Steven Bradford (D-Gardena), passed unanimously through both chambers of the California Legislature, receiving its final approval in the Senate Sept. 14.<\/div>\n<div class=\"my-5\">\u201cThe Ebony Alert will ensure that vital resources and attention are given so we can bring home missing Black children and women in the same way we search for any missing child and missing person,\u201d said Mr. Bradford in a <a href=\"https:\/\/sd35.senate.ca.gov\/news\/2023-10-09-governor-signs-senator-bradford%E2%80%99s-%E2%80%9Cebony-alert%E2%80%9D-legislation-help-bring-home-missing#:~:text=California%20will%20become%20the%20first,and%20Black%20women%20in%20California.\" target=\"_blank\" rel=\"noopener\">statement<\/a> following the governor\u2019s decision to sign the bill. \u201cOur Black children and young women are disproportionately represented on the lists of missing persons. Gavin Newsom signed the bill into law Oct. 8, despite having concerns that the bill was too expansive.<\/p>\n<div class=\"my-5\">\u201cWhile I am signing this bill, my Administration has broader concerns that were clearly expressed to the author throughout the process,\u201d Mr. Newsom said in a <a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2023\/10\/SB-673-SIGN-MSG.pdf\" target=\"_blank\" rel=\"noopener\">letter<\/a> to the Senate after signing SB 673.<\/div>\n<p>The criteria in the bill are expansive and do not align with such for existing alerts for children, Native Americans, and elderly missing people, the governor added.<\/p>\n<p>\u201cOur emergency alert system is dependent on people not being fatigued by it and thus ignoring it,\u201d Mr. Newsom said in the letter.<\/p>\n<p>The governor has directed the California Highway Patrol and the Governor\u2019s Office of Emergency Services to propose reforms to the law through future budget proposals to ensure all of the state\u2019s programs are consistent, he said.<\/p>\n<p>Under the new law, the state will issue a notification for black youth who are reported missing and are at-risk, developmentally disabled, cognitively impaired, or who have been abducted.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>California Gov. (Mario Tama\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>Once enacted on Jan. 1, 2024, the system will authorize law enforcement agencies in the state to request the California Highway Patrol to issue a public alert if it is determined it would help investigators locate the missing person. Once activated, the Ebony Alert would be posted on electronic highway signs to alert the public.<\/p>\n<p>The new law also encourages television, cable, online, radio, and social media outlets to cooperate by publishing the information.<\/p>\n<p>The program is similar to the American\u2019s Missing: Broadcast Emergency Response (AMBER) Alert system, which was created in 1996 in Texas as a legacy of 9-year-old Amber Hagerman, who was kidnapped and murdered. The system was later adopted nationally.<\/p>\n<div class=\"my-5\">About <a href=\"https:\/\/blackandmissinginc.com\/statistics\/\" target=\"_blank\" rel=\"noopener\">39 percent<\/a> of people reported missing in the United States in 2022 were people of color, according to the Black and Missing Foundation, a national nonprofit group dedicated to bringing awareness to missing persons of color.<\/div>\n<div class=\"my-5\">In the United States, <a href=\"https:\/\/www.statista.com\/statistics\/240401\/number-of-missing-person-files-in-the-us-since-1990\/\" target=\"_blank\" rel=\"noopener\">521,705 people<\/a> were reported missing in 2021, according to the National Crime Information Center. Of those, about <a href=\"https:\/\/www.statista.com\/statistics\/240396\/number-of-missing-persons-files-in-the-us-by-race\/\" target=\"_blank\" rel=\"noopener\">34 percent<\/a> were black. Census data show the black population in the United States is about 14 percent.<\/div>\n<div class=\"my-5\">Last year, California created a similar program called the \u201c<a href=\"https:\/\/www.chp.ca.gov\/Pages\/Feather-Alert.aspx\" target=\"_blank\" rel=\"noopener\">Feather Alert<\/a>\u201d system. The public alerts can be used by law enforcement agencies investigating suspicious or unexplained disappearances of indigenous people.<\/div>\n<p>The \u201chistoric\u201d bill signing will put a spotlight on black children and young women, according to the National Association for the Advancement of Colored People (NAACP) California Hawaii State Conference, a regional chapter of the national civil rights organization that sponsored the legislation.<\/p>\n<p>\u201cToday\u2019s bill signing represents a historic breakthrough, guaranteeing that Black children and young Black women will receive the attention and protection they need when they are reported missing,\u201d said the chapter\u2019s President Rick Callender.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>California will become the first state in the nation to create what\u2019s called an Ebony Alert system beginning next year to help find black youth reported missing under unexplained or suspicious circumstances.Senate Bill (SB) 673, authored by Sen.
