His comments quickly sparked a debate,\u200b with media outlets like The Guardian and the BBC fact-checking his claims.<\/p>\n<div class=\"my-5\">\n<p>&#8220;They\u2019re washing up ashore. I saw it this weekend, three\u200c of them came up. You wouldn\u2019t see \u2062it once\u2064 a year. Now they\u2019re coming up on a weekly basis,&#8221; President Trump <a href=\"https:\/\/www.youtube.com\/watch?v=p4DLzpB8e84\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>The Guardian \u200b <a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/sep\/26\/trump-whale-wind-turbine-renewable-energy-misinformation?ref=upstract.com\" target=\"_blank\" rel=\"noopener\">called<\/a> his allegation a &#8220;lengthy and largely baseless attack on \u200bwind turbines for causing\u200d large numbers \u2064of whales\u2062 to die, claiming that\u2062 &#8216;windmills&#8217; are making the cetaceans &#8216;crazy&#8217; and &#8216;a little batty.'&#8221;<\/p>\n<\/p><\/div>\n<p>The BBC lamented that\u200b clips of the former \u2064president&#8217;s speech had exceeded\u200d 9 million views but that his &#8220;claims are not backed\u200c up by evidence.&#8221;<\/p>\n<p>President Trump also claimed that only one whale had been killed off the coast of South Carolina in the past 50 years, but now the numbers are increasing.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Former President Donald Trump speaks to\u2063 a crowd during a campaign rally in Summerville, S.C., on Sept. 25, 2023. (Sean Rayford\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>The BBC \u200cresponded,\u2064 <a href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:VA6C2:79fc04d4-1630-4647-8a84-716f8a7281b5\" target=\"_blank\" rel=\"noopener\">citing\u2064 a 2015 South Carolina Department\u200b of Natural Resources document<\/a> stating that since 1993, there have been six humpback whale strandings.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>The <a href=\"https:\/\/www.yahoo.com\/news\/offshore-wind-trump-blames-whale-175333134.html\" target=\"_blank\" rel=\"noopener\">BBC<\/a> quoted Rob Deaville with the \u2063Zoological \u2062Society\u200d of \u2064London\u2019s Cetacean Strandings Investigation Programme,\u2062 who said \u200cwhale deaths are caused by the fishing industry\u200d and\u2062 ship strikes.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>&#8220;To talk about wind farms being a problem takes away discussion around the very real threats that \u2063are a problem for those species,\u201d Mr. Deaville told \u2062the <a href=\"https:\/\/www.yahoo.com\/news\/offshore-wind-trump-blames-whale-175333134.html\" target=\"_blank\" rel=\"noopener\">BBC<\/a>.<\/p>\n<\/p><\/div>\n<h2>Whales and\u2063 Turbines<\/h2>\n<p>In August, the National Oceanic and Atmospheric \u200cAdministration (NOAA) reported to The Epoch \u200bTimes that there had been 65 \u2064large whale deaths\u200c along the East Coast since December 2022. Three dead whales washed ashore\u200c in one week in Fire Island, New York; Long Branch, New\u2062 Jersey; and Long Beach, New York.<\/p>\n<div class=\"shortcode mx-auto max-w-[1100px]\">\n<div class=\"mb-6 flex flex-col gap-4 float-none mx-auto w-[200px] md:float-right md:ml-6\">\n<div class=\"flex gap-3 flex-col sm:block\">\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:127.5%\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>In September, the Biden administration released \u2063&#8221;An Action Plan for Offshore Wind Transmission Development in the U.S. Atlantic Region.&#8221;<\/p>\n<p>President Joe Biden\u2019s $3.5 billion goal\u200c is to deploy 30\u2063 gigawatts\u200b of offshore wind by 2030.<\/p>\n<p>The plan is based\u200c on the &#8220;Atlantic Offshore Wind Transmission Study&#8221; to coordinate \u201ctimely\u200c transmission access for offshore wind&#8221; and to\u2062 &#8220;evaluate multiple \u200bpathways to offshore\u200b wind goals.\u201d<\/p>\n<div class=\"shortcode\">\n<div class=\"mb-4 flex flex-col gap-4\">\n<div class=\"flex gap-3 flex-col sm:flex-row\">\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:66.66%\"><\/div>\n<\/p><\/div>\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:66.66%\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"text-comp-caption text-[14px] leading-[18px]\">(Left) President Joe Biden points to a wind\u200d turbine chart during\u2064 a meeting about\u200d the Federal-State\u2062 Offshore Wind Implementation Partnership at the White House June 23, 2022. (Drew Angerer\/Getty Images, Justin Sullivan\/Getty \u200dImages)<\/div>\n<div class=\"bg-comp-divider h-px\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Lisa Linowes, founder of WindAction, said in\u2063 the\u200b recent documentary \u2062 <a href=\"https:\/\/public.substack.com\/p\/the-film-that-could-save-an-entire\" target=\"_blank\" rel=\"noopener\">&#8220;Thrown to \u200bthe Wind&#8221;<\/a> that in its rush to meet these goals, the renewable energy industry has cast aside the &#8220;precautionary principle,&#8221; in which the burden is on the developer to avoid or minimize harm.