(John Fredricks\/The Epoch Times)<\/figcaption><\/figure>\n<\/div>\n<p>However, \u200cthe UC students\u2019 association and the California \u2063community colleges\u2019 student group oppose the bill.<\/p>\n<div class=\"my-5\">\n<p>In a joint letter to Governor Newsom, the groups expressed concerns that the bill was drafted without input from education experts, college practitioners, and students.<\/p>\n<\/div>\n<p>Instead, the groups \u200badvocate for a transfer program \u200dthat streamlines the process for \u200ball majors, rather than a select few as proposed in the bill.<\/p>\n<div class=\"my-5\">\n<p>The groups supported the original version of Assembly Bill 1749, which would have required the UC system to automatically admit all students \u200dwho\u2064 complete an \u201cassociate degree for\u2062 transfer,\u201d similar to the \u2064CSU system.<\/p>\n<\/div>\n<p>The student associations\u2019 letter urges \u2063Governor Newsom \u200dto veto the\u2064 bill\u200c and allow for a comprehensive\u200d discussion this \u2062fall between legislators, state\u2064 officials,\u2062 UC officials, and student \u2063associations to propose new transfer legislation in 2024.<\/p>\n<div class=\"my-5\">\n<p>\u201cThis legislation makes compromises \u200dno \u200bstudent would have made,\u201d the associations stated in a joint statement. \u201cWe deserve a systemwide guarantee. Transfer reform must be created \u200cwith the guidance of \u2062subject matter experts, practitioners, and students.\u201d<\/p>\n<\/div>\n<p> <\/p>\n<h2> How \u200cwill the \u2062pilot program at UCLA expand to\u200d include more \u200dmajors and campuses in the future<\/h2>\n<p><span>  State\u2062 University (CSU) system, known \u2063as the\u2063 Associate Degree \u2064for Transfer program.<\/p>\n<p>Under the proposed program, community college students \u2063who complete associate degrees in specific majors will have guaranteed admission to UC campuses. This will provide a clear pathway for students to transfer from community colleges \u2062to UC schools without having to worry about competing for limited \u200dspaces \u2062or facing additional requirements.<\/p>\n<p>In addition to streamlining the transfer process, the bill also aims to \u200baddress equity concerns. It includes provisions that \u2063prioritize students from historically\u2062 marginalized communities, low-income backgrounds, \u200dand\u200c first-generation college\u2062 students. By\u2062 providing \u200cthese students with a\u200c clear pathway to UC campuses, the bill aims to increase access and opportunity\u200d for underrepresented groups.<\/p>\n<p>The pilot program at \u2064UCLA is set to begin in the\u2063 2022\u201323 school year. It will include majors such as sociology, economics, political science,\u2062 and psychology. By the 2026\u201327 school year, a\u2062 total of eight majors will be eligible for the program at UCLA. This will allow community college students in these majors \u2063to have a clear and streamlined path to transfer to UC campuses.<\/p>\n<p>By the \u200c2028\u201329 school year, the program will expand to other\u200b UC campuses,\u2063 with a total of 12 majors eligible, including four in the\u200c fields of science, technology, engineering, or mathematics \u2064(STEM). This expansion will provide more opportunities for community college students\u2063 in these high-demand fields to transfer to UC schools and pursue their desired careers.<\/p>\n<p>The bill\u2064 has received support from various stakeholders, including community college leaders, UC officials,\u200c and student advocacy groups.\u2063 They believe that the proposed \u200cprogram will create a more\u200c equitable and accessible transfer system, benefiting thousands of community college students across the state.<\/p>\n<p>However, there \u200bare critics of the bill who argue that it could potentially limit opportunities for\u200c students in other majors or discourage students from exploring different career paths. They also raise concerns about the potential strain on \u200bresources and infrastructure at UC campuses \u200bif a large number of community college students\u2062 transfer under \u2063the program.<\/p>\n<p>Despite these concerns, the overwhelming approval of the \u200cbill by both the Assembly and the Senate indicates strong support for the proposed program.
