The majority \u200cof those sanctioned are\u2064 in China. The blocked wallets, which received\u2063 millions of USD\u2062 funds over hundreds\u200b of\u200c deposits, illustrate the scope and \u2064scale of the operation targeted today.&#8221;<\/p>\n<div class=\"my-5\">\n<p>&#8220;It\u2019s the latest step in the rapid scaling up of our work targeting \u200bthe financial flows that power the global <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/colombian-authorities-seize-80m-in-cocaine\/\" title=\"Colombian authorities seize M in cocaine\">illicit drug trade<\/a>,&#8221; Mr. Adeyemo added. According to a 2022 report (<a href=\"https:\/\/www.fatf-gafi.org\/content\/dam\/fatf-gafi\/reports\/Money-Laundering-Fentanyl-Synthetic-Opioids.pdf.coredownload.inline.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) by the global inter-governmental and watchdog organization Financial\u2064 Action Task Force, which OFAC referenced, synthetic opioid \u2062production and trafficking moves\u2063 tens\u2062 of billions \u200cof \u2063dollars annually.<\/p>\n<\/div>\n<p>OFAC emphasized that the effort was part of a \u2064&#8221;whole of\u2062 government,&#8221; \u200cmulti-departmental\u2064 approach to combat\u200b the fentanyl crisis. The Treasury\u200b had also sanctioned 17 individuals and entities based in China and\u2063 Mexico in \u2063May.\u2063 To date, the Biden administration \u200bhas imposed 200 sanctions related \u200bto \u2063this \u200billicit drug trade.<\/p>\n<div class=\"my-5\">\n<p>Fentanyl is a synthetic\u200d opioid that \u2064can be 50 times more potent than heroin and 100 times more potent than morphine. As of <a href=\"https:\/\/www.dea.gov\/press-releases\/2023\/08\/17\/dea-recognizes-national-fentanyl-prevention-and-awareness-day-extended\" target=\"_blank\" rel=\"noopener\">2022<\/a>, fentanyl was responsible for 70 percent of deaths by\u200c overdose or\u2064 poisoning, and the number \u2063is thought to be an underestimate because \u2064overdose deaths\u2063 involving other drugs laced with fentanyl sometimes\u200b go uncounted. The Drug \u2062Enforcement Administration (DEA) reported <a href=\"https:\/\/www.dea.gov\/press-releases\/2023\/08\/17\/dea-recognizes-national-fentanyl-prevention-and-awareness-day-extended\" target=\"_blank\" rel=\"noopener\">seizing<\/a> \u200c387.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-treasury-issues-sanctions-targeting-china-backed-fentanyl-entities-individuals\/\" title=\"US Treasury imposes sanctions on China-supported fentanyl entities and individuals.\">9 million potentially lethal doses<\/a> of\u200d fentanyl in 2022.<\/p>\n<\/div>\n<p>Mr. Adeyemo\u200d explained that\u200b the government has taken up a network-focused \u2062approach, freezing\u200d several branches of these illicit operations \u200das they \u2063have\u200b become\u200b more fractured and\u2062 global, and\u200d exerting pressure \u2062financially as well.<\/p>\n<div class=\"my-5\">\n<p>\u201cThe United States government is focused on breaking apart every link in that chain, getting fentanyl out of our\u2062 communities, and bringing those who put it there to justice,\u201d Attorney General Merrick Garland said.<\/p>\n<h2 class=\"mb-3 font-sans text-[16px] font-semibold uppercase leading-[19px] text-[#2F2F2F]\">Indictments<\/h2>\n<p>The \u2063DEA had led\u200b investigations that resulted \u200bin the eight charges.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>According to the DOJ, China-based\u200d producers of fentanyl and of\u200b chemicals used to make fentanyl are skirting the \u2064law \u200cby using &#8220;re-shippers&#8221; who send \u2062the\u2062 products to the United \u2063States. They use &#8220;false return labels, \u2063false invoices, fraudulent \u200bpostage,&#8221; obscure packaging, and take\u2063 payments in cryptocurrency\u200d to hide \u200btheir\u2062 location, <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-announces-eight-indictments-against-china-based-chemical-manufacturing\" target=\"_blank\" rel=\"noopener\">according<\/a> \u2062 to an Oct. 3 \u2064DOJ release. \u2064The \u200bprimary redistributors \u2063are in cartels based in Sinaloa and \u200cJalisco in Mexico.