However, experts predict that\u2063 this cycle will be unlike\u200b any other in \u2063American \u200bhistory. With a combination of super PAC spending, dark \u2062money contributions, and what is known as &#8220;The Trump Factor,&#8221; the 2024 election is expected to be the most expensive ever.<\/p>\n<div class=\"my-5\">\n<p>According to current polling, it is likely that former\u200b President Donald Trump will \u200bbe the GOP candidate facing off against \u200cincumbent President Joe Biden in 2024.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>The largest political \u2062action committee (PAC) supporting President Biden is Priorities USA.<\/p>\n<\/div>\n<h2>Related Stories<\/h2>\n<ul>\n<li><a href=\"http:\/\/www.theepochtimes.com\/us\/millions-missing-from-top-biden-super-pac-5479103?ea_src=author_manual&#038;ea_med=related_stories\"><strong>Millions Missing From Top\u200d Biden Super PAC in Financial Disclosures<\/strong><\/a>  &#8211; 8\/23\/2023<\/li>\n<li><a href=\"http:\/\/www.theepochtimes.com\/sports\/nba-players-union-decries-alarming-orlando-magic-donation-to-desantis-super-pac-5444818?ea_src=author_manual&#038;ea_med=related_stories\"><strong>NBA Players Union Decries \u2018Alarming\u2019 Orlando Magic Donation to \u200bDeSantis Super PAC<\/strong><\/a>  &#8211; 8\/4\/2023<\/li>\n<\/ul>\n<div class=\"my-5\">\n<p>According to data from the Federal Election\u200b Commission (FEC), Priorities USA has received $533,465 in contributions since\u200b January.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>Its sister PAC,\u2063 Priorities USA Action, has \u2063received total receipts of $1,001,803 from January\u200c through June.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>Priorities USA\u2062 Action has also \u200dreceived millions\u200d from other Democrat super PACs such as ActBlue, which has received a total of $312,174,821 in contributions from January through June.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>Another pro-Biden PAC, Future Forward PAC, posted total receipts of $67,163 in the same\u2063 period. Future\u200c Forward USA Action has received $55,798.<\/p>\n<\/div>\n<p>President Trump relies more on contributions gathered by his own entities\u200c from individual donors rather than becoming dependent on outside PACs.<\/p>\n<div class=\"my-5\">\n<p>One PAC supporting President Trump is his own Save America PAC. FEC data shows that this PAC has received $53,869,268 in individual contributions from Jan. 1 through June 30. Of that, $2,233,831\u2062 was disbursed to the Save America PAC, and another $29,235,083 was \u2062given \u2063to the Donald J. Trump for President 2024 PAC.<\/p>\n<\/div>\n<p>Donald J. Trump for President 2024 PAC has total receipts of $32,164,175 in this period.<\/p>\n<p>On Oct. 4, the Trump campaign boasted an intake of &#8220;more than $45.5\u2064 million in the third quarter with over $37.5 million cash on hand.&#8221;<\/p>\n<div class=\"my-5\">\n<p>The question remains: How much of an impact will PAC spending have on the outcome of the election?<\/p>\n<\/div>\n<h2>&#8216;Why Are They Doing This?&#8217;<\/h2>\n<p>An analysis of year-end\u200d disclosures by OpenSecrets found that the 2022 midterm elections cost more than $8.9 billion, surpassing the inflation-adjusted $6.7 billion\u2064 spent by PACs during the 2018 midterms.<\/p>\n<p>During the 2021\u20132022 cycle, OpenSecrets said 2,476 super PACs raked in $2.7 billion and spent $1.4 billion.<\/p>\n<p>While PAC spending has increased dramatically over the \u2062past few election cycles, Sarah Bryner, director of research \u200cand strategy for OpenSecrets, says \u200cbig PAC spending doesn&#8217;t always\u200d translate into victories by their chosen political candidates.