Rep. John Boehner (R-Ohio) resigned as\u2063 speaker and\u200c from \u2063Congress in 2015 before \u200bsuch \u200da motion could be\u200c brought up. The last time there was a vote \u2063on such a motion was\u2062 in 1910, which\u2063 was unsuccessful.<\/p>\n<h2>What Led Up \u200bto the Motion to Vacate<\/h2>\n<p>To obtain the speakership, Mr. McCarthy\u2064 agreed to \u2064accept \u200ba rule change\u200c allowing any \u200cmember to bring forth a motion to \u2063vacate at any time.<\/p>\n<p>One day after Congress averted a government \u2062shutdown by\u200c passing a\u200c 45-day continuing resolution (CR) to extend funding \u200bbeyond the close of the fiscal year, Mr. Gaetz took to the airwaves to\u200b announce his intention to oust \u2063the speaker.<\/p>\n<p>&#8220;Speaker McCarthy made an agreement with \u2062House conservatives in January,&#8221; Mr. Gaetz said in an Oct. 1 CNN interview.<\/p>\n<p>&#8220;And since \u2063then, he has \u200bbeen in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kevin-mccarthy-ousted-from-house-speakership\/\" title=\"Kevin McCarthy removed as House Speaker\">brazen repeated \u200bmaterial\u200d breach<\/a> of that agreement,\u201d Mr. Gaetz said. While Mr. Gaetz and others\u200d have frequently referred to this agreement, none \u2064have been willing to \u2064provide\u2064 full details of its contents.<\/p>\n<p>Then, \u2063referring to\u2064 an alleged agreement Mr. McCarthy secretly made with the opposition, Mr. Gaetz added, \u201cThis agreement he made with Democrats to really blow\u2064 past a lot of the spending guardrails we had set up is a\u200d last straw.&#8221;<\/p>\n<p>Mr. Gaetz added, &#8220;Overnight, I learned that Kevin\u2064 McCarthy \u200dhad a secret deal with Democrats on\u2062 Ukraine.<\/p>\n<p>&#8220;So as he was\u2062 baiting Republicans to vote \u200bfor a continuing resolution without \u200cUkraine money, saying that\u2064 we were\u200b going to jam the Senate on Ukraine, he then \u2062turns \u2064around and makes a secret deal.&#8221;<\/p>\n<p>Mr. McCarthy denied \u200cthat he had \u2062made any such deal.<\/p>\n<h2>Gaetz vs. McCarthy<\/h2>\n<p>During his appearance on &#8220;State of the Union,&#8221; Mr. Gaetz announced\u2064 his intention.<\/p>\n<p>&#8220;I do intend to\u2063 file a motion to vacate against Speaker McCarthy \u200cthis \u2063week,&#8221;\u2064 he said. \u200b&#8221;I \u200bthink we need to\u2064 rip off\u2064 the Band-Aid. I think\u2062 we need to\u2063 move on with new leadership that can \u200bbe trustworthy.&#8221;<\/p>\n<p>Mr. Gaetz cited Mr. \u2063McCarthy&#8217;s going \u2064back and forth on issues and remarked\u200c that he didn&#8217;t keep his promises.<\/p>\n<p>&#8220;Look, the one thing\u200d everybody \u2064has in common is that nobody \u200ctrusts Kevin\u2062 McCarthy. He lied to Biden. He lied to House conservatives. He had appropriators marking to a different number altogether,&#8221; he said.<\/p>\n<p>On\u2063 CBS&#8217;s &#8220;Face the Nation,&#8221; \u2063Mr. McCarthy\u200b had a response to Mr. Gaetz: Game on.<\/p>\n<p>Mr. McCarthy\u2064 said Mr. Gaetz&#8217;s wanting \u200dto get the gavel out of his hand is &#8220;nothing new&#8221; and\u2063 that he has sought to \u200ddo so since Mr. McCarthy ran for speaker\u200c in January, eventually winning\u200d after 15 rounds of balloting and many\u200d concessions to the hardline \u200cFreedom Caucus, including lowering the \u2063threshold for putting forth a\u200d motion to vacate to just\u200b one member.<\/p>\n<h2>Passionate Debate<\/h2>\n<p>The House was unusually full as\u2063 nearly all\u2064 members of both parties were in \u200dattendance for the hour-long debate.<\/p>\n<p>Mr. Gaetz opened by listing \u200bhis objections to \u200cthe\u200b speaker, which centered\u200d on his perceived\u2062 failure\u2062 to leverage the narrow Republican majority\u200d to \u2064win concessions from the \u2062Democrat-controlled Senate \u200band White House.<\/p>\n<p>\u201cMany of us had begged the speaker, pleaded with the \u200dspeaker repeatedly, to utilize the \u200cdebt ceiling to leverage\u200c spending cuts and reforms. But instead, he negotiated an unlimited increase to the debt ceiling through January of 25. As much as we\u200b can come together and\u200c gleefully\u200d spend through January \u200dof 25, with no significant wins for \u2063the American \u200cpeople in\u200d that [Fiscal Responsibility Act] or Failed\u200d Responsibility Act,\u201d Mr. Gaetz, said during \u2064the debate.<\/p>\n<p>The Florida congressman cataloged a list\u2062 of Mr. McCarthy\u2019s perceived \u2063failures and concluded, \u201cWe \u200bneed a\u2062 speaker, ideally somebody who doesn&#8217;t want \u200bto be speaker and hasn&#8217;t\u200b pursued that at \u200dall costs \u200cfor his <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-a-republican-megadonor-is-fueling-chinas-tiktok-amid-national-security-concerns\/\" title=\"Republican megadonor supports China's TikTok despite security concerns.\">entire \u2063adult life<\/a>, who\u2063 will take the moment and do everything possible to\u2064 fight for the country.\u201d<\/p>\n<p>\u201cI must vote \u200b&#8230; \u200cto vacate the chair.\u201d<\/p>\n<p>The few Republicans who argued against Mr. McCarthy\u2014Mr. Gaetz and Reps. Bob Good \u200c(R-Va.) and Andy Biggs (R-Ariz.)\u2014majored on three\u2064 issues: the need for an improved House process that allows more input from rank-and-file members; the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/yellen-passage-of-covid-relief-bill-will-get-labor-market-back-on-track-despite-inflation-fears\/\" title=\"Yellen: Passage of COVID relief bill will get labor market back on track despite inflation fears\">growing national debt<\/a>, which \u2064they believe Mr. McCarthy has not done enough to\u2062 address;\u2064 and their\u2064 lack of trust in \u200cthe speaker for allegedly\u200b breaking his word\u2064 on a number \u2062of issues.<\/p>\n<p>Rep\u200d Tom Cole \u200d(R-Okla.) led the\u2063 debate in favor of \u2064Mr.\u2064 McCarthy,\u200b saying, \u201cWhether \u200dor not we agree \u2064on the speaker. He did the \u200cright thing. He\u2064 did the right thing \u2026 for this institution.\u2063 He showed it could function in a\u200c time of crisis. And \u200cfinally, I think he did the right thing\u200b for\u200b our party.<\/p>\n<p>\u201cHe made\u2064 sure \u2064that we\u200c can \u200ccontinue to \u2062negotiate and achieve [conservative victories] in \u200cdivided government, which calls for some degree of give and\u200b take. So I&#8217;m very proud of this speaker.
