Bipartisanship, which has been the trademark of the Senate, has prevailed,\u2063 and the American \u200cpeople can breathe a sigh of relief,&#8221; Mr.\u2064 Schumer said.<\/p>\n<p>&#8220;The clearest path forward has been to pass a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-approves-stopgap-funding-bill-averting-government-shutdown\/\" title=\"Senate approves funding bill, avoiding government shutdown.\">straightforward short term funding extension<\/a>. It\u2062 gives us time to continue a number of important discussions about outstanding priorities,&#8221; said Senate\u200d Minority \u200dLeader Mitch McConnell (R-Ky.), who pledged to continue working \u2062to complete the regular appropriations process.<\/p>\n<p>The continuing resolution (CR) extends federal funding at the current rate\u2064 for 45 days. It also includes money for disaster relief and a reauthorization of \u200bFederal Aviation Authority funding.<\/p>\n<h2>Video<\/h2>\n<div class=\"shortcode post-related-videos\"><!--$--><\/p>\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/div>\n<p><!--\/$--><\/div>\n<p>The omission of \u200cadditional funding for the war effort\u2063 in Ukraine threatened to derail the bill. In the end, senators agreed that funding for Ukraine could be provided \u200bthrough other legislation.<\/p>\n<p>&#8220;I think we do need to send a\u200c strong signal to Russia that its aggression \u2063in Ukraine will not be tolerated and that we are \u200cnot pulling back &#8230; from supporting Ukraine,&#8221; \u2064said Sen. Susan Collins (R-Maine), who theorized that a supplemental spending bill or the defense appropriations bill \u2064might be used.<\/p>\n<p>&#8220;I\u200b think there \u200care a lot of ways of getting assistance\u200c to Ukraine,&#8221; Sen. \u200cJohn Thune (R-S.D.) told reporters just ahead of the vote. \u201cWe all believe in stopping Russian aggression. And we all believe that it&#8217;s in\u2063 America&#8217;s national security interest\u200d for Ukraine to succeed on the battlefield. And I think that America&#8217;s commitment to\u2062 that is clear.\u201d<\/p>\n<p>Sen. \u200cAmy Klobuchar (D-Min.) said before the vote \u2063she hoped to see &#8220;uninterrupted aid to Ukraine,&#8221; adding, &#8220;That&#8217;s going to be our number one goal\u201d \u2063in the next few weeks.<\/p>\n<div class=\"my-5\">\n<p>This bipartisan compromise puts to rest, temporarily,\u200c the\u200d threat of a government shutdown. Yet it does not resolve the problem underlying\u200c the brinkmanship, a dispute \u2064over the appropriations process \u200ditself.<\/p>\n<h2>A Compromise \u200bBill<\/h2>\n<p>The\u200d measure was hurriedly assembled by House Republicans, who scrambled to find an alternative after \u2062their \u2064preferred CR was torpedoed by members of their \u200down party the previous day.<\/p>\n<\/div>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Sen. (Madalina Vasiliu\/The \u200cEpoch Times)<\/figcaption><\/figure>\n<\/div>\n<p>Mr. McCarthy originally presented a CR that extended funding for only 31 days with an overall 8 percent \u200dreduction \u2063in non-defense \u2062discretionary spending and the addition of a package of border security provisions.<\/p>\n<p>That bill was brought to the House on Sept. 29 but failed as 21 Republicans joined Democrats in opposing it.<\/p>\n<p>\u201cWould I have wanted the bill we put on the floor yesterday that would secure our border and cut wasteful spending? Yes, I did. But I had\u200b some members in our own conference that wouldn&#8217;t vote for that,\u201d Mr. McCarthy told reporters shortly after the House vote on Saturday.<\/p>\n<p>\u201cAt the end of the day, we kept the government open, kept paying our troops \u2064to finish the job we have to get done,\u201d he added.<\/p>\n<p>House Minority Leader Hakeem Jeffries (D-N.Y.) praised the bill as a defeat for what he called Republican \u2064extremism. &#8220;[It] did not contain a single poison pill\u200c or policy rider the extreme MAGA Republicans were\u200d trying to jam\u200c down the throats of the American people,&#8221;\u2062 he told reporters moments after the bill&#8217;s passage.<\/p>\n<div class=\"my-5\">\n<p>As \u200bfor additional funding for Ukraine, favored by \u2064many Democrats, Mr. Jeffries said, &#8220;We\u200c have\u200c to get to vote on this \u2063issue, and that should be done \u2063sooner rather than later to ensure that we are providing the training and the resources necessary to Ukraine\u2063 to fight courageously to defeat Vladimir Putin and Russia.