A $100 billion budget surplus for fiscal year 2022\u201323, which ended June 30, was turned into a <a href=\"https:\/\/www.latimes.com\/california\/story\/2023-05-12\/california-budget-deficit-need-to-know\" target=\"_blank\" rel=\"noopener\">$31.5 billion\u2063 deficit<\/a> for\u200c the current year, 2023\u201324. The state\u2019s Annual Comprehensive Financial Report\u2062 (ACFR) for the fiscal year ending June 30, 2022, still has \u2062not been filed by Controller Malia Cohen, so \u200cit\u2019s unclear what\u200c the state\u2019s \u200ctrue \u200dfinancial status is. But the <a href=\"https:\/\/www.sco.ca.gov\/Files-ARD\/ACFR\/acfr21web.pdf\" target=\"_blank\" rel=\"noopener\">ACFR<\/a> for the previous year, filed very late, on March 23 this year,\u202fshowed an unrestricted net deficit of $174 billion.<\/div>\n<h2>Regional California and Lithium Valley<\/h2>\n<div class=\"my-5\">Summit Day 2 brought up regions, with an emphasis on the Inland Empire where the summit was held. Speaking there, Ms. Cohen unfortunately did\u2063 not announce the release\u200d of the tardy 2022 CAFR. But she said, \u201cIn the face of high poverty and unemployment in this region, the (Lithium Valley) industry can really be transformational, and I want you to know that I genuinely support this region\u2019s efforts to capitalize on this\u200d new industry and support this great new <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/vulnerable-house-democrats-ignore-voters-concerns\/\" title=\"Vulnerable House Democrats Ignore Voters\u2019 Concerns\">growing economic opportunity<\/a>.\u201d<\/div>\n<div class=\"my-5\"><a href=\"https:\/\/www.energy.ca.gov\/data-reports\/california-power-generation-and-power-sources\/geothermal-energy\/lithium-valley\" target=\"_blank\" rel=\"noopener\">According<\/a> to the California Energy\u2064 Commission\u2019s Lithium\u2062 Valley\u2063 Commission, \u200dit develops \u201clithium from geothermal brine in the Salton \u2063Sea \u200dKnown Geothermal \u200cResource Area.\u201d If done right, this actually could be valuable. Wired \u2062magazine <a href=\"https:\/\/www.wired.co.uk\/article\/china-lithium-mining-production\" target=\"_blank\" rel=\"noopener\">reported<\/a> in June, \u201cChina dominates the\u2062 global supply chain \u2063for \u200clithium-ion batteries. Now rival countries are scrambling for more control over \u200c\u2018white oil.\u2019 \u2026<\/div>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>A Controlled Thermal Resources drilling rig is seen in Calipatria, Calif., on \u2063Dec. \u206315, 2021. Six of the \u206310 biggest EV battery producers are based \u2064in China\u2014one of them, CATL, makes three out\u200c of every 10 EV batteries globally. That dominance extends through the supply chain. Chinese companies have signed \u2062preferential deals with lithium-rich nations and benefited from huge\u2063 government \u200cinvestment in the complex steps between mining and manufacturing.\u200c That\u2019s\u200d made the rest of the world nervous, and the United States and Europe are now scrambling to wean themselves off Chinese lithium before it\u2019s too\u200b late.\u201d<\/div>\n<h2>Equity Obsession<\/h2>\n<div class=\"my-5\">Unfortunately, competing with Communist \u200bChina in this\u200d and other areas\u200d is going to require ditching such nonsense as DEI\u2014Diversity, Equity, and Inclusion\u2014and returning to good old American fierce competition at every level. \u2063That\u2019s a theme\u200c I\u2019ve advanced in many of\u200d my Epoch Times articles. In particular, equity is just another word for socialist central planning and manipulation.<\/div>\n<p>By contrast, equality traditionally means giving everyone \u200dan equal chance. It\u2019s Martin Luther King\u2019s plea from 1963, \u201cI have a dream that my four little children will one day live in\u2064 a nation where they\u200b will not be judged by the color of their skin, but by the content of their character.\u201d<\/p>\n<div class=\"my-5\">At \u200cthe summit, a report on the Equity Research Institute (ERI) was given by Manuel Pastor, professor of sociology and American Studies &#038; Ethnicity at the University of Southern California. The ERI\u2019s <a href=\"https:\/\/dornsife.usc.edu\/eri\/\" target=\"_blank\" rel=\"noopener\">website<\/a> reads, \u201cData and \u200dAnalysis to Power Social Change\u201d\u2014that is, socialist manipulation of society. \u201cAt ERI, we ask\u2064 the hard questions \u200babout equity and deliver accurate and credible numbers with narratives. We \u200blead with optimism and provide data and analysis to support social, racial, economic, \u200band environmental \u200cequity. Our work is \u2064grounded in research \u2064to create new narratives,\u200c systems change, and a more equitable approach to power and justice.\u201d<\/div>\n<p>People seeking to control \u200cyour life always are talking about \u201cnarratives\u201d\u2014that is, ways to bamboozle you \u2062into giving them more \u200bpower over\u200c our lives. And notice \u201cequity\u201d is\u200c in every sentence: \u201c[Equity]RI \u200c&#8230; equity &#8230; equity &#8230; equitable.\u201d More accurately\u200c that should have been:\u200b socialism &#8230; socialism &#8230; socialism \u200c&#8230; \u2064socialism.