Version: 4.0.47--><blockquote>\n<p>House Majority Leader Steve Scalise\u2019s (R-La.) first act as the Republican nominee for speaker\u200d was to postpone the election in the House of Representatives.<\/p>\n<p>The Republican conference nominated Mr. Scalise \u200con Oct.\u2064 11, less\u200c than two hours \u200cahead of \u200da scheduled floor vote that would pit Mr.\u200c Scalise against \u200cMinority Leader Hakeem Jeffries (D-N.Y.).<\/p>\n<p>However, Mr. Scalise\u2019s true opponent\u200b is not the Democratic nominee, \u200bsince Democrats lack\u2064 the votes to elect him.<\/p>\n<\/blockquote>\n<h2>Related Stories<\/h2>\n<ul>\n<li>\n    <a href=\"http:\/\/www.theepochtimes.com\/us\/scalise-secures-gop-speaker-nomination-but-unclear-if-he-has-votes-on-floor-5508121?ea_src=author_manual&#038;ea_med=related_stories\"><br \/>\n      <strong>Scalise Secures GOP Speaker Nomination But Unclear If He Has Enough Votes on\u200d Floor<\/strong><br \/>\n    <\/a><\/p>\n<p class=\"text-comp-caption\">10\/11\/2023<\/p>\n<\/li>\n<li>\n    <a href=\"http:\/\/www.theepochtimes.com\/us\/no-clear-gop-frontrunner-for-speaker-on-eve-of-election-5507718?ea_src=author_manual&#038;ea_med=related_stories\"><br \/>\n      <strong>No Clear GOP Frontrunner for Speaker on Eve of Election<\/strong><br \/>\n    <\/a><\/p>\n<p class=\"text-comp-caption\">10\/10\/2023<\/p>\n<\/li>\n<\/ul>\n<p>To go from Republican nominee to Speaker\u2063 of the House, Mr. Scalise must win over resisters within his own conference who have announced their intention to carry on the battle to elect\u200c Mr. Scalise\u2019s opponent for the\u2062 party\u2019s nomination, Judiciary Committee \u2062Chairman Jim \u2064Jordan (R-Ohio).<\/p>\n<p>That resistance is formidable given the balance of \u2064power in the \u200dHouse, where Republicans \u2064hold a slim majority.<\/p>\n<div class=\"my-5\">\n<p>As\u2064 the speaker nominee, Mr. Scalise has inherited the problem\u200b faced by former \u2064Speaker Kevin\u200d McCarthy (R-Calif.), whose tenure\u200b was plagued\u200d by infighting as \u200da small number of \u200bopponents wielded outsized leverage over their Republican colleagues.<\/p>\n<h2>First Vote Pulled<\/h2>\n<p>Mr. Scalise\u2062 encountered the McCarthy problem almost immediately upon accepting the nomination, \u2063as his first action was\u200b to\u2062 postpone the \u2063scheduled speaker election.<\/p>\n<\/div>\n<p>Mr. Scalise indirectly acknowledged the need to shore up support within his own \u2063party in public remarks to the press shortly after \u2062his nomination.<\/p>\n<p>\u201cObviously, we still have work to do,\u201d \u200dMr. Scalise\u200c said. \u201cWe have\u2062 to go upstairs on the \u200cHouse\u2063 floor and resolve this, and get the \u2064House open again.\u201d<\/p>\n<p>The full House was scheduled to hold a speaker election at 3:00 p.m., \u200cbut\u2063 that timing was met \u200cwith \u2062resistance by fellow Republicans.<\/p>\n<p>\u201cThe House GOP should NOT have called a vote at 3:00 p.m. after finishing \u200cthe [nominating] vote at 1:30 p.m. in\u200d Conference. That is unacceptable and purposeful,\u201d Rep. Chip Roy\u2062 (R-Texas) \u2064wrote on X. Mr.\u200d Roy\u2062 had\u200d supported\u200b Mr. Jordan\u2019s nomination and said he would not be voting\u200d for Mr. Scalise.<\/p>\n<div class=\"my-5\">\n<p>The vote was canceled an hour\u200d later, \u200bMr. Scalise\u2019s first acquiescence to a minority faction within the Republican conference.