<\/p>\n<\/p><\/div>\n<p>Ms. \u200cLinowes\u2063 said the move is costing lives.<\/p>\n<p>&#8220;Roughly\u2064 350 whales have died along the\u200b East Coast since 2016,&#8221; she said.<\/p>\n<div class=\"my-5\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/10\/06\/id5505524-5.jpg\" target=\"_blank\" rel=\"noopener\"><\/a>\n  <\/div>\n<p>The uptick began in 2016, she said, with a slight dip in 2022.<\/p>\n<p>&#8220;And in the \u200bfirst six months\u200c of 2023\u2014so \u200djust half a year\u2014roughly\u2062 40-plus whales have died,&#8221; Ms. Linowes said.<\/p>\n<div class=\"shortcode mx-auto max-w-[1100px]\">\n<div class=\"mb-6 flex flex-col gap-4 float-none mx-auto w-[200px] md:float-right md:ml-6\">\n<div class=\"flex gap-3 flex-col sm:block\">\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:162.5%\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>Currently, a total\u2064 of 3,500\u2064 wind turbines are proposed for construction across 2.2 million acres of ocean along\u200b the East Coast.<\/p>\n<p>High-resolution geophysical\u2063 technology is\u2063 used to survey the ocean floor for the future construction of these turbines. This seismic equipment is sending out frequencies that some believe are blasting the whales and dolphins with loud sounds \u200bthat have resulted in \u2062their disorientation and inability to traverse\u2064 the waters\u200b as \u2063safely as they had\u200d before.<\/p>\n<p>Robert \u2062Rand,\u2062 an \u200cenvironmental \u200bscientist, said the U.S. Bureau of Ocean Energy Management \u2064(BOEM) and NOAA haven\u2019t accounted for the avoidance and aversion that takes place when the whales\u2063 hear the pile driving and other dissonant sounds reverberating from\u200c the construction of the turbines.<\/p>\n<div class=\"shortcode\">\n<div class=\"mb-4 flex flex-col gap-4\">\n<div class=\"flex gap-3\">\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:62.74%\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"text-comp-caption text-[14px] leading-[18px]\">A crowd gathers around a dead humpback whale on Dockweiler State Beach in Playa Del \u200dRey, Calif., \u2064on July 1,\u2064 2016. Brown\/AFP via Getty Images)<\/div>\n<div class=\"bg-comp-divider h-px\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>&#8220;They don\u2019t make the connection between a loud noise in the \u200dwater and\u2063 species moving away from that noise, and that\u2019s a problem because they don\u2019t have the \u2063fat stores to run around forever trying to get away from that\u2062 noise,&#8221; Mr. Rand said in the film.<\/p>\n<p>&#8220;If a\u2063 calf\u2064 is separated from the \u2062mother, what I understand is both of them start stressing a lot, and it doesn\u2019t take long for them to die. It\u2019s a very deadly \u200bsituation.\u2064 The calf needs the mother for food,\u2062 and the mother is trying to find the calf.&#8221;<\/p>\n<p>After the mother and calf expend their energy, they are stranded and \u2063they die, he said.<\/p>\n<div class=\"my-5\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/10\/06\/id5505525-6.jpg\" target=\"_blank\" rel=\"noopener\"><\/a>\n  <\/div>\n<div class=\"my-5\">\n    <a href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:VA6C2:20876038-49fe-4116-b748-5b25f781be73\" target=\"_blank\" rel=\"noopener\">Mr. Rand published an independent technical study<\/a> in September that examined &#8220;geophysical sonar vessel operational noise&#8221; for the purpose of improving &#8220;noise control protections&#8221; for marine life.\n  <\/div>\n<div class=\"my-5\">\n<p>&#8220;What I\u2019m seeing is troubling,&#8221; Mr. Rand said. &#8220;What I\u2019m seeing are levels that are above the limit which NOAA itself set to be protected at distances which are much\u200b higher\u2064 than were \u2062granted in the incidental harassment authorization. So,\u200d to me, it looks like an absolute breakdown of regulatory protection \u200cfor the right whale.