In a <a href=\"https:\/\/chicago.suntimes.com\/politics\/2023\/10\/2\/23900422\/jb-pritzker-migrant-crisis-joe-biden-chicago\" target=\"_blank\" rel=\"noopener\">letter<\/a> to President Joe Biden on Monday, Mr. Pritzker said that his state was in an &#8220;untenable situation&#8221; and urged the president to take\u200d \u201cswift action.\u201d<\/p>\n<\/blockquote>\n<p>In \u200bAugust, New York Gov. \u2062Kathy Hochul and\u200d business\u200b leaders asked President Biden to address \u200cthe &#8220;humanitarian crisis&#8221; that has overwhelmed New York City following an influx of\u200d over 100,000 illegal \u2063immigrants from the southern border.<\/p>\n<blockquote>\n<p>Massachusetts Gov. \u2064Maura Healey issued \u200da state of emergency\u200c in August in \u2062response to the state&#8217;s \u2062illegal \u2063immigrant crisis. In a letter (<a href=\"https:\/\/www.mass.gov\/files\/documents\/2023\/08\/08\/Emergency%20Declaration%20Letter_0.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) to Homeland Security Secretary Alejandro Mayorkas, \u200cshe stated that her state has \u2062taken action \u201cto address what \u2064sadly\u200b has been a federal crisis of inaction.\u201d<\/p>\n<\/blockquote>\n<p>Officials\u2063 at the \u200bWhite House are scrambling to respond to these \u200dcritiques \u2062with statements that appear to indicate the administration is making a\u2062 U-turn on its border policies. Some claim that the recent measures by \u2062President Biden \u2064are \u200dincreasingly looking like the policies of the Trump administration.<\/p>\n<p>Before taking\u2063 the oval office in 2020,\u200c President Biden declared, &#8220;There will not be \u2064another foot of wall constructed in my\u200c administration.&#8221;<\/p>\n<blockquote>\n<p>However, \u2063the \u2064Biden administration <a href=\"https:\/\/www.theepochtimes.com\/us\/mayorkas-to-expedite-construction-of-border-wall-in-texas-amid-illegal-immigration-surge-5504330\" target=\"_blank\" rel=\"noopener\">announced<\/a> \u2063 this week that it will waive dozens \u2064of federal regulations\u2062 to expedite the construction\u2064 of a southern border wall in Starr County, Texas, in response\u200c to the rapidly growing\u200d influx of \u200cimmigrants.<\/p>\n<\/blockquote>\n<p>White House press secretary Karine\u2062 Jean-Pierre attempted to defend the \u200cmove, arguing \u200bthat the government is following Trump-era laws \u2062but\u2062 still does not believe in the wall&#8217;s effectiveness.<\/p>\n<p>\u201cWe believe that we need border\u200c technology that is modernized and land\u2062 ports \u2064of entry. And that\u2019s what \u2064we want to\u200d see,\u201d Ms. Jean-Pierre \u200dtold\u2062 reporters on Thursday, adding that the president\u2019s \u200cstance on the\u200b border \u200dwall has \u2064not\u200d changed.<\/p>\n<p>\u201cHe does not believe it is effective. He has been\u200b very clear about that.\u201d<\/p>\n<p>She added \u2062that the funding for \u200bthe wall was from\u200d a 2019 appropriations bill signed \u2062by President \u200bDonald\u200d Trump.<\/p>\n<blockquote>\n<p>\u201cWe asked Congress\u2063 to reappropriate \u2063the funds,\u201d she said. \u201cBut they\u2019ve refused, and\u2062 so now we\u2019re moving forward.\u201d<\/p>\n<\/blockquote>\n<h2>Biden Trying to Appease \u200cDemocratic Leaders:\u2063 Border \u2063Experts<\/h2>\n<p>The \u200bWhite House is acting in accordance with the Impoundment Control Act of\u200d 1974, which forbids the \u2064President or\u2064 other government officials \u200dfrom bypassing \u200bCongress in\u2063 making funding\u2062 decisions. \u2063This is not, however, the primary reason why the \u2062administration is restarting \u2064the construction of the wall, according to Andrew Arthur, resident fellow in law \u2062and\u200c policy for the\u2064 Center for Immigration \u200dStudies, a Washington-based think \u2063tank.<\/p>\n<p>The decision is clearly \u201cdriven by a need to respond to concerns voiced by \u200cDemocratic-elected officials in northern \u2064U.S. cities,\u201d Mr. Arthur told The Epoch Times.<\/p>\n<p>\u201cBarriers will help\u2064 agents in the apprehension and processing of illegal entrants, but they will do nothing to discourage those <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/blue-states-turn-on-biden-over-border-crisis\/\" title=\"Blue states are becoming increasingly critical of President Biden's handling of the border crisis.\">migrants improper entries\u200d absent<\/a> a\u2062 concomitant policy shift\u2014but at least the administration can claim that it is \u2018doing \u2062something.\u2019\u201d<\/p>\n<p>Mr. Mayorkas announced\u2064 this week the \u201cimmediate need to\u2063 construct \u200cphysical barriers and roads\u201d in \u200bStarr County, \u200cwhich\u200b is part\u200d of the Border Patrol&#8217;s Rio Grande Valley Sector.<\/p>\n<p>Mr. Mayorkas\u2019s recent announcement appears to be\u200b an attempt \u200dto appease \u2063some Democratic \u2064mayors, \u200baccording to a Border \u200bPatrol agent who is familiar\u200c with that section of the wall.<\/p>\n<p>&#8220;We&#8217;ve been \u2063working for months on Starr County. The Biden administration tried\u200b to stop \u200dthe wall construction, but because of the 2019 act that Trump\u200c signed, they were forced to build the wall,&#8221; the border official, \u2062who wished to remain anonymous, \u200bsaid.<\/p>\n<p>\u201cThey didn&#8217;t have a choice in the matter. In an interview with CNN, he complained that the White \u200bHouse had not communicated with him\u200d while\u200b thousands of illegal immigrants poured into his small city.<\/p>\n<p>&#8220;We&#8217;re here abandoned.\u2063 We&#8217;re on the border, we&#8217;re asking for help. This is unacceptable,&#8221;\u2063 he said.<\/p>\n<p>In a recent\u200b letter to the White House, Gov.
