Gavin Newsom, D-<a href=\"https:\/\/thefederalist.com\/2020\/11\/17\/california-governor-breaks-his-own-covid-rules-to-eat-fancy-french-food-while-americans-go-hungry-in-lockdown\/\" target=\"_blank\" rel=\"noreferrer noopener\">French Laundry<\/a>,\u2064 as <a href=\"https:\/\/www.politico.com\/news\/2023\/10\/13\/newsom-health-care-minimum-wage-00120492\" target=\"_blank\" rel=\"noreferrer noopener\">moderating his\u200d positions<\/a> ahead of a possible presidential run in 2028. Don\u2019t you believe it.<\/p>\n<p>Legislation that the\u200d governor \u2064recently signed into law would take new steps to foist a single-payer health care\u200b system on the nation\u2019s largest state. That Newsom \u2062would \u200chave few qualms about doing \u2064so demonstrates an ideology far more radical than \u2062his\u2062 allies would like to portray.<\/p>\n<\/blockquote>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-530393118\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-9fbb161c8e559bc43f44ea4868ee347d fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-9fbb161c8e559bc43f44ea4868ee347d\"><\/div>\n<h2 class=\"wp-block-heading\">Big-Government Outline<\/h2>\n<p>The legislation does not on its \u200bown establish a single-payer system in California. Doing so would cost significant sums of money, even as the state had to <a href=\"https:\/\/apnews.com\/article\/california-state-budget-2023-2db8442a1d7c0ecc5b6827207c1dad03\" target=\"_blank\" rel=\"noreferrer noopener\">scramble to close<\/a> \u200b a $30 billion budget deficit this summer.<\/p>\n<p>Instead, <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB770\" target=\"_blank\" rel=\"noreferrer noopener\">the bill<\/a> directs the state\u2019s secretary of health \u200dand human services to spend the next two years\u2063 developing\u200b a waiver \u200dapplication \u200dto the\u200c federal government. Lawmakers \u200dhope the waiver would give California federal resources to achieve its\u200d supposed socialist utopia.<\/p>\n<p>As such, the five-page bill\u2062 only includes broad-brush parameters of\u2063 how the \u2062single-payer system \u2062will work, relying on state bureaucrats \u200dto flesh out the details over the coming two years. But the parameters provide a troubling view of the road ahead for the Golden State.<\/p>\n<p>Among other provisions, the bill\u200b states that the new system should provide:<\/p>\n<ul>\n<li><em>Services that will\u200d not vary by age [or] employment\u200b status.<\/em> This provision implies that California residents who currently receive health coverage\u200d through\u200c their jobs\u2062 will \u2064no longer do so. Or, to put it more \u2063bluntly, &#8220;If you like \u2062your plan, you <strong><em>can&#8217;t<\/em><\/strong>  keep \u2062it.&#8221; \u2064Likewise,\u200d saying that\u2064 services will not \u2063vary by age implies that seniors\u2062 will transition out of their current Medicare plans, \u2063once again demonstrating that a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/while-media-paint-newsom-as-moderate-hes-advancing-socialist-health-care-in-california\/\" title=\"Media portrays Newsom as a 'moderate,' but he is pushing for socialist healthcare in California.\">single-payer health system represents<\/a> not\u2062 &#8220;Medicare for All,&#8221; but &#8220;Medicare\u2063 for None.&#8221;<\/li>\n<li><em>Services that will not vary by \u2026 immigration status.<\/em> \u2064 This provision indicates that California will continue its efforts to\u200c expand health coverage to\u200c illegal immigrants in the state. As it is, the state will \u200balready spend <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4423\" target=\"_blank\" rel=\"noreferrer noopener\">more than $2 billion<\/a> to cover\u2063 all illegal immigrants <a href=\"https:\/\/thehill.com\/changing-america\/well-being\/prevention-cures\/3541196-california-will-offer-health-insurance-to-all-undocumented-immigrants\/\" target=\"_blank\" rel=\"noreferrer noopener\">beginning next year<\/a>. It is doing so\u200d despite the fact that no less a\u200d leftist than Hillary Clinton\u2062 <a href=\"https:\/\/youtu.be\/WTVQQubdJ-w\" target=\"_blank\" rel=\"noreferrer noopener\">admitted to Congress<\/a> that\u2062 &#8220;illegal aliens&#8221; migrate to the United States \u2064in part to obtain &#8220;free&#8221; health \u2064coverage.<\/li>\n<li><em>The absence of cost\u200d sharing for essential services and treatments covered under the program, including primary, preventive, and wellness care services.<\/em> This bullet, when viewed in \u2064conjunction with a later bullet that talks\u2063 about capping individuals&#8217; costs on a sliding scale based on income, may or may\u200c not mean the new system \u2062will provide services &#8220;free&#8221;\u200b at the \u200bpoint of care. But if cost-sharing\u2062 does largely disappear, the\u2064 amount of\u200d &#8220;free&#8221;\u200b care provided will soar, because \u200cindividuals will attempt to consume more care.\u200d A <a href=\"https:\/\/www.urban.org\/sites\/default\/files\/2019\/10\/15\/from_incremental_to_comprehensive_health_insurance_reform-how_various_reform_options_compare_on_coverage_and_costs.