&#8221;<\/p>\n<\/p><\/div>\n<h2>Environmental Groups Silent<\/h2>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>A humpback whale\u200b swims near a cruise\u2063 ship sails in Disko Bay in \u200cIlulissat, Greenland, on Aug. 4, 2019. (Sean Gallup\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>When it comes to oil\u200c and gas development, environmental groups such as Greenpeace and\u200c the Sierra Club will advocate for wildlife, but in the case of so-called renewable energy, they blame other factors \u2062such as \u200dship strikes and climate\u200b change,\u2064 or they keep silent.<\/p>\n<p>In 2021, the National Marine Fisheries Service concluded that the Rice\u2019s whale in the Gulf\u200c of Mexico was\u2063 its own separate species, of which there remained only 50.<\/p>\n<div class=\"my-5\">\n<p>In July, NOAA <a href=\"https:\/\/www.fisheries.noaa.gov\/action\/proposed-rule-designate-critical-habitat-rices-whale\" target=\"_blank\" rel=\"noopener\">proposed<\/a> to designate 18 million acres of the Gulf of Mexico from Texas to Florida as critical habitat for \u200bthe Rice\u2019s whale, \u2063a proposal that would significantly \u200blimit \u2062the oil and\u200d gas industry from\u200c offshore drilling.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Republican lawmakers along the Gulf Coast filed lawsuits fighting the designation, arguing that the proposal\u2064 wasn\u2019t well thought out and would harm the \u2063economy, according to \u200ba \u2064 <a href=\"https:\/\/www.msn.com\/en-us\/money\/markets\/meet-the-whale-that-may-upend-the-offshore-oil-industry\/ar-AA1hhcLH\" target=\"_blank\" rel=\"noopener\">report<\/a> by The Washington Post.<\/p>\n<\/p><\/div>\n<p>U.S. District Judge James \u200bCain, appointed by President Trump, agreed and ordered NOAA to withdraw its\u200b proposal.<\/p>\n<p>Environmental groups such as \u200cthe Center for Biological Diversity advocated for the protection of the \u2063area, and\u200b the group has\u2062 initiated several lawsuits arguing that offshore drilling is harming ocean wildlife; however, \u2063the organization \u200bhas made no efforts to challenge\u200c the \u200coffshore wind development impact on whales.<\/p>\n<p>On Sept. 28, the center filed\u2063 an emergency petition \u2062asking that NOAA mandate speed limits for\u200b vessels.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Wind \u2062turbines \u200clocated at the Block Island Wind Farm near Block Island, R.I., on July 7, 2022. (John Moore\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>\u201cRight whales can\u2019t withstand any more \u2062delay on protections, nor should they have to,\u201d Kristen Monsell, oceans legal director at the Center for Biological Diversity, said in a statement.<\/p>\n<p>&#8220;Even one ship\u2063 strike would\u2062 bring these \u2064whales closer to extinction, but speed limits can help prevent that. Federal officials can\u2019t sit back and do nothing \u200bwhile right whales are in danger.&#8221;<\/p>\n<div class=\"my-5\">\n<p>The question that many locals along \u200cthe East Coast continue to ask remains: Why have\u200d whales that \u200dhave maneuvered their way through vessels for decades suddenly been unable to avoid ship \u2063strikes over the past few years?<\/p>\n<\/p><\/div>\n<h2>Lawsuit Appeal<\/h2>\n<div class=\"my-5\">\n<p>In mid-September, \u200cNantucket Residents \u2064Against Turbines (NRAT) filed an appeal for \u200ba case in which the organization alleges that several federal wildlife regulators failed to comply with the National Environmental Policy \u2062Act and the Endangered Species Act when &#8220;assessing, disclosing, and mitigating\u2064 the environmental effects of its \u2062decision \u2063to approve \u200bthe Vineyard Wind 1 offshore wind project, a \u200bproject that consists of 62 wind turbines as high\u200b as the Statue of Liberty, with blades up \u200dto\u200c 300 feet long.&#8221;<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n    <a href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:VA6C2:b71e80d4-eada-4a7a-9b18-bcaba57de88f\" target=\"_blank\" rel=\"noopener\">The original lawsuit<\/a> \u200chad been rejected in May by U.S. District Judge Indira Talwani, a President\u2063 Barack Obama appointee.\n  <\/div>\n<p>NRAT said in the lawsuit that the defendants\u2014BOEM, NOAA, and\u200d the\u2063 National Marine Fisheries\u200d Service\u2014are putting\u2064 the ecosystem in &#8220;grave&#8221; danger.<\/p>\n<p>&#8220;Perhaps even pushing at least one species\u2014the North Atlantic Right Whale\u2014to the point of extinction,&#8221;\u2063 NRAT alleged.