<\/p>\n<h2>Small \u2063Numbers, Big Impact<\/h2>\n<p>Republicans hold 221 of 435 House seats with two vacancies. That means the GOP \u200dmust maintain\u200d near unanimity\u2062 in order to\u200c get anything done. Just\u200c five Republican holdouts can block any action by the majority, including the\u200c election of a speaker.<\/p>\n<\/div>\n<p>Over the last nine months,\u200b a \u200csmall group of resisters\u2014not\u2062 always the same ones\u2014used\u200d that leverage\u200d to block \u2062Mr. \u2062McCarthy \u200don more \u2062than one occasion.<\/p>\n<p>That began with his election in January, which \u200cwent on for 15\u200c ballots until the would-be\u2062 speaker apparently made concessions to the dozen\u200b or so holdouts who refused to vote for him.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Majority \u200bLeader \u200dKevin McCarthy (R-Calif.) listens to floor proceedings\u200b in the \u2063House Chamber during the fourth day of elections for speaker of the\u2063 House,\u2063 on Jan. 6, 2023. (Chip Somodevilla\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>A relatively small \u200bnumber of \u200bRepublicans were able to block some legislation\u200d from coming to\u200b the\u2064 floor, including the $868 defense appropriations bill when first presented.<\/p>\n<p>Just eight Republicans, joined by 208 Democrats, overruled the vast majority of their conference by ousting Mr. McCarthy from the speakership on Oct. 3.<\/p>\n<p>Mr. Scalise has won the votes of some who consistently resisted Mr. McCarthy, including Reps. Tim Burchett\u200b (R-Tenn.), Matt Rosendale (R-Mont.), and Matt Gaetz (R-Fla.).<\/p>\n<p>Others have withheld\u200b their support from the Republican\u2064 nominee.<\/p>\n<p>\u201cI\u2019m voting for Jim Jordan,\u201d Rep. Lauren Boebert\u200b (R-Colo.) told reporters curtly on exiting the nominating \u200cconference.<\/p>\n<p>Freshman Rep. Max Miller (R-Ohio) also said\u2064 he would refuse to support Mr. Scalise.\u2064 \u201cIf Jim Jordan does\u2063 not get \u2063the majority within that room, I \u200cwill go down to the House floor and continue to vote \u200bfor Jim Jordan,\u201d Mr. Miller told reporters on \u200cOct.\u2062 11.<\/p>\n<p>\u201cI \u2062just voted \u2064for Jim Jordan for Speaker on a private ballot in conference, and I will be voting \u200cfor Jim Jordan on the House floor,\u201d Rep.\u2062 Marjorie Taylor Greene (R-Ga.) wrote on \u200bX shortly after the nominating vote.<\/p>\n<p>Rep. Thomas Massie (R-Ky.) told reporters he still\u200c supported Mr. Jordan, and\u2064 Rep. Anna Paulina Luna\u200c (R-Fla.) made a statement to \u2062that effect on X. \u200bRep. Michael\u2062 Cloud (R-Texas) announced on X that he\u2062 would not support Mr.\u200b Scalise \u201cabsent a further discussion.\u201d<\/p>\n<div class=\"my-5\">\n<p>Like\u200d Mr. McCarthy before him, Mr. \u200bScalise must\u200d now work to \u2064win over holdouts within his own conference in order to\u2064 claim the speakership, let\u2063 alone be effective in \u200bit.<\/p>\n<h2>Voice of Experience<\/h2>\n<p>Mr.\u2064 McCarthy\u200c defined the problem for\u2062 the next speaker, as he sees\u2062 it, in working with the current\u200c Congress.<\/p>\n<\/div>\n<p>\u201cThe challenge here is\u200c that we have a \u2063small group of members within\u200c our conference\u2062 that partnered all with Democrats,\u201d Mr. McCarthy said, apparently \u2064referring to the vote to vacate \u200dthe\u200b chair.<\/p>\n<p>\u201cThis small group also stopped us from ever bringing individual bills before and argued [about] why didn\u2019t we bring \u2064them to\u2063 the floor. They literally shut down the entire floor\u200c in one week,\u201d Mr. McCarthy\u2064 continued. \u201cI\u2019m not quite sure what they want.
