Jim Jordan (R-Ohio) favored the plan after his candidacy lost rather\u2064 than gained support among Republicans in a\u200c second ballot cast on\u200d Oct. 18 in the House.<\/p>\n<p>&#8220;I&#8217;m still running for speaker and\u200c I plan \u2064to go to the floor and get the votes and win this race,&#8221; Mr. Jordan said Thursday. David Joyce\u2062 (R-Ohio) and Mike Kelly (R-Pa.). It would elect Mr. McHenry as <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/maryland-legislature-votes-to-repeal-state-song-over-ties-to-confederacy\/\" title=\"Maryland Legislature Votes To Repeal State Song Over Ties To Confederacy\">speaker pro tempore<\/a> until either Nov. 17 or January\u200c 2024\u2014or until the election of\u2064 a speaker, whichever comes first.<\/p>\n<p>Republicans met on Oct. 19 to consider the idea but adjourned without action. On \u200cleaving the tense two-hour \u2064session, a number of members said there was no clear plan \u200bto move forward with the proposal, though others still believed the matter might be brought to the floor.<\/p>\n<div class=\"my-5\">\n<p>&#8220;The majority of\u2064 folks in that room seemed like they\u2019re going to vote no\u200d on that resolution,&#8221; Rep. Pat Fallon (R-Texas) said.<\/p>\n<h2>Clarification of Role<\/h2>\n<p>The resolution was needed to clarify that, as speaker pro tempore, Mr. McHenry does have the authority to act as the speaker in all ways until a new speaker is named, according to former Speaker Kevin\u2063 McCarthy (R-Calif.).<\/p>\n<\/div>\n<p>Mr. McHenry was <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/republican-plan-to-empower-temporary-speaker-on-thin-ice\/\" title=\"GOP's Temporary Speaker Empowerment Plan on Shaky Ground\">designated speaker pro tempore<\/a> thanks to a post-9\/11 rule created to ensure that the House\u2064 could continue to function in\u200c case of a vacancy\u200c in the \u200cspeakership. According to\u200d the rule, every\u200c elected speaker must list\u200c several members\u2019 names to be tapped in order should the\u200c chair\u200b become vacant. Mr. McHenry\u2063 was first on the list.<\/p>\n<p>&#8220;It\u2019s about\u200b the continuity \u2063of government,&#8221; Mr. McCarthy said. &#8220;I always believed the names I was putting on the list could carry on\u2064 and keep the government running until you\u2064 elect a new speaker.&#8221;<\/p>\n<p>However, after Mr. McCarthy was removed from office by a vote to vacate the chair on Oct. 3, questions were raised about the limits\u2063 of the speaker pro tempore\u2019s\u2064 power. The\u200b House rules state that a speaker pro tempore designated by\u2063 the emergency list &#8220;shall \u2064act as Speaker \u200cpro tempore until \u200bthe election of a Speaker or a Speaker pro tempore. Pending such election, the Member acting as Speaker pro tempore may exercise such authorities as the office of \u2064Speaker may be necessary and appropriate to that end.&#8221;<\/p>\n<p>With pressure building for Congress to take action in support of Israel in its war with Hamas and to complete the appropriations\u2063 process\u2062 before\u200d the Nov. 17 deadline, advocates of the plan saw it \u2063as a way to reopen the House after 16 days of inactivity.<\/p>\n<p>&#8220;If we&#8217;re going to name a temporary speaker, we need to vest that\u200b person with the full power and authority of the office\u2063 so they can &#8230; do everything that would be permitted of a speaker,&#8221; Rep. Mike Flood (R-Neb.) said.<\/p>\n<p>&#8220;Right now, we need to do CPR. We need to get in \u2063front of the American people and get the House of Representatives back\u200c open.&#8221;<\/p>\n<p>Rep. Jen Kiggans (R-Va.) sees the resolution as \u200cthe best path forward given the deadlock over a choice \u2064of a speaker.