Gavin Newsom Signs Bill Repealing 40-Year Law on Lowriding and Cruising<\/h2>\n<p>In\u200c an exciting move, California Gov. Gavin Newsom signed a \u200cbill on October\u200b 13 that overturns a \u200cfour-decade-old law allowing local jurisdictions to \u200cregulate or ban \u2062lowriding \u2062and\u200c cruising in their communities. Both cities repealed bans that had\u200c been in place for\u2063 over 30 years.<\/p>\n<p>According to the bill analysis, regulations on cruising date back \u200cto the 1970s when Los Angeles prohibited parking on Van Nuys Boulevard in the San Fernando Valley\u2064 and converted it into a one-way street to discourage cruising. In response, around\u2064 15,000 people gathered on the street to protest the decision.<\/p>\n<p>Cruising gained popularity in the United States following the release of the 1973 comedy-drama\u200b film &#8220;American Graffiti,&#8221; which \u200bgrossed over\u2064 $200 million with a budget of just $1 million. Set in 1960s Modesto, California,\u2062 the movie depicted a group of friends cruising the streets\u200d before heading off to college. (Brandon Bell\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>The new law overturns the state&#8217;s 1982 \u200dauthorization for cities to create their own cruising regulations. \u200bUnder \u2064the existing \u2063law, cities are prohibited from enforcing any \u2062ordinances related to the\u2064 state&#8217;s Vehicle Code unless expressly authorized.<\/p>\n<p>Supporters of the bill include\u200c the \u2063California Lowrider Alliance, a coalition of lowrider enthusiasts, as well as various local cities, \u2064government officials, \u200dand related organizations.<\/p>\n<p>In a letter of support, the Sacramento Lowrider Commission, part of the statewide alliance, argued that &#8220;No Cruising&#8221; laws only \u2064served to racially\u2062 profile members of the lowrider community.<\/p>\n<p>&#8220;The No \u2064Cruising laws\u200d are an application\u2064 of the inequities and racial profiling of a\u200b car culture that is family-oriented and\u200d an expression of the vehicle owner&#8217;s art on wheels,&#8221; \u200bthey wrote.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Participants in a lowrider pass a church during the 77th annual East LA Mexican Independence Day Parade in Los Angeles on Sept. 10, 2023. (Mario Tama\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>The commission revealed that after questioning authorities from \u2062several cities, including Sacramento, Modesto, San Francisco, Los Angeles, San Diego,\u2063 Fresno, San Jose, and Santa Rosa, it was discovered that these local ordinances\u200b had never been enforced. \u2063The California\u200d Highway Patrol had \u2064only enforced the law against lowered \u2064vehicles 19 times since \u20631959.<\/p>\n<p>&#8220;So \u200dwhy criminalize\u200d lowriders with No Cruising and lowered vehicle laws if the need for these laws and \u200dordinances does not\u2064 exist?&#8221; they questioned.<\/p>\n<p>Francine Mata, \u2062President of the Sacramento Lowrider Commission, emphasized that the lowrider\u200d community is diverse and family-oriented.<\/p>\n<p>&#8220;Even within Sacramento, we engage in over 100 community events every year, which amounts to approximately \u200b1500 hours of community service. This group brings together people of all backgrounds, colors, and ages.