<\/p>\n<div class=\"my-5\">\n<p>&#8220;We have this assumption that the more you spend the more likely it is that you&#8217;re going to\u200d be able\u200d to get the\u200c outcome that you want. But \u200bthat&#8217;s just not the case,&#8221; Ms. Bryner \u200dtold The Epoch Times. &#8220;You only \u2062need to look at one Mike Bloomberg to know it&#8217;s not the case because he spent a billion dollars and it essentially made no difference.&#8221;<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>Mike Bloomberg, a self-made billionaire and former New York City mayor, formally announced his presidential bid for the 2020 election on Nov. \u200c24, 2019. Four \u2064months later, on March 24, 2020, he \u2062abruptly suspended his campaign. According to an April 20, 2020, Federal Election Commission filing, that failed campaign cost him over $1\u200d billion.<\/p>\n<\/div>\n<p>For all of the billions spent during the 2022 midterm elections, Democrats only picked\u2062 up one\u200c U.S. \u2063Senate seat, and Republicans barely eked out a \u2064five-member majority in the House.<\/p>\n<p>When you look at PAC spending in 2022, and what was actually accomplished in congressional races, Ms. Bryner said some may ask, &#8220;Why are they doing this?&#8221;<\/p>\n<div class=\"my-5\">\n<p>&#8220;It would be na\u00efve to say that these people are \u200cjust wealthy\u2064 folks throwing around their money,&#8221; she said. &#8220;They&#8217;re doing this for a reason.&#8221;<\/p>\n<\/div>\n<h2>PAC &#8216;Influence&#8217;<\/h2>\n<p>One reason Ms. Bryner cited for PAC \u200cspending is, of\u2062 course, to \u2062get candidates \u200celected who support a PAC&#8217;s political objectives and \u2062who will advocate \u2063for legislative measures to facilitate those objectives.<\/p>\n<p>&#8220;In \u200dthe United\u2062 States we have razor tight majorities in both congressional bodies and the \u200dpresidency can turn on a dime, as we&#8217;ve seen,&#8221; Ms. Bryner noted. &#8220;So even if it&#8217;s not as clear as, &#8216;I spend \u200dmore money and I get the outcome I want,&#8217; that spending can be influential, even \u200bif it is just that one seat majority\u2064 in the Senate, and that\u2063 did\u2064 make a difference for the Democrats\u200d holding the Senate.&#8221;<\/p>\n<p>Aside from the effort to get preferred candidates elected, PACs also spend billions to influence public \u2062discussion on topics from climate change to abortion.<\/p>\n<p>As Ms. Bryner explained, influencing the \u200bpublic conversation and bringing certain topics to the forefront is a &#8220;concerted plan&#8221;\u200d used\u200d by Republicans and Democrats to energize their respective bases for whichever candidate supports the PAC&#8217;s perspective.<\/p>\n<p>&#8220;You don&#8217;t want to be the party that spends less. So, depending \u200con how you look at it, \u2062there&#8217;s this\u200d race to the top or to the bottom\u200c with spending on \u200bsome of these races,&#8221; she said.<\/p>\n<p>Looking forward to 2024, The Epoch Times asked Ms. Bryner\u200c if\u2064 PAC spending was\u200b going to\u200c be bigger and \u200cmore impactful for the 2024 presidential election cycle than in 2020.<\/p>\n<p>&#8220;I don&#8217;t \u2062think it will be more impactful necessarily for\u2062 2024. It&#8217;s such a nebulous thing to measure in a lot of ways,&#8221; she\u2063 said.<\/p>\n<p>As OpenSecrets reported in February 2021, the 2020 presidential election cycle was the &#8220;most \u2064expensive ever,&#8221; with $14.4 billion in political spending, more than double the record-breaking total of the 2016 presidential election cycle.<\/p>\n<div class=\"my-5\">\n<p>However, on April 24, OpenSecrets reported that Democrats anticipate they \u200dwill &#8220;blow past $2 billion&#8221; in 2024, making it their &#8220;most expensive election cycle in history.