<\/p>\n<div class=\"my-5\">\n<p>&#8220;We\u2062 are at a standstill,&#8221; she \u2062said. &#8220;We can&#8217;t keep doing\u200b what we&#8217;ve been doing. So\u2062 I \u200dsupport it.&#8221;<\/p>\n<h2>Opposition<\/h2>\n<p>A number of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/atlantic-city-shutters-needle-exchange-site-amid-spike-in-deadly-overdoses\/\" title=\"Atlantic City Shutters Needle Exchange Site Amid Spike In Deadly Overdoses\">members argued<\/a> against the idea as constitutionally unsound\u200b and an evasion of their \u2063duty to elect a speaker.<\/p>\n<\/div>\n<p>&#8220;I think that is woefully unconstitutional,&#8221; Rep. Greg Steube (R-Fla.) said in an interview with NTD, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/known-and-suspected-terrorists-entering-us-in-unprecedented-numbers-rep-higgins\/\" title=\"Known and Suspected Terrorists Entering US in Unprecedented Numbers: Rep. Higgins\">sister media outlet<\/a> of The \u2062Epoch Times. &#8220;We\u200d need to \u2063come to an agreement on who&#8217;s going to stand in that place for the next year and a half and actually lead the conference conservatively and be elected speaker\u2014not change the rules and empower a speaker that&#8217;s never been \u2064elected to that position.&#8221;<\/p>\n<p>&#8220;We cannot just drop powers in\u200c the lap \u200dof somebody. The House has to elect a speaker,&#8221; Rep. Byron Donalds (R-Fla.) said.<\/p>\n<p>Extending the temporary speakership of \u200dMr. McHenry would also <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mccarthy-a-hell-no-on-omnibus-spending-bill-as-congress-races-to-avert-december-16-government-shutdown\/\" title=\"McCarthy a \"Hell No\" on Omnibus Spending Bill as Congress Races to Avert December 16 Government Shutdown\">provide additional time<\/a>\u2063 for Mr. Jordan to gather support, according to Rep. Ralph Norman (R-S.C.). Though he supports Mr. Jordan, Mr. Norman sees that as an unfair advantage.<\/p>\n<p>&#8220;No one&#8217;s had extra time\u200d to\u2064 make their case,&#8221; Mr. Norman said. &#8220;His\u2063 time in the arena is now.&#8221;<\/p>\n<p>Minority \u200dLeader Hakeem Jeffries \u200c(D-N.Y.)\u2063 hinted that\u2062 Democrats might favor the resolution to empower Mr. McHenry, but only once Mr. Jordan\u2019s candidacy had been laid to rest.<\/p>\n<p>&#8220;If we\u200b can clear that hurdle, there&#8217;s a pathway forward that we&#8217;re willing \u2063to consider, discuss, and then make a decision in the best interest of \u2063the American people,&#8221; \u200cMr. Jeffries said on \u200cOct. 18.<\/p>\n<p>As support for the proposal seemed to be dwindling, Mr. Kelly was stoic about the prospect of defeat.<\/p>\n<p>&#8220;I \u2062thought it was maybe something that could help people get through this and get back to work,&#8221; he \u200bsaid. &#8220;If it&#8217;s not the will of the conference, it&#8217;s \u2063not the will of the conference. Critics argue that it goes against the democratic tradition\u2064 of \u2064electing\u200d a speaker and undermines the authority of the position.<\/p>\n<p>&#8220;The speaker\u2019s role is not just to keep things moving, it\u2019s to be accountable to \u2062the American people&#8230;.the majority of the conference believes we should select another speaker,&#8221; Rep. Mark\u2064 Green (R-Tenn.) said.<\/p>\n<p>These\u2062 concerns have contributed to \u200cthe faltering of the plan. Without \u2062broad support from Republicans, it is unlikely\u2062 that the resolution will pass \u200dand Mr. McHenry will be empowered as speaker pro tempore.<\/p>\n<p>The uncertainty surrounding the future of the speakership has left the \u200cGOP divided and struggling to find a way forward.