&#8221;<\/p>\n<h2>Process Problem, Not Spending Fight<\/h2>\n<p>Only Congress can authorize the\u2062 government\u200d to spend money, which it does through annual appropriations bills. Twelve appropriations bills \u2062are required, one for each major federal department. The government&#8217;s\u200c fiscal\u2062 year ends on Sept. 30, so the authority to spend money expires on that day unless new spending has \u200bbeen authorized.<\/p>\n<\/div>\n<p>Previous shutdown threats have been driven by demands by the leadership in one party \u200cor the other for specific spending or tax-cut \u200cinitiatives. That\u200b has resulted \u200bin 10 government shutdowns since 1981, most lasting only a few days.<\/p>\n<p>The term \u2064&#8221;shutdown&#8221; is not entirely accurate because only non-essential government functions are suspended. Most government activities continue, \u2063though many people\u2014including members of the armed services\u2014must work without \u200cpay for the duration. Even so, \u200dany shutdown is costly\u200c and\u2063 disruptive, and both Republican and Democratic leaders have been eager to avoid one\u200d this year.<\/p>\n<p>This time the brinkmanship was driven by rank-and-file members of the House in \u200ba dispute over the process by which spending bills are passed in Congress, not over specific \u200cspending demands.<\/p>\n<p>Mr. McCarthy first mentioned the possibility of a CR\u2064 on Sept. 1 when it became apparent\u200c that both houses of Congress would once again fail to pass the 12 appropriations bills\u200d required to\u2062 fund the federal government\u2063 before the end of the fiscal year.<\/p>\n<p>While Congress has accomplished that task only a handful of times in the last 50 years, it generally has had little trouble agreeing to a CR to extend the current\u200c year\u2019s \u2062funding for a set period of \u200ctime.<\/p>\n<p>A loosely organized group of Republican fiscal hawks immediately signaled their opposition to a \u200bCR. They \u200ddid so on the grounds that\u2062 it would\u2062 inevitably lead to additional delays in creating a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/secdef-to-congress-get-a-military-budget-done-already\/\" title=\"SecDef to Congress: Get a Military Budget Done Already\">full-year spending plan<\/a>, which would result\u200b in the necessity of a last-minute catch-all bill that would fund the entire discretionary budget in a single up-or-down vote\u2014with no time to full debate or offer amendments.<\/p>\n<p>\u201cThere&#8217;s no such thing as a \u2018clean\u2019 CR,\u201d Rep. Bob Good (R-Va.) told reporters on \u2062Sept. 30. \u201cTo keep in \u200cplace the Biden-Pelosi-Schumer \u200dpolicies\u200b for another 30 days or 45 days, to keep the spending levels that are bankrupting the country, that is only going to lead\u200c to another CR or an omnibus. I predict if we pass \u2062a CR we will stop passing our spending bills.\u201d<\/p>\n<p>The speaker delayed bringing \u200dany CR to the\u2062 House until \u200dSept. 29, hoping \u200dto convince holdouts that the House would continue working diligently on passing conservative appropriations\u2062 bills.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>U.S. House Speaker\u2063 Kevin McCarthy \u2063(R-Calif.) speaks with reporters in Congress on Capitol Hill in Washington on Sept. 18, 2023. (Madalina Vasiliu\/The Epoch Times)<\/figcaption><\/figure>\n<\/div>\n<p>That effort was unsuccessful, and the vote failed.<\/p>\n<p>The CR passed in the House today, and then by the\u2062 Senate, drew even more opposition from House Republicans with \u206490 voting against it.\u2063 It passed only with the overwhelming support of House Democrats.<\/p>\n<p>Rep. Tim Burchett (R-Tenn.) called the passage of the bill an abdication \u2064of Congress\u2019s responsibility to complete the funding\u200d process by passing appropriations\u200c bills.<\/p>\n<p>\u201cWe further abdicated our duties. We decided to kick the can down\u2064 the road \u206445 more \u200ddays,\u201d he said\u2063 in a\u2063 video released on\u200b X. \u201cThat\u2019s not the way this country should\u200d run, but it\u2019s run that way for the last 30\u2063 years.\u201d<\/p>\n<p>The House \u2064has so far passed four of the 12 required appropriations bills, representing about 70 percent of federal discretionary spending.