&#8221;<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>&#8220;The 2020 presidential elections were absolutely astronomical, breaking\u2064 records \u200bby a longshot,&#8221; \u2062Ms. Bryner said. &#8220;Are we going to see a comedown from that in 2024? It&#8217;s\u200d hard\u2063 to tell. It&#8217;s really still too early. But I think it\u200c will have a lot to do with the \u200cRepublican presidential primary.&#8221;<\/p>\n<\/div>\n<h2>&#8216;The Left Is Winning&#8217;<\/h2>\n<p>With such seemingly little bang for their proverbial bucks, Dennis Prager\u2014a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-depth-2024-election-to-be-most-expensive-with-super-pacs-dark-money-and-trump-factor\/\" title=\"2024 Election: Costliest Ever with Super PACs, Dark Money, and 'Trump Factor'\">nationally syndicated talk show host<\/a> and \u2064founder of the conservative nonprofit PragerU\u2014shared his thoughts on the motivation behind the burgeoning PAC spending.<\/p>\n<p>&#8220;Because our government, particularly the federal government, \u200cis so massive and has its fingers in virtually every pie \u2062of our society, it wields immense power,&#8221; Mr. Prager told The Epoch Times, suggesting that &#8220;when so much power is at stake, people \u200dare going to try to influence the government\u2014either in\u200d their favor, \u2062or in an effort to get it to leave them alone.&#8221;<\/p>\n<p>It&#8217;s a perspective he credits to Larry Elder, who he\u200d said, &#8220;repeats it often.&#8221;<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Dennis \u2062Prager, founder of \u2064PragerU and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/country-music-star-john-rich-reveals-rush-limbaughs-secret-act-of-charity-i-never-said-a-word-until-now\/\" title=\"Country Music Star John Rich Reveals Rush Limbaugh\u2019s Secret Act Of Charity: \u2018I Never Said A Word Until Now\u2019\">conservative radio talk show host<\/a>\u2063 and writer, speaks at the Values Voter Summit in Washington on Oct. 11,\u200b 2019. (Samira Bouaou\/The Epoch \u2064Times)<\/figcaption><\/figure>\n<\/div>\n<p>&#8220;Our Founders never envisioned government becoming so big and running so much interference in the\u200b lives of American citizens,&#8221; Mr. Prager added. &#8220;The vision of the Constitution they crafted meant \u2062to accomplish the opposite: small government, big freedom. The bigger the government, the smaller the \u2064citizen. As long as it&#8217;s\u2063 big, people are going to try to influence \u200cit.&#8221;<\/p>\n<p>While the political left is more motivated to\u200b further expand government and solidify its \u200dpower, Mr. Prager believes &#8220;the right fears its success \u2062because those on \u200cthe right know the bigger government \u2063grows, the more intrusive and permanent the left&#8217;s power will be.&#8221;<\/p>\n<p>&#8220;So both sides have powerful motivation to spend at ever higher levels,&#8221; he said, adding that, \u200b&#8221;as things currently stand, the left is winning.&#8221;<\/p>\n<p>Asked if all the\u2062 spending is worth it, Mr. Prager said it depends \u200con who you ask.<\/p>\n<p>&#8220;For the people who spend on this, \u2063the assumption has to be that it is,&#8221;\u2063 he said.\u200d &#8220;People generally\u2063 don&#8217;t spend significant \u2062amounts \u2063of money on things that don&#8217;t matter.&#8221;<\/p>\n<p>Personally, he believes the extreme spending is &#8220;not productive.&#8221;<\/p>\n<div class=\"my-5\">\n<p>&#8220;That money could be going\u200b to far better use,&#8221; he said, calling it &#8220;a sinful waste of resources.&#8221;<\/p>\n<\/div>\n<h2>&#8216;The Trump Factor&#8217;<\/h2>\n<p>According to Ms. Bryner,\u2064 &#8220;part of the \u2062reason why we saw so much spending in 2020 was\u2062 because of the Trump factor.