That means as more \u2063people leave the city, it almost insures they will go somewhere with less-strict policies, \u2064and therefore pollute\u2062 more.<\/p>\n<\/p><\/div>\n<p>But back to Mr.\u200d Mejia\u2019s \u201cReboot\u201d report. It begins: \u201c2023 turned out \u200bto be the hottest summer\u2064 on \u2063record\u2014scientists say July was\u200c the\u2062 hottest month in\u2064 120,000 \u2062years. UN\u2063 Secretary General Ant\u00f3nio Guterres warned last fall, \u2018We are \u200con a\u200b highway to climate\u2062 hell with our foot still on the accelerator.\u2019\u201d<\/p>\n<div class=\"my-5\">\n<p>Except on Aug. 14, \u200cright in the middle of the supposed long, \u200dhot summer, 1,609 climate scientists, including\u200c two Nobel science \u200claureates, released\u2062 a <a href=\"https:\/\/clintel.org\/wp-content\/uploads\/2023\/08\/WCD-version-081423.pdf\" target=\"_blank\" rel=\"noopener\">study<\/a> called \u200d\u201cWorld Climate Declaration: There Is No Climate Emergency.\u201d<\/p>\n<\/p><\/div>\n<p>It declared: \u201cThe geological \u2062archive reveals that Earth\u2019s climate has varied as long as the planet \u200chas existed, with natural cold and warm\u2064 phases. The Little Ice Age ended as recently \u200cas 1850. Therefore, it \u2062is no surprise that we now are experiencing\u2063 a period \u2064of\u200d warming. &#8230;<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>There were 1,609 scientists and informed\u200c professionals who signed the Global\u2062 Climate Intelligence Group&#8217;s \u201cWorld Climate Declaration.\u201d (The Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>\u201cThe world has\u200d warmed significantly less than predicted by IPCC [Intergovernmental Panel on Climate Change] on the basis of modeled anthropogenic forcing. The gap between the real \u2063world and the modeled world tells us\u2063 that\u200c we are far\u2063 from understanding climate \u2064change.<\/p>\n<p>\u201cThere is no statistical evidence that \u2063global warming is intensifying hurricanes, floods, droughts and \u2064suchlike natural disasters, or making them more frequent. \u2063However, there is\u2063 ample evidence that CO2-mitigation measures are as damaging as they are costly. &#8230;<\/p>\n<p>\u201cTo believe the outcome of a climate model\u200b is to believe\u2063 what\u200b the \u2062model makers have put in. This is precisely the problem of today\u2019s climate discussion to \u200cwhich climate models are \u2063central. Climate science has degenerated into a discussion based on beliefs, not on sound self-critical science. Should not we\u2062 free ourselves from\u200c the naive belief in immature climate models?\u201d<\/p>\n<div class=\"my-5\">\n<p>Or, as they \u200csay in the computer-programming \u200bworld: GIGO\u2014garbage \u200din, garbage out.<\/p>\n<h2>Bad Measuring<\/h2>\n<p>Controller\u2064 Mejia complained: \u201cThe 2019 plan consisted of 47 \u200blong-term sustainability targets and\u200b 97 short-term milestones designed to\u200d help the City \u2063meet those targets. &#8230;<\/p>\n<p>\u201cIn fact, measuring actual progress toward a carbon neutral city is a shortcoming of the 2019 plan. The \u2018achieved\u2019 or \u2062\u2018exceeded\u2019 programs were often low \u200bbars. Many lack meaningful targets (\u2018deploy\u200b additional charging stations by2021\u2019\u2014how many\u2064 is \u2018additional\u2019?). Even more were simply focused \u2063on writing policies, starting pilots or simply embarking on publicity efforts, e.g., \u2018Launch Green New Deal engagement program by\u200b 2020.\u2019 Some\u200b are too vague to measure. For example, while it is a laudable \u200bgoal to\u2063 \u2018Create 100,000 green jobs by \u20642025\u2019 there is no definition of what exactly\u2062 qualifies as a \u2018green\u2019 job.