<\/p>\n<div class=\"shortcode\">\n<div class=\"mb-4 flex flex-col gap-4\">\n<div class=\"flex gap-3 flex-col sm:flex-row\">\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:66.67%\"><\/div>\n<\/p><\/div>\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:66.67%\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"text-comp-caption text-[14px] leading-[18px]\">Scientists \u200duse data sheets (L) to identify whales during a Right Whale research\u2062 expedition (R) with the Center for Coastal Studies, permitted by \u2062the National Oceanic and \u2064Atmospheric Administration,\u200b in Cape \u200cCod Bay, Mass., on April 5, \u200d2022. (Joseph Prezioso\/AFP via Getty Images)<\/div>\n<div class=\"bg-comp-divider h-px\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>The Vineyard Wind offshore wind project is \u2063slated for construction off the southern \u200dcoast of Nantucket, Massachusetts.<\/p>\n<\/p><\/div>\n<p>Judge Talwani\u2062 ruled\u2063 that \u200dthe group failed to show that the federal\u200c wildlife\u200d management \u200cdepartments had violated the National Environmental Policy \u2062Act or the Endangered Species Act in \u2063their \u200bimpact statements on the project in 2021.<\/p>\n<p>NRAT alleged in the lawsuit that both BOEM and NOAA failed to ensure that the project &#8220;would not\u2062 jeopardize the survival of federally listed\u2063 species, such\u2063 as the\u200b North Atlantic Right Whale and to avoid jeopardizing the continued existence of such \u2063federally listed \u2062species.&#8221;<\/p>\n<div class=\"my-5\">\n    <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/10\/06\/id5505531-1.jpg\" target=\"_blank\" rel=\"noopener\"><\/a>\n  <\/div>\n<p>The North Atlantic right whale, according\u2062 to NRAT, \u2062is an &#8220;iconic marine animal&#8221; that migrates along the East Coast.<\/p>\n<p>&#8220;It is also \u2062one of the most \u2063imperiled species in the entire world, with fewer than 400 individuals known to exist in the\u200b wild,&#8221; NRAT \u2063said.<\/p>\n<p>&#8220;Worse, the species is under constant threat from vessel strikes, entanglement in \u2063fishing gear, and loss of\u200d food sources, resulting in high mortality and low reproduction \u2064rates.&#8221;<\/p>\n<p>NRAT \u2063said \u2063the area immediately south-southwest of Nantucket Island \u2063is a &#8220;longtime safe haven&#8221; for the whale.<\/p>\n<p>&#8220;Unfortunately, this is the exact\u2062 place that BOEM has selected for the purposes of constructing the \u2063largest \u2062offshore wind array ever\u2063 assembled. The Vineyard Wind\u2063 project is one\u2014but only one\u2014of the offshore wind projects proposed for this area,&#8221; the community group\u200d said.<\/p>\n<div class=\"shortcode\">\n<div class=\"mb-4 flex flex-col gap-4\">\n<div class=\"flex gap-3\">\n<div class=\"flex-1\">\n<div class=\"relative\" style=\"padding-bottom:67.91%\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"text-comp-caption text-[14px] leading-[18px]\">The Vineyard Wind offshore wind project is slated for construction off the southern coast of Nantucket, Mass,\u200d a \u201clong-time safe haven\u201d for the\u200b whale.<\/div>\n<div class=\"bg-comp-divider h-px\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"my-5\">\n<h2>&#8216;Unless They Are Decommissioned&#8217;<\/h2>\n<p>NOAA has \u2064a network of organizations that investigate whale deaths.<\/p>\n<\/p><\/div>\n<p>Among those organizations is the Atlantic Marine Conservation Society, which, prior to\u2062 2021, consisted\u2062 of several people committed to saving whales, according to Ms. \u2062Linowes.<\/p>\n<p>Around 2021, that changed, with members\u2062 of the board of directors also working for the wind energy company Equinor.<\/p>\n<p>Atlantic\u200d Marine Conservation\u2062 Society board president Paul Tonna is\u2064 a lead lobbyist for Equinor, Ms. Linowes said, \u2064while board \u2063member Jennifer\u200c Dupont is a strategic environmental \u200daffairs manager at Equinor.<\/p>\n<p>&#8220;About \u200chalf the board of the Atlantic Marine Conservation Society appears to benefit from the development\u200d of offshore wind, \u200band this is the organization responsible for \u2063investigating whale deaths that have been happening off\u200b the coast of New York,\u201d she said.<\/p>\n<p>The Epoch Times contacted\u200d the Atlantic Marine\u200d Conservation Society for\u2064 comment.<\/p>\n<p>In a 2022 letter to BOEM, NOAA&#8217;s chief of protected species Sean Hayes expressed concern over the development \u2062of offshore wind \u2062construction and its \u200dpotential to harm\u200c marine life in southern New\u2064 England waters, Ms. Linowes said.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Members of the Northwest Atlantic Marine Alliance \u200bwork on the carcass of a humpback whale at Lido Beach\u200d in Long Island, N.Y., on Jan. 31, 2023.