&#8221;<\/p>\n<p>&#8220;He generates a lot of spending by both \u200dRepublicans and\u200b Democrats,&#8221; \u2063she said. &#8220;So, depending on how long he stays in the race and whether he is the\u200b nominee, which is expected with a \u200bquestion mark, that will affect how much money is going to be spent.&#8221;<\/p>\n<p>If President Trump is not the Republican nominee, Ms. Bryner \u2064said &#8220;we might see a bit \u2063of a deflation&#8221; in spending by Democrat PACs because they &#8220;won&#8217;t be as motivated&#8221; to support incumbent President Joe Biden &#8220;if the other candidate is not Trump.&#8221;<\/p>\n<p>If President Trump is the nominee, she said &#8220;it will be more energizing for both parties.&#8221;<\/p>\n<p>While Republicans would \u200bbe energized by the idea of\u200b giving President Trump his long-awaited victory over his political enemies by returning him to another\u2063 term \u200din the White House, Democrats would\u200d be inclined to raise money among their base by giving \u200bthe &#8220;I \u200bhate Trump&#8221; crowd a \u2062way to vent with their pocket books.<\/p>\n<p>&#8220;That&#8217;s what we saw in 2018, 2020, and in 2022, that \u2062there is a major Trump effect on fundraising for Democrats,&#8221; she\u2063 said.<\/p>\n<p>Mr. Prager said, &#8220;There&#8217;s no question that Trump is a lightning rod for both sides. So yes, of course that&#8217;s likely to motivate higher spending to \u200bboth support and defeat him.&#8221;<\/p>\n<p>What has never been clear, he \u2064added, is why\u2062 so many\u200b Democrats and such\u2062 a significant \u200dnumber of establishment Republicans find President \u2063Trump so threatening.<\/p>\n<p>&#8220;Putting aside his often grating personality,&#8221; Mr. Prager said, President Trump&#8217;s &#8220;actual governing was not far outside the Washington\u2064 mainstream.&#8221;<\/p>\n<div class=\"my-5\">\n<p>&#8220;Yet the drumbeat rhetoric was, and continues to be, that he represents an &#8216;existential threat&#8217; to &#8216;our democracy,'&#8221; Mr. Prager said. &#8220;That means election spending \u2063in the 2024 cycle is likely to break all records.&#8221;<\/p>\n<\/div>\n<h2>PACs and Dark Money<\/h2>\n<p>Dan McMillan,\u200d a former prosecutor, campaign finance expert,\u2064 and founder of Save Democracy in\u2064 America, says that even though super PACs have to report any funds they receive to the FEC, they &#8220;do their best\u2064 to hide who is behind them.&#8221;<\/p>\n<p>&#8220;Of course, they often \u2062take money\u2064 from 501(c)(4)s, the most common kind of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sen-hawley-files-counter-complaint-against-senate-dems\/\" title=\"Sen. Hawley files counter-complaint against Senate Dems\">dark money group<\/a>, which \u200care not required to reveal the names of their donors,&#8221; Mr. McMillan told The Epoch Times.<\/p>\n<p>&#8220;Dark money&#8221; refers to campaign contributions for which \u200bthe sources are not disclosed.<\/p>\n<div class=\"my-5\">\n<p>According to OpenSecrets, the 2022 election cycle saw over $115 million in dark money contributions from, and spending by, 501(c) groups six months ahead of Election\u200d Day. However, less than $3 \u200dmillion was\u2062 reported to the FEC.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>In \u2063February 2022, OpenSecrets reported \u2064that super PACs from both \u2064sides of the political aisle accepted millions from closely-tied dark money nonprofits.<\/p>\n<\/div>\n<p>In 2021, OpenSecrets\u200b cited the top 15 PACs that \u2064were funded by dark money. The \u2063pro-Biden Future Forward PAC was one of them.<\/p>\n<div class=\"my-5\">\n<p>On Aug. 18, OpenSecrets predicted that \u201cdark money\u201d \u200dwill &#8220;continue \u200dto play a pivotal role in 2024.