\u201d<\/p>\n<p>Mr. Mejia\u2019s main point: \u201cGiven what former Mayor Garcetti described as \u2018the existential threat of climate change,\u2019 the small number of outcomes in the Green\u2064 New Deal fall short of a comprehensive and actionable\u2064 set of steps to reduce greenhouse \u2062gas emissions, the primary driver of climate\u2063 change.\u201d<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>An electric vehicle charges on a publicly accessible pole-mounted charger in Los Angeles on Oct. \u200b4, 2022. (Eugene Garcia\/AP Photo)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>To \u2063improve \u200bthe Green\u200c New Deal, he\u200d recommended such things as:<\/p>\n<ul>\n<li>Find \u200dways to leverage L.A.\u2019s assets and power<\/li>\n<li>Find ways to make reducing carbon\u200b emissions easier<\/li>\n<li>Protect L.A., especially the\u2062 most vulnerable communities, from the impacts of climate change<\/li>\n<li>L.A. is a global model, so L.A. must lead<\/li>\n<\/ul>\n<p>But Mr. Mejia\u2019s recommendations were as \u2064vague as those he criticized from Mr. Garcetti\u2019s 2019 proposal.<\/p>\n<h2>Garcetti\u2019s Presidential Campaign Platform<\/h2>\n<p>Call me cynical, but\u2063 here\u2019s what the 2019 plan really was about. In February 2019, new Rep. Alexandria Ocasio-Cortez (D-N.Y.) \u2064and old Sen. Edward \u200cMarkey (D-Mass.) <a href=\"https:\/\/www.nytimes.com\/2019\/02\/21\/climate\/green-new-deal-questions-answers.html\" target=\"_blank\" rel=\"noopener\">proposed<\/a> a Green New Deal for the country. It would have enacted draconian \u200ccontrols on the \u2064energy economy, plunging America into\u2063 a massive depression. It was nonbinding and in \u200dany case went nowhere. (But it gave a lot of publicity to Ms. Ocasio-Cortez, who <a href=\"https:\/\/thehill.com\/policy\/energy-environment\/426353-ocasio-cortez-the-world-will-end-in-12-years-if-we-dont-address\/\" target=\"_blank\" rel=\"noopener\">warned<\/a> \u200bat the time, if draconian action \u200bwere not\u200c taken,\u200d \u201cThe world will end in 12 years.\u201d)<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Just a month earlier, in January, Mr. Garcetti\u2063 <a href=\"https:\/\/www.reuters.com\/article\/us-usa-election-garcetti\/los-angeles-mayor-garcetti-says-he-is-not-running-for-president-idUSKCN1PO05I\" target=\"_blank\" rel=\"noopener\">canceled<\/a> his potential presidential run. He needed something to do. So \u200che <a href=\"https:\/\/www.nytimes.com\/2019\/04\/30\/us\/los-angeles-green-new-deal-poway-rabbi.html\" target=\"_blank\" rel=\"noopener\">put forth<\/a> his own Green New Deal two months\u2064 after that \u2064of Ms. Ocasio-Cortez and Mr. Markey. It was a smart\u200c move because it kept him in the news.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>When President Joe Biden took office, in July 2021 he picked Mr. Garcetti to be ambassador to India,\u200d one of the world\u2019s top \u200cdiplomatic posts. Then a scandal <a href=\"https:\/\/www.nytimes.com\/2021\/12\/15\/us\/garcetti-confirmation.html\" target=\"_blank\" rel=\"noopener\">erupted<\/a> about \u200csexual harassment in Mr. Garcetti\u2019s\u2062 office. He weathered that and finally was <a href=\"https:\/\/www.latimes.com\/politics\/story\/2023-03-15\/garcetti-confirmed-ambassador-india\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> by the\u2062 U.S. Senate in March 2023.<\/p>\n<h2>Garcetti in India<\/h2>\n<p>Given his disastrous performance in L.A., it was a poor choice. India now is\u200c the world\u2019s most populous nation with\u2064 1.4 billion people, and the fourth largest economy. Unlike Communist China, with its \u2062repressive policies,\u2063 democratic\u200d India\u2019s population is growing instead of\u2063 shrinking.