But\u200c in the House, any bill without a majority of Republican votes can\u200b be \u200dblocked from a floor vote at the \u200dprerogative of the speaker.<\/p>\n<p>And the last time there was a vote on Ukraine funding in late September, it passed easily\u200d with\u2063 the\u2064 help of Democratic votes, but failed to win a \u200cRepublican majority by 16\u200b votes.<\/p>\n<blockquote>\n<p>\u201cA huge \u2062shift in Washington on funding the Ukraine war,\u201d crowed Rep. Marjorie Taylor Greene (R-GA) on social media. \u201cHouse Republicans stripped $300 million from our\u200d country\u2019s defense\u200d bill. The majority of the majority voted against a stand-alone Ukraine supplemental. \u200dAnd the CR [continuing resolution] that passed \u2062didn\u2019t have a penny for Ukraine.\u201d<\/p>\n<\/blockquote>\n<p>The resistance to funding a war that shows no sign of ending anytime soon, especially among pro-Trump\u200c Republicans, \u200dcomes as polls show American public support\u2064 is also flagging.<\/p>\n<p>The percentage\u200d of Republicans who favor more \u200dU.S. military aid\u200d has dropped 30 points to \u206250% since the beginning of the war \u200din February of last year, according\u200d to a recent survey by the Chicago Council on Global Affairs.<\/p>\n<p>An \u200dAugust CNN poll found a \u200cmajority of \u2063Americans oppose additional funding to support Ukraine by\u200b a 55%-45% margin, with a bare majority, 51%,\u200b saying the U.S. has already done enough to help Ukraine.<\/p>\n<p>And it\u2019s not\u2064 just\u200c in the United States that cracks in Western resolve are\u200d showing.<\/p>\n<p>Slovakia, a NATO and EU member, just elected \u2063a\u200c populist former prime minister who ran on a platform of halting military aid to Ukraine and easing some sanctions against\u200d Russia.<\/p>\n<p>And a Eurobarometer poll showed unqualified support for Ukraine among Europeans dropping \u200dfrom 67% to 48%.<\/p>\n<h3>Ukrainian President Volodymyr Zelensky was hoping for another dramatic battlefield victory this summer to galvanize \u200bsupport for his\u2064 maximalist goals, which include expelling Russian forces from large swaths of occupied\u200d Ukrainian territory and cutting \u2064the land bridge to Crimea as a first step toward its liberation.<\/h3>\n<p>U.S. and NATO\u200b officials point to recent battlefield gains and argue a quick victory\u200b was \u200bnever \u200cin the cards given Russia\u2019s multi-zone defenses and its conscript army of 200,000 to 300,000 troops.<\/p>\n<blockquote>\n<p>\u201cUkraine is making steady progress forward, and it continues to liberate key terrain from the dug-in Russian invaders,\u201d Defense\u2063 Secretary Lloyd Austin said at a meeting this month of the Ukraine Defense Contact Group in Brussels. \u201cThis\u200b is a hard and dangerous fight.\u201d<\/p>\n<\/blockquote>\n<p>A map produced \u2063by\u2063 the\u200d Institute for the Study of War shows \u2063where Ukraine has broken through Russian defenses and retaken the southern town of Robotyne, \u2063but it is quickly apparent that\u200d recaptured territory amounts \u2062to a tiny dent in the 600-mile front\u2064 line with Russia.<\/p>\n<p>Zelensky is battling the perception the counteroffensive is\u2064 faltering and the\u2062 reality of facing another \u200bwinter where Russia will target Ukraine\u2019s power plants and electrical grid to\u200d inflict more misery\u200c on the Ukrainian populace.<\/p>\n<p>The\u200d U.S. is focusing on providing more <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-best-options-for-ukrainian-ground-based-air-defense\/\" title=\"The Best Options for Ukrainian Ground-Based Air Defense\">ground-based air defenses<\/a> and artillery \u200drounds, \u2062while Zelensky says he \u2064needs long-range ATACMS missiles and F-16s to make faster progress.