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2019 paper<\/a> by the \u200cUrban Institute, a leftist \u200cthink tank, found that a single-payer plan\u2063 that eliminated virtually all cost-sharing \u200cwould <a href=\"https:\/\/thefederalist.com\/2019\/11\/25\/if-you-think-health-care-is-expensive-now-just-wait-until-its-free\/\" target=\"_blank\" rel=\"noreferrer noopener\">increase national health \u2062spending<\/a> \u2063 by as much\u2064 as nearly $1 trillion per \u2063year.<\/li>\n<li><em>A ratesetting\u2062 process that could use Medicare\u200d rates as the starting point for the development of final rates.<\/em> The bill\u2062 hedges \u2062on whether or not to use\u2064 Medicare payment levels \u2014 which are generally lower\u200c than the rates paid by most private health insurance \u2014 to reimburse doctors and hospitals. But if\u2063 California decides to\u200c use Medicare reimbursement rates, or even something approaching\u200b Medicare rates, layoffs and job losses <a href=\"https:\/\/jamanetwork.com\/journals\/jama\/article-abstract\/2730485\" target=\"_blank\" rel=\"noreferrer noopener\">would\u200d result<\/a>. In addition, morale among doctors and nurses would likely plummet, as the government would effectively <a href=\"https:\/\/thefdrlst.wpengine.com\/2018\/08\/02\/bernie-sanders-supporters-admit-socialized-medicine-plan-will-ration-care\/\" target=\"_blank\" rel=\"noreferrer noopener\">pay them \u2064less to do more work<\/a>.<\/li>\n<\/ul>\n<div class=\"fdrlst__b89e9-c2bd2e38f3ad8ac2c95f6a197d25f67e fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-c2bd2e38f3ad8ac2c95f6a197d25f67e\"><\/div>\n<p>The downsides \u200cto this \u2064alleged socialist paradise seem obvious. Ironically\u2063 enough, Newsom might see those downsides too \u2014 just not enough to rein in\u200b the \u2064radical leftists in \u2064the California legislature.<\/p>\n<h2 class=\"wp-block-heading\"><strong>Political Punt<\/strong><\/h2>\n<p>Believe it or\u2062 not, the bill Newsom signed got <a href=\"https:\/\/www.latimes.com\/california\/story\/2023-10-08\/california-gavin-newsom-single-payer-healthcare-sb-770-scott-wiener\" target=\"_blank\" rel=\"noreferrer noopener\">attacked from the\u200d political \u200bleft<\/a> \u200b in California. Groups\u200c like the California Nurses \u2063Association think that requiring another in a long line \u2062of studies regarding a \u200dsingle-payer system,\u200c rather than pushing\u200c to \u200cenact legislation immediately,\u200d represents a delay \u200dtactic.<\/p>\n<p>Indeed\u200b the \u200bbill\u200c does amount\u200d to a \u2064punt of sorts. If a Republican \u200bgets elected president next November, Newsom can claim a new administration would deny California\u200d the waiver authorities it needs to bring single-payer \u2063to fruition \u2014 thereby allowing Newsom to dodge the tough \u2063policy choices associated with crafting a new <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-the-uk-resistance-to-transgender-activism-is-fueled-by-socialized-medicine-and-feminist-wine-moms\/\" title=\"In the UK, Resistance to Transgender Activism Is Fueled by Socialized Medicine and Feminist Wine Moms\">socialized health care system<\/a>.<\/p>\n<p>That Newsom \u2062chose to take this gamble rather than alienating the left speaks to the nature of his \u2063own politics.\u200d It\u2064 also means that many \u2063Golden State residents may want to follow the trend of \u2063other Californians and <a href=\"https:\/\/www.businessinsider.com\/california-moving-to-texas-migration-cheaper-affordability-cost-of-living-2023-8\" target=\"_blank\" rel=\"noreferrer noopener\">move elsewhere<\/a> before\u200c Newsom\u200d and\u200b his leftist \u200clegislature impose\u200c their socialist designs on the state\u2019s health system.<\/p>\n<div class=\"fdrlst__b89e9-ce9ffa7725dfece93bd3dbc5863a7dca fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-ce9ffa7725dfece93bd3dbc5863a7dca\"><\/div>\n<hr class=\"wp-block-separator\">\n<\/div>\n<p> <\/p>\n<h2>And funding\u2064 to help transition \u200ctowards a single-payer system. However, there are several \u2064questions that arise from this legislation:<\/h2>\n<p><span>  The recent\u200b legislation signed into law by California Governor Gavin Newsom signals a move\u2063 towards\u200d a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/newsom-pushes-healthcare-for-illegal-immigrants-as-california-lawmakers-look-at-single-payer-healthcare-system\/\" title=\"Newsom Pushes Healthcare For Illegal Immigrants As California Lawmakers Look At Single-Payer Healthcare System\">single-payer healthcare system<\/a> in the state.\u200c While some argue \u200dthat Newsom \u2063is moderating his positions ahead of \u2064a possible presidential run, the reality is that this legislation reveals a far more radical ideology \u200dthan his allies would \u2064like to admit.<\/p>\n<p>First\u200b and foremost, it&#8217;s important to note that the legislation itself\u2064 does \u200cnot establish a\u200d single-payer system in California. \u2064The state is facing \u200ca \u2063significant budget deficit, and implementing \u200bsuch a system would require substantial funds. \u200dInstead, the bill directs \u2062the state&#8217;s secretary of \u200chealth and\u2063 human services to\u2064 develop\u2063 a waiver application \u200dto the federal government over the next two years.
