Roy\u2064 Cooper\u2019s veto of several Republican-backed election bills on \u2063Tuesday, \u2063marking a major win for activists concerned about the integrity of the state\u2019s electoral system.<\/p>\n<p>Upon their <a href=\"https:\/\/thefederalist.com\/2023\/08\/23\/north-carolina-republicans-hijack-their-own-election-integrity-bill-to-eliminate-closed-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">passage<\/a> by \u2064North Carolina\u2019s\u2062 Republican-controlled legislature within the past \u2064two \u2064months, <a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/S747'\" target=\"_blank\" rel=\"noreferrer noopener\">SB 747<\/a> \u2064 and \u200b <a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/SB%20749\" target=\"_blank\" rel=\"noreferrer noopener\">SB 749<\/a> were promptly <a href=\"https:\/\/governor.nc.gov\/news\/press-releases\/2023\/08\/24\/governor-cooper-veto-election-bill-makes-it-harder-vote-and-votes-count\" target=\"_blank\" rel=\"noreferrer noopener\">vetoed<\/a> by Cooper. When announcing his veto of\u2062 SB 747, the Democrat governor <a href=\"https:\/\/abcnews.go.com\/US\/wireStory\/north-carolina-governor-veto-election-bill-sparking-override-102537361\" target=\"_blank\" rel=\"noreferrer noopener\">baselessly accused<\/a> state Republicans of orchestrating \u201can all-out assault on the right to vote\u201d and\u2062 <a href=\"https:\/\/governor.nc.gov\/news\/press-releases\/2023\/08\/24\/governor-cooper-veto-election-bill-makes-it-harder-vote-and-votes-count\" target=\"_blank\" rel=\"noreferrer noopener\">falsely claimed<\/a> their \u2064legislation makes it \u201charder for [residents] to\u2062 vote\u201d and encourages \u201cvoter intimidation.\u201d<\/p>\n<p>Contrary to Cooper\u2019s unsubstantiated accusations, SB 747 includes numerous provisions strengthening the integrity of North Carolina\u2019s elections\u200c system. Among the <a href=\"https:\/\/thefederalist.com\/2023\/08\/23\/north-carolina-republicans-hijack-their-own-election-integrity-bill-to-eliminate-closed-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">changes<\/a> to state law are requirements\u200b that election records be retained\u2063 for 22 months after an election and all mail-in ballots be\u2064 received by the time polls close \u2064on Election Day. The bill additionally bans the acceptance and use of private\u200d money, or \u201c<a href=\"https:\/\/thefederalist.com\/tag\/zuckbucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckbucks<\/a>,\u201d in elections and mandates a process for removing \u200cnoncitizens \u200bfrom \u2063 <a href=\"https:\/\/thefederalist.com\/tag\/voter-roll-maintenance\/\" target=\"_blank\" rel=\"noreferrer noopener\">voter rolls<\/a>.<\/p>\n<p>During the 2020 election, Meta CEO Mark\u200d Zuckerberg gave <a href=\"https:\/\/www.techandciviclife.org\/100m\/\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of millions of dollars<\/a> to nonprofits such as the Center for Tech\u2064 and Civic Life, which in turn poured these \u201cZuckbucks\u201d into local election offices in battleground states around the country, changing how elections were administered. The funds were ultimately\u2062 used to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-want-their-private-security-looking-over-gop-poll-watchers-shoulders\/\" title=\"Democrats seek to monitor GOP poll watchers with private security.\">expand unsupervised election protocols<\/a>\u2064 like mail-in voting and the \u2062use of ballot drop \u200dboxes. To \u2063make matters\u2062 worse, these \u2063grants\u200c were heavily skewed toward Democrat-majority counties, essentially making it a massive, privately funded Democrat get-out-the-vote operation.<\/p>\n<p>SB 747 does have its flaws, however. Included \u2063in the measure is a section <a href=\"https:\/\/thefederalist.com\/2023\/08\/23\/north-carolina-republicans-hijack-their-own-election-integrity-bill-to-eliminate-closed-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">prohibiting<\/a> political parties\u200b from closing their primary \u200belections to unaffiliated voters, which guarantees unaffiliated voters the ability to influence the outcome of party elections. During a previous interview with The\u2062 Federalist, Jim Womack, \u200cthe president of the North Carolina Election Integrity Team, detailed how the\u2063 <a href=\"https:\/\/vt.ncsbe.gov\/RegStat\/Results\/?date=08%2F19%2F2023\" target=\"_blank\" rel=\"noreferrer noopener\">large number<\/a> of unaffiliated voters in the state\u2064 could derail more conservative candidates in Republican primaries\u200c to the\u200c benefit\u200b of establishment Republicans.<\/p>\n<p>Meanwhile, \u2062SB 749 would alter \u2064the composition of North \u200bCarolina election boards. \u200dAccording to <a href=\"https:\/\/thehill.com\/homenews\/state-watch\/4248300-north-carolina-republicans-override-veto-on-election-control-measure\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Hill<\/a>, the measure stipulates that state and county election boards \u201cwill now be appointed with\u200c an equal number of\u2062 Democrats and Republicans\u201d rather than \u201cbeing controlled by the party of the governor.\u201d<\/p>\n<p>Activists concerned \u200cabout the transparency and security of U.S. elections\u200b have since applauded North Carolina Republicans for overriding Cooper\u2019s\u200d veto of SB 747.
