He believes that by expanding affordable access to community colleges, binational students will be better equipped to enter the \u200bworkforce and contribute to \u2063the thriving binational \u2064economy.<\/p>\n<p>The pilot program is set to begin in January 2024 and will be in effect until July 2028. However, it can be renewed by legislators\u2064 before January 2029. The bill was introduced to address the need for more skilled workers in San Diego County. Economic development \u2064leaders estimate that the county must double the number of people with post-secondary \u2064education by 2030 to meet local economic demands.<\/p>\n<blockquote>\n<p>\u201cSan\u200b Diego County has a robust $250 billion to \u200b$300 billion annual \u2063economy, but\u2064 the fact of the matter is that the region is facing the \u200csame staffing shortages plaguing \u2064California\u2064 and the nation. This is especially true in fields like\u2062 nursing, emergency services, and behavioral health,\u201d Mr. Alvarez said in a March Assembly Higher Education Committee <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billAnalysisClient.xhtml?bill_id=202320240AB91\" target=\"_blank\" rel=\"noopener\">analysis<\/a>.<\/p>\n<\/blockquote>\n<p>Mr. Alvarez emphasized that passing the bill would allow these \u2064students to enter the local workforce, contributing to San Diego County&#8217;s economy and ensuring the region&#8217;s\u2063 international competitiveness.<\/p>\n<p>Under the program, participating students \u2064will pay in-state tuition of $46 \u2062per credit, \u200cinstead of the\u200c $346 per credit fee for non-residents.