&#8221;<\/p>\n<\/div>\n<p>During the first half of this\u200c year, an OpenSecrets \u200banalysis found that\u200c politically-active 501(c)(4) nonprofits associated with congressional leadership have already\u200c funneled over $16.5 \u2064million &#8220;from anonymous donors to super PACs spending on 2024 federal elections.&#8221;<\/p>\n<div class=\"my-5\">\n<p>The primary dark money group aligned with House Democrats, House\u2062 Majority Forward, dumped another $5.6 million in contributions to \u2062House \u2063Majority\u200b PAC. This accounts for more \u200bthan a quarter of the\u200d $20.7 million of the PAC&#8217;s fundraising\u2062 haul since the beginning of \u200dthe year.<\/p>\n<\/div>\n<p>&#8220;Also quite scandalous,&#8221; Mr. McMillan said, &#8220;is the degree to which super PACs, which are supposed to be independent of candidates they support, in fact closely coordinate with candidates or with the political parties.&#8221;<\/p>\n<div class=\"my-5\">\n<p>A \u2064super PAC aligned with former House Majority Leader Kevin McCarthy (R-Calif.), Congressional \u2064Leadership Fund,\u200c received $2.25 million from American Action Network during the first half of 2023.<\/p>\n<\/div>\n<p>American \u2063Action Network is a 501(c)(4) <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chuck-schumer-tied-pac-took-81m-from-dark-money-group-as-he-decried-special-interests\/\" title=\"Schumer-linked PAC received M from 'dark money' group while criticizing special interests.\">dark \u200bmoney group<\/a> that does not disclose its donors\u2063 but shares staff, \u2064office space, and \u200bother resources with the Congressional Leadership Fund.<\/p>\n<p>&#8220;The rules of &#8216;coordination&#8217; are so loose that they&#8217;re a\u200b complete joke, and \u2063both parties \u2062are completely brazen about this,&#8221; Mr. McMillan\u200b said further.<\/p>\n<p>Mr. McMillan also noted that the path to getting\u200b membership on choice committees or becoming \u2064the ranking\u200c chair of choice committees, like the powerful Ways and Means Committee, is not seniority, political talent, or mastery of political policies,\u200d &#8220;it&#8217;s being a star fundraiser.&#8221;<\/p>\n<p> <\/p>\n<h2> What is the \u200dimpact of dark money spending on the\u200d democratic process?<\/h2>\n<p><span>  Id. &#8220;It&#8217;s more about keeping up with \u200cthe other party and making sure that you&#8217;re in the game and that you&#8217;re competitive.&#8221;<\/p>\n<p>Another aspect of PAC spending is the use of dark money, which \u200brefers to donations made to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nyt-democrats-dark-money-outspent-republicans-by-66-in-2020\/\" title=\"NYT: Democrats' 'Dark Money' Outspent Republicans' by 66% in 2020\">politically active nonprofit organizations<\/a> that are not required to disclose their donors. These organizations can then spend unlimited amounts of money on political activities without revealing \u200cthe original source of the \u200dfunds.<\/p>\n<p>Dark money has become a major\u200c concern in American elections, as\u200c it allows wealthy individuals, corporations, and special interest groups to exert influence over the political process without transparency. According to a report by the Center \u200bfor Responsive\u2064 Politics, dark money \u2063spending in the 2018 midterms reached a record $150 million.<\/p>\n<p>Advocacy groups such as the Campaign Legal Center argue that the lack of transparency in \u200cdark money spending undermines the \u200ddemocratic process,\u2063 as voters are unable to know who \u200bis financing the political messages they are exposed to.<\/p>\n<p>In recent years, there have been efforts to increase transparency and regulate\u200b dark\u2063 money spending. The DISCLOSE Act, for example, aims\u200c to require organizations that spend money on elections to disclose their donors.