<\/p>\n<\/div>\n<p>Eight Chinese corporations and 12 Chinese nationals were\u200c charged with\u200c illegally importing fentanyl and \u2062related chemicals \u200dinto the United \u2062States. The \u200cdefendants &#8220;openly advertised their ability to thwart U.S. \u200bcustoms and deliver the chemicals used to make fentanyl&#8221; into the country, and had \u200dsuccessfully\u2064 done so in \u2063the past.<\/p>\n<p>Five\u2063 companies\u2064 were charged in the Middle District of Florida: Hebei \u200bShenghao Import\u200c and Export\u200c Company,\u200b based in Shijiazhuang, China; Lihe Pharmaceutical Technology Company, based in \u2064Wuhan, China; Henan Ruijiu Biotechnology Company, based\u200b in Zhengzhou, China; Xiamen Wonderful Biotechnology Company, based\u2062 in Xiamen, China; and Anhui Ruihan\u2064 Technology \u200bCompany, based in Hefei, China.<\/p>\n<p>Some of these companies were involved \u200cin negotiating sales,\u200c and others were involved with transporting \u200bfentanyl and related \u2064chemicals across borders.<\/p>\n<p>In the \u2062Southern \u2064District of Florida, two pharmaceutical companies \u2062were charged with exporting large \u200damounts of chemicals used to \u2062make\u200b fentanyl. Of \u200crecent concern is xylazine\u2014a non-opioid \u2062drug used for sedation and pain \u2064relief mainly in\u200b horses, cattle, and other animals\u2014which \u2063is \u200bnow being\u2062 mixed into fentanyl to increase the effects of the drug. The companies also produce \u2064several other chemicals, \u200bknown as &#8220;precursors,&#8221; used\u200c to make fentanyl.<\/p>\n<p>Several of the individuals \u200bcharged are connected to the \u2063Du Transnational Criminal Organization, \u2062which the government has flagged as a priority target.<\/p>\n<p> <\/p>\n<h2> \u200d Why\u200b are the activities of the entities and individuals involved \u2064in\u200b the manufacturing and distribution of fentanyl, \u200dmethamphetamine, and\u200b MDMA ingredients considered a serious threat\u2064 to public health and safety, and how does the imposition of sanctions address this \u2063threat<\/h2>\n<p><span>  The U.S. Department of the Treasury&#8217;s Office of Foreign \u2064Assets Control (OFAC) has made an \u2063important announcement regarding sanctions against individuals and \u200bentities involved in a network that sends foreign fentanyl over\u200d the nation&#8217;s borders. These sanctions were announced\u2063 on October\u200b 3rd and are a significant\u200c step towards\u200b curbing the \u2063distribution of this \u2064dangerous \u200ddrug.<\/p>\n<p>In addition to the OFAC sanctions, the Justice Department (DOJ) has \u200bunsealed eight indictments against China-based chemical manufacturing companies and their employees who are involved in fentanyl production. This shows a coordinated effort between different\u200b government agencies to tackle the\u2064 issue of fentanyl \u2062trafficking.<\/p>\n<p>The entities and\u2062 individuals\u200d who have been sanctioned are responsible for manufacturing and distributing not just\u200b fentanyl, but also methamphetamine and ingredients used \u2062to make MDMA. These illicit \u200cactivities \u200bpose a serious threat to public health and safety, as these potent drugs are often\u2062 mixed with fentanyl and other substances. It is particularly alarming\u2063 that the majority of\u2064 those involved in this network are \u2064based in China, with \u2062two entities \u2063and one individual based in Canada.<\/p>\n<p>Deputy Secretary of the \u200dTreasury, Wally Adeyemo, emphasized the gravity of the situation by stating that these individuals and entities are now cut off from using the U.S. \u2064financial system, and all U.S. persons are prohibited from engaging in any transactions with \u2063them. This sends a strong message that the United States will \u2063not tolerate the illegal distribution of\u200c dangerous drugs, especially those as deadly as fentanyl.<\/p>\n<p>The severity of the fentanyl crisis cannot \u2062be overstated.