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Democratic Socialists of America\u200d march in downtown Berkeley, Calif., on Aug. 5, 2018. (Amy Osborne\/AFP\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>Mr. Pastor said at the summit, \u201cIt\u2019s important to think about your role as stewards of the state\u2014not just \u200dclusters but community, not just recovery but\u200d re-imagination, \u2062not just jobs\u200b but justice.\u201d Stewards of \u200bthe <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-economic-summit-equity-and-economic-blindness\/\" title=\"California Economic Summit: Bridging the Gap between Equity and Economic Blindness\">state means socialist state functionaries<\/a>.<\/p>\n<div class=\"my-5\">This DEI nonsense has\u2063 to stop if California and\u200d all of America are going to get back into the high-tech competition with China.<\/div>\n<h2>Empowering Bureaucracy<\/h2>\n<div class=\"my-5\">The \u201cnarrative\u201d continued with a panel on \u201cEmpowering Communities.\u201d Empowering in government-speak always means empowering the government\u200b against the people. The CA FWD summary read, \u201cAs California focuses on regional economic development through California Jobs\u2063 First (formerly CERF), those working in communities traditionally left behind want to ensure that\u2064 equity is embedded in any \u200cplan moving\u2063 forward.\u201d More shifting acronyms for sclerotic bureaucracies.<\/div>\n<p>\u201cInequality costs \u2062money,\u201d said Luis Olmedo, Executive Director\u2064 of Comite Civico del Valle, Inc. \u201cBut \u200binequality is not \u200dwilling to pay.\u201d \u2063Just jargon laughed at in China.<\/p>\n<p>Sergio Carranza of the Sacramento Area of Governments said, \u201cIt\u2019s really important that before we start thinking about what kind of economic approaches or strategies, \u2063we need to implement to improve opportunities for everyone, we really need to understand the\u200d culture of the families and the \u2064people that we serve.\u201d<\/p>\n<div class=\"my-5\">Actually, the \u201ceconomic approaches \u200dor strategies\u201d\u200b are simple: stop the nonsense, restore a competitive system with\u200c no DEI\u2063 nonsense, and beat China.<\/div>\n<h2>Housing Illusions<\/h2>\n<div class=\"my-5\">The high cost of housing naturally was discussed on a panel. Yet more equity nonsense. Omar Cobian of the Southwest Mountain States Regional Council of Carpenters said wages in the construction industry need to be higher \u201cso that the workers that\u200c are working and building \u200bthese \u200bhomes can actually afford the live in the homes they\u2019re building\u2014we have a wage\u200b problem in the industry.\u201d<\/div>\n<div class=\"my-5\">Actually, they have a \u200dregulation and tax \u2063problem. The main need is reform of the California Environmental Quality Act (CEQA) to \u2063make it easier to \u200bbuild all kinds of housing. But his union is impeding \u200bthat. Newport Beach Councilman Erik Weigand <a href=\"https:\/\/www.ocregister.com\/2021\/12\/07\/newport-beach-ceqa-abuse-shows-need-for-reform\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> in 2021 about this union \u2063using \u200bCEQA \u2063for \u201can absurd attack\u201d to impede the construction of low-income\u2064 housing. \u201cThe union often perpetrates\u200d such\u200c obstructionism\u201d to force construction\u2063 companies to hire union workers.<\/div>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Housing units in Huntington Beach, Calif., on March 17, 2023. At the summit, Evan Schmidt, CEO of Valley Vision Inc. in Sacramento, talked about it. In the CA FWD\u200d summary, \u201cIt \u2062addresses the housing shortage,\u2064 the\u200c need \u200dto address greenhouse gas emissions \u2064and \u2063advances inclusive and equitable economic growth.\u201d The same jargon, including \u201cequitable.\u201d<\/div>\n<h2>Conclusion: We\u2019re In Trouble<\/h2>\n<div class=\"my-5\">The <a href=\"https:\/\/www.theepochtimes.com\/opinion\/california-economic-summit-pushes-socialism-5513421\" target=\"_blank\" rel=\"noopener\">CA FWD\u2064 summit<\/a> showed California\u2019s ruling elites are clueless about the competitive global environment California\u2064 and America \u200bface. China isn\u2019t going to \u200dslow \u200bdown so DEI programs can be instituted on the other side of the Pacific \u2062Ocean.<\/div>\n<div class=\"my-5\">India,\u200d a democracy \u200bunlike China, \u2064also isn\u2019t going to pause its quest for continued fast growth and\u200b advancing many more hundreds of millions \u2064into the middle class. In both countries,\u2062 as I have \u2062 <a href=\"https:\/\/www.theepochtimes.com\/opinion\/reboot-of-los-angeles-green-new-deal-just-another-con-5509708\" target=\"_blank\" rel=\"noopener\">reported<\/a> several times\u200c in the Epoch Times, \u2064coal power plants are sprouting up like mushrooms. Greenhouse gas emission are problem for the future once they enjoy \u200dthe levels of prosperity enjoyed in California\u2014or once enjoyed.<\/div>\n<p>At this point, only a major economic depression or geopolitical shock can shake the ruling elites of California and America out of their delusions.
