To qualify for the program,\u2062 the Candidate had to \u200cdemonstrate, among other things, that his congressional\u200c campaign had raised at \u200cleast $250,000 from third-party contributors in a single quarter.<\/em><\/p>\n<\/blockquote>\n<p>To meet the financial requirements set by the Republican\u200c National Committee, Marks and Santos allegedly submitted false reports to the FEC, falsely claiming that family members had made contributions to the campaign.