\u2062 The World Bank <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_countries_by_GDP_(PPP)\" target=\"_blank\" rel=\"noopener\">estimates<\/a> its economy, using the Purchasing Power Parity measure, is now the third largest\u2064 at $11.9 trillion;\u2064 after only China\u2019s $30.3 trillion and America\u2019s $25.5 trillion.<\/p>\n<\/p><\/div>\n<p>This should\u2063 have been a job for \u2062a top-level professional diplomat who speaks\u2064 Hindi\u2062 and knows the culture and politics.<\/p>\n<div class=\"my-5\">\n<p>In June, <a href=\"https:\/\/in.usembassy.gov\/u-s-and-india-collaborate-to-address-air-pollution-and-climate-change\/?_ga=2.96320284.1678078098.1697068116-454485802.1697068116\" target=\"_blank\" rel=\"noopener\">according<\/a> to the\u2064 U.S. Embassy \u2062in New Delhi, Mr. Garcetti announced, \u201cTo safeguard global peace and prosperity, we need a bold agenda to confront global climate change. There\u200d is no issue that is more fundamental to the\u2062 well-being of all our peoples\u2063 than access to clean air. As Ambassador, I will \u2063prioritize working\u2063 with India to build green\u200c energy solutions and will \u2063support \u2062our growing bilateral effort to ensure a successful green energy transition.\u201d<\/p>\n<\/p><\/div>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>Mayor Eric Garcetti speaks to journalists in Long Beach, Calif., \u2063on \u2064Jan 11, 2022. Green New Deal from his days as mayor, have had no effect on India\u2019s own climate \u2064policies. As I <a href=\"https:\/\/www.theepochtimes.com\/opinion\/energy-unreality-grips-california-not-the-world-5010560\" target=\"_blank\" rel=\"noopener\">reported<\/a> last January in the Epoch Times, like rival China, India is increasing coal use\u200b for energy, not \u200ddecreasing it.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Here\u2019s an\u200c <a href=\"https:\/\/www.reuters.com\/business\/energy\/india-steps-up-coal-use-stop-outages-triggered-by-unusually-dry-weather-2023-09-03\/\" target=\"_blank\" rel=\"noopener\">update<\/a> from Reuters last month:\u200c \u201c[T]he \u200bdriest August in more than a century has resulted in power generation surging to a record 162.7 billion kilowatt hours (units), a Reuters analysis of data from the federal grid operator Grid India showed.<\/p>\n<div class=\"my-5\">\n<p>\u201cCoal\u2019s \u200cshare in \u2062power output rose to 66.7% in August\u2014the highest \u200bfor the month \u200cin six years, according to\u200d a Reuters analysis of government data.\u2064 Lower\u2062 rainfall\u2064 lead to the share of hydro power in \u2063overall output plunging to 14.8%, compared with 18.1% in the same period last \u2064year.\u201d<\/p>\n<h2>Conclusion: \u2062Making Angelenos More Miserable<\/h2>\n<p>I\u2062 traveled with my family from Detroit to Los \u2062Angeles on \u200dvacation in 1964. I \u200cstill watch our old family movies and\u200b can see the heavy smoke over\u2062 the\u200c City of the Angels.\u2063 But Detroit was like that\u2064 then, too.<\/p>\n<p>Since then, these and other cities in\u2062 America\u200c and the \u200dmost developed nations have reduced smog sharply. That\u2019s sensible. But it\u2019s about all that really can be done. Just make life better for the people \u200cwho live where you are. Fixing \u201cclimate change\u201d is a\u2062 chimera.<\/p>\n<p>India, China, and other still-developing countries\u2064 are not going\u2063 to stifle their economic\u2064 development to make \u200cAmerican environmentalists and presidential \u200bcandidates feel good.<\/p>\n<p>Mr. Mejia\u2019s critique of the L.A. \u2062Green \u2064New Deal didn\u2019t go far enough.