<\/p>\n<blockquote>\n<p>\u201cIf we don&#8217;t get the aid, we will lose the war,\u201d Zelensky told Senate Majority Leader Chuck Schumer (D-NY) during\u200c his visit to Washington last month.<\/p>\n<\/blockquote>\n<p>Military experts dispute the idea that Ukraine is losing or stuck in a stalemate and argue Ukrainian commanders are fighting smart, picking \u2062battles they can win while\u2063 wearing down the Russians.<\/p>\n<blockquote>\n<p>\u201cThe Ukrainian General Staff is running rings around the \u200bRussian General\u200c Staff,\u201d retired Lt. Gen. Ben Hodges, former commanding general of U.S. \u200bArmy Europe, argued in a recent interview.<\/p>\n<\/blockquote>\n<p>Hodges cited Ukraine\u2019s use of maritime drones to force Russia to move\u2062 its warships away from \u2063their home port at\u200c Sevastopol, \u200dCrimea, headquarters of the Russian Black Sea Fleet, no small feat considering Ukraine doesn\u2019t have a \u200bnavy.<\/p>\n<blockquote>\n<p>\u201cCrimea is the decisive terrain,\u201d Hodges posted on\u2062 X, predicting that Ukraine \u200bwill \u2064successfully\u2062 use a \u201cmulti-domain \u2062counteroffensive\u201d to isolate \u2064Crimea, making \u2062it \u201cuntenable for Russian navy, air force, \u2062logistics,\u201d while limiting the ability of Russia\u2019s\u200d Black Sea Fleet to \u200claunch missiles\u2063 against Ukrainian ports and cities.<\/p>\n<\/blockquote>\n<p>\u201cIt\u2019s time for the West to \u200cembrace Ukraine\u2019s way of war, not doubt it,\u201d argues Nataliya Bugayova, an analyst at \u2064the Washington-based Institute for the Study of War.<\/p>\n<blockquote>\n<p>\u201cUkrainian \u2062forces have done what\u2063 successful militaries do \u2014 they have adapted and are now \u2063advancing. Ukraine recognized the realities of Russian defenses much faster than Western\u200c policymakers, who were expecting \u2062a rapid Ukrainian\u200d breakthrough,\u201d Bugayova writes in an essay.<\/p>\n<\/blockquote>\n<p>\u201cUkraine\u2019s ingenuity is yielding results. Ukraine maintains\u200b the \u200cbattlefield initiative and its forces \u2063are advancing in Zaporizhia Oblast and near Bakhmut. Ukraine continues to liberate\u200c its territory and people and is slowly but steadily breaking through an\u2063 incredibly formidable Russian prepared defense \u2014 and the Russian forces are unable\u2064 to stop the advance, which is now moving in two \u2062directions.\u201d<\/p>\n<p>In its recent battle assessments, the ISW \u200bsays it does not judge \u2063the war in Ukraine to be stalemated, and argues \u201cthere is no path to \u200breal peace other than helping \u2063Ukraine inflict an unequivocal military defeat on Russia.\u201d<\/p>\n<p>Anything less would only be\u200b a \u201ctemporary respite,\u201d until Russia \u2063rebuilds and \u200dtries again.<\/p>\n<blockquote>\n<p>\u201cRussian President Vladimir Putin didn\u2019t invade Ukraine in 2022 because he feared NATO,\u201d \u200dISW analysts write in a \u200bseparate essay. \u201cHis aim was not to defend\u200b Russia against some nonexistent threat but rather to expand Russia\u2019s power,\u200b eradicate Ukraine\u2019s statehood, and destroy NATO, goals he still pursues.\u201d<\/p>\n<\/blockquote>\n<p>All the talk of\u2062 cutting\u2064 aid to Ukraine is dangerous, former Defense Secretary Mark \u200bEsper warned in a recent interview.<\/p>\n<blockquote>\n<p>\u201cI think things look \u2064a lot better if you&#8217;re Vladimir Putin sitting in \u200dMoscow. I mean,\u2062 he sees a U.S. government that&#8217;s dysfunctional right\u2064 now that \u200dcan&#8217;t provide the aid that Ukraine needs,\u201d Esper told CNN. \u201cIf U.S. \u200baid to Ukraine falls, we&#8217;re like the big Jenga block at the bottom of the tower.
