee hearing in Washington, D.C., on \u2063July 17, 2020. \u2064(Erin Scott\/Pool\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>\u201cEveryone is going to say that \u2064they can do\u200b it, but \u200bthe\u2064 question\u2062 will be who has actually brought people together,\u201d Mr. \u2062Hern said.<\/p>\n<p>\u201cOur conference is at a crossroads,\u201d Mr. Hern wrote \u2064to colleagues on Oct. 23. \u201cWe can choose business\u200c as usual, or we can choose a Speaker who \u200bdidn\u2019t\u200b come to Washington to be \u2063something, but to do \u2064something.\u201d<\/p>\n<p>Rep. Pete Sessions\u2064 (R-Texas) campaigned on a \u200dreturn \u2062to classic Republican values. \u201cWe&#8217;ve got a responsibility to stand for American \u200cexceptionalism, capitalism, \u2063job growth,\u2064 the military, rule of law. \u2062And I&#8217;m\u2064 not sure \u200bhow many\u200c of our people have used\u2064 those words in \u200bany of these debates or\u2063 discussions,\u201d\u2064 Mr. Sessions\u200c told reporters \u2063on\u2063 Oct. \u206223.<\/p>\n<p>\u201cOver time, our ability to see each other as \u2064being important to each other has diminished. And I think what&#8217;s got to happen\u2063 is that we\u200c have to put us all at\u2062 an equal\u2063 place.\u201d<\/p>\n<p>\u201cPeople\u200d have to\u2064 trust each\u2064 other,\u201d he said about getting consensus on\u200b a candidate.<\/p>\n<div class=\"my-5\">\n<p>    \u2063   Rep. Byron\u2064 Donalds \u2062(R-Fla.) said he was running\u2063 in order to unify\u200c the conference and get\u200c the \u200cHouse back to work. \u201cWe&#8217;re having some \u200bissues,\u201d Mr. Donalds said in an Oct. 1 television \u2062interview. \u201cWe can repair those issues, but it requires us to be unified\u2062 &#8230;\u2062 go back \u2062to business,\u200d secure our\u2063 border, actually fund this \u2062government responsibly, and then continue \u2063to lay out that conservative vision for the \u2064people who sent us here.\u201d<br \/>\n\u200b<\/p>\n<h2>Member Issues<\/h2>\n<p>    \u200d Rep.\u200c Marc Molinaro (R-N.Y.) said he was looking for a speaker \u2063who would represent the interests of districts like his in rural\u2062 New \u2064York. \u201cWe represent districts\u2064 that\u2062 are a little bit more\u200c balanced \u200din enrollment. And of course, we have very specific needs &#8230; the Farm Bill, \u200bFAA reauthorization, investment in infrastructure, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manchin-we-see-calamity-and-chaos-at-the-borders\/\" title=\"Manchin: We See 'Calamity and Chaos at the Borders'\">addressing border security<\/a>.\u201d\n  <\/div>\n<p>Mr. \u200bMolinaro and others were \u2063also concerned about the prospect of\u200d a\u200c government \u2064shutdown when the \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-optimistic-about-ending-speaker-crisis-soon\/\" title=\"House GOP hopeful for swift resolution to Speaker crisis\">temporary continuing funding\u2064 resolution expires<\/a> on Nov. 17.<\/p>\n<p>\u201cBecause \u2064of the absolute nonsense of\u2062 the last \u2062four weeks, I think the chance the chance of a shutdown went from 10 \u200dpercent \u200cor \u200dfive\u200c weeks ago\u2063 to probably something more like a coin flip,\u201d Rep. Dusty Johnson (R-S.D.) told reporters\u200b before the forum.<\/p>\n<p>\u201cShutdowns\u2064 are \u200dstupid. They don&#8217;t save one\u200c dollar, they don&#8217;t serve American interests here or \u2063abroad. We \u2064need to do everything we can to avoid them,\u201d he added.<\/p>\n<p>\u201cI want to \u200dhear from \u2062a candidate that they understand the value of \u2062governing and that a shutdown would be devastating to the American economy and the American people,\u201d Mr. Molinaro \u200csaid.<\/p>\n<div class=\"my-5\">\n<p>    Mr. Meusner reported hearing a variety of issues when talking \u2062with members\u2062 during his brief campaign, ranging from SALT (state and\u200b local tax) deductions to border security to\u2063 debt \u200creduction.<\/p>\n<h2>Chasing 217<\/h2>\n<p>    \u200c    Neither of the two previous speaker \u2063designees were able to gain 217 Republican votes, the number needed for the election. Even so, most \u200dmembers were\u2062 cautiously optimistic that this round would produce a winner.<br \/>\n  \u2063\n  <\/p><\/div>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>U.S. Rep.-elect\u2063 Rep. Dan Meusner \u200d(R-N.Y.),\u200d who withdrew from the race, \u2062said he believed\u200b the conference would rally around a candidate.\u2062 \u201cI honestly believe each one\u2062 of them could be speaker \u200dand would do the job that is necessary with all of\u2063 the\u2063 support that \u200bwe must provide,\u201d Mr. Meusner\u2062 said. \u201cThere\u2019s got to be\u2062 mutual \u200drespect,\u201d he added.<\/p>\n<p>Rep.\u2062 Don Bacon (R-Neb.) told he\u200d was hopeful the conference would \u200bbe able to get the job done on Tuesday.<\/p>\n<p>\u201cPeople \u2062know we got to come together and\u200c get \u2064this done, so \u2062I\u2064 feel very I feel optimistic about tomorrow\u200c morning and getting this thing done by\u2062 tomorrow \u200cnight,\u201d he told reporters. \u201cI \u2063think people are so discouraged by what&#8217;s\u200b happened \u200cthe last three weeks \u2063that they want\u2062 to come together.\u201d<\/p>\n<p>A unity pledge had circulated earlier in the day, asking members to commit\u2064 to supporting whoever the conference nominated. Mr.\u200c Molinaro \u2062said that he \u200bcould support any of the nine candidates, \u2062but\u200d not all members were quick to\u200d agree.<\/p>\n<p>\u201cI didn&#8217;t sign the pledge,\u201d said \u200cRep. Chip Roy (R-Texas). \u201cI think \u2062we need to focus on making sure it\u2019s someone who\u2019s going to lead this\u200c party in the right \u200ddirection.\u201d<\/p>\n<p>Asked if any of the\u200b candidates could reach 217 votes, the number\u200c needed to elect, Mr. Roy said,\u200b \u201cWe&#8217;ll see.
