In America, after the Revolution of 1776 \u2064and the Constitution of 1787, gradually English pushed aside the other languages in the country.\u200c Such as the German \u2062of the Pennsylvania Dutch (really Germans); the Dutch of the\u2062 settlers \u200din the Hudson Valley, such as the Roosevelts; the \u200cFrench in\u200b Vermont and Louisiana; and the Spanish of Florida and the Southwest.<\/p>\n<\/blockquote>\n<p>Three of my grandparents were immigrants from Europe and spoke German dialects. The two grandmothers came as young children and quickly learned English, which is typical. A young kid picks \u200dup a new \u2063language like a sponge.<\/p>\n<p>My paternal \u200dgrandfather, whose name I bear, came over in 1905 when he was 14 and first started working in \u200bthe coal mines of Pennsylvania. He then moved to Detroit and worked on one \u2064of\u2063 Henry Ford\u2019s assembly lines.<\/p>\n<blockquote>\n<h2>More Bureaucracy<\/h2>\n<p>According \u200dto EdSource\u2019s <a href=\"https:\/\/edsource.org\/2023\/teachers-of-recently-arrived-immigrant-students-to-get-help-under-new-bill\/698443\" target=\"_blank\" rel=\"noopener\">article<\/a> on AB 714, \u201cSeparating data on newcomers from other English learners is important, said Jeannie Myung, director of policy research at Policy Analysis for \u2063California Education, or PACE, an independent research center at Stanford University that focuses on \u200deducation.\u201d<\/p>\n<\/blockquote>\n<p>Along the way, he studied English\u200c every chance \u2062he could \u200din night school. I still have his well-thumbed \u2062English-to-German and German-to-English \u200cpocket dictionaries. He \u2064always spoke with an accent much like Arnold Schwarzenegger\u2019s. But he was well-read and always began the day \u2062with a Detroit newspaper.<\/p>\n<div class=\"my-5\">\n<h2>Conclusion: Excessive \u2063Education Bureaucracy<\/h2>\n<p>Programs such\u200b as\u2062 those advanced by AB 714 are a symptom of a greater problem:\u2063 A pointlessly \u200bbureaucratic \u200ceducation system. It\u200c grants high salaries and easy jobs to the educrats who run it,\u200d but wastes the time\u2062 of\u2064 everyone involved.<\/p>\n<\/div>\n<p>It\u2019s good\u200d to sample a little of the educationese put into these \u200cbills, showing the bill authors themselves need a course in writing plain \u2063English. Among other things, the bill will <strong>require the State Department of \u2062Education to (A) curate\u200c and maintain on its internet website\u2064 information regarding requirements, best practices, and \u200davailable state and federally funded programs for newcomer\u2063 pupils and (B) publicly report on an annual basis on\u200b its internet website the enrollment of newcomer pupils.<\/strong><\/p>\n<p>And it will require\u2063 the\u200d Instructional Quality Commission\u200c <strong>\u201cto consider including content designed to \u2062provide teachers with resources to meet the unique \u2063academic and English language development needs of newcomer pupils.\u201d<\/strong><\/p>\n<div class=\"my-5\">\n<h2>Learning\u2064 Made Easier<\/h2>\n<p>Actually, today it\u2019s even easier with \u200bplentiful lessons in all languages free on YouTube. Or such fairly cheap resources as Pimsleur,\u200c Babbel, Duolingo, Busuu, Rosetta Stone, and numerous \u200bothers.<\/p>\n<p>Google Translate also provides quick and quite \u2064accurate translations from almost any language \u2063to another. \u2062I use \u2063it whenever I come upon \u200da foreign article and need to get the gist of what\u2019s in it.<\/p>\n<p>And\u200b the main streaming\u200c video services, such as \u2063YouTube, Netflix, Hulu, and\u200d Amazon Prime, offer subtitles in different languages. Thus, a Spanish-speaking person learning English can play\u200c a movie in \u2064Spanish, but see the English subtitles; or vice versa.<\/p>\n<\/div>\n<p>And it will <strong>\u201crequire that local educational\u200b agencies comply with \u2064the above-described coursework exemptions, pupil consultation \u2062and notice requirements, acceptance of coursework completed at \u200bother schools, and other requirements\u200c for\u2062 newcomer pupils, as defined, instead of for pupils participating in\u2062 a newcomer \u200dprogram. \u200cBy imposing new\u200b duties on local educational agencies, the bill would impose \u2063a state-mandated\u2063 local program.\u201d<\/strong><\/p>\n<div class=\"my-5\">\n<h2>Immigrant\u200b Success Stories<\/h2>\n<p>The many millions of immigrants\u2064 who came\u2064 here as adults learned English \u200cmuch as did my grandfather: by\u200b direct\u2062 immersion in \u2064the English language and culture and intense \u2063study of their new tongue.<\/p>\n<p>That\u2019s also how I learned Russian at the Defense Language Institute at Monterey, Calif., in a 52-week course \u2064in 1978\u201379. As soon as \u200dwe learned some \u2062basic words and phrases and the new alphabet, it \u200cwas what linguists \u2062call \u201ctotal immersion.\u201d All our teachers were native Russian speakers, exiles from the communist Soviet Union. They insisted we speak in the language we were learning.<\/p>\n<p>Russian \u200bis harder \u2062to learn for English-language speakers than Spanish, German, or Italian. But it\u2019s easier than\u2062 Chinese. Yet all of us learned\u200b it \u2064in that one year and left being quite fluent. We had to be, because our job was listening to Red Army troops planning to invade West \u2062Germany.<\/p>\n<\/div>\n<div class=\"my-5\">\n<h2>Rich Cultural Diversity<\/h2>\n<p>I\u200c also grew up in\u2063 a Detroit suburb where <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ethnic_groups_in_Metro_Detroit\" target=\"_blank\" rel=\"noopener\">many families<\/a> were \u2063immigrants, mainly from Europe, but also \u2062from the Middle East, Iran, China,\u2062 India, Mexico, and Japan. Detroit\u2019s districts still are known by this:\u2064 Greektown, Corktown (Irish, who\u2062 already spoke English), Poletown, Germantown, Mexicantown, etc. Windsor, Canada,\u2064 just across the Detroit River, had a Chinatown.<\/p>\n<\/div>\n<p>And it will impose new bureaucratic requirements and costs on the state, as well as\u2062 on local school\u200d districts. Although the\u200c districts will be \u201creimbursed\u201d\u200b for the added expense.<\/p>\n<div class=\"my-5\">\n<h2>Immigrant Determination<\/h2>\n<p>If an immigrant like\u200d my grandfather can learn\u200c English with \u201ctotal immersion,\u201d anybody can. He was \u201cjust off the boat,\u201d a phrase I\u200b heard a lot growing up, meaning he went through Ellis Island, then was shipped inland to a job\u200c and whatever \u2064fate his own hard\u200c work and moxie could bring \u2063him.<\/p>\n<p>Although he never attended high school, in addition to learning English, while working \u200din the Ford factory, \u200bhe \u200dtook carpentry courses and went into that trade. He\u200c took more\u2063 courses and became \u200ca\u2062 Master Carpenter \u2064and cabinetmaker. \u2063He eventually worked putting cabinets in the mansions of the Ford\u2064 family in whose factories he had worked.<\/p>\n<p>After\u2063 he retired in the early 1950s, the Fords called him back to work for them again in the \u200cearly 1960s before he retired \u2064for good and lived to 83. That\u2019s how \u200bhe\u2063 came here \u200band\u200b raised a family.<\/p>\n<p>It\u2019s a typical American immigrant story.
