The mood was dramatically different from a \u2063GOP conference meeting earlier \u200din the week, where\u200c lawmakers insisted \u200dthey \u2062were closing in on a resolution of their differences.<\/p>\n<p>Many \u2062of the 21 who voted\u2063 no on\u200c the GOP-sponsored CR either did not attend yesterday\u2019s meeting or left early, \u2062including Rep.\u200d Matt Gaetz (R-Fla.) who has emerged as a spokesperson for the opposition group. \u2064Some, including\u2064 Rep. \u200bLauren Boebert \u2062(R-Colo.), were visibly upset upon leaving the meeting, according to reporters at the\u2062 Capitol.<\/p>\n<p>Other lawmakers complained that it was difficult to make progress\u2063 on finding a solution when those in opposition\u200c were not present.<\/p>\n<p>GOP members met again on Saturday morning and landed on the idea of a 45-day\u200d \u201cclean\u201d CR, which would avoid \u2063a shutdown and allow additional time for\u2064 the House to \u2064pass the \u2064remaining eight of 12\u2062 required appropriations\u2064 bills.<\/p>\n<p>The Senate has so far passed no appropriations \u2064bills but is at work on its own version of a CR,\u200c which would extend current spending levels through Nov. 14 and include an additional $6.15 \u200dbillion in \u2063funding for \u2062the war effort in Ukraine and\u2064 $5.99 billion for domestic disaster relief.<\/p>\n<div class=\"my-5\">\n<p>Many House Republicans\u2063 are skeptical of sending additional aid to\u2064 Ukraine without increased accountability and oversight, and some members are completely\u2064 opposed to doing so.<\/p>\n<h2>Seeking Regular Order<\/h2>\n<p>Essentially, the holdout Republicans insist that \u201cregular order\u201d be followed in\u200d passing appropriations bills, which means allowing \u200cindividual votes on each of the\u2062 12 bills \u200cwith an opportunity to debate them and \u200doffer amendments\u200c from the floor.<\/p>\n<\/div>\n<p>Rep. Bob Good (R-Va.) summarized their position of in remarks to\u2062 reporters on Saturday morning.<\/p>\n<p>\u201cIt was \u200bclear to\u200d me last night that the speaker will do anything to\u2064 avoid the discomfort \u2063of a shutdown. I fear\u200b the \u2062majority [of] the conference\u2063 will\u2062 join him [in] doing that,\u201d Mr. Good said.<\/p>\n<p>\u201cI will acknowledge that we, as a Republican\u2062 House, should have done\u200d what\u200d the speaker committed we would do, which was\u200d to \u2064pass our appropriations bills \u200dlong \u2064before September 30, and that was a failure,\u201d Mr. Good said.<\/p>\n<p>\u201cNumber two, \u2064we were making progress with passing our spending bills . \u2063. . We\u200c had momentum \u2062with those \u200cbills. We\u200b passed three out of four \u2064the other night,\u201d Mr. Good added.<\/p>\n<p>The House has passed four of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-takes-up-first-spending-bills-in-race-to-avoid-shutdown\/\" title=\"Senate tackles initial spending bills to avert shutdown.\">12 required appropriations bills<\/a>, which \u2063amount to about 70 percent of federal discretionary spending. \u200cThe Senate has \u2063not passed any of the 12.<\/p>\n<p>\u201cWhat we should \u200dbe doing\u200b is \u2063staying with \u2063the same intensity forced by the\u2063 calendar and \u2063the pressure of a shutdown to pass our remaining eight bills and send those to the Senate, and then \u2062go into conference \u200band negotiate,\u201d he\u200d added.<\/p>\n<div class=\"my-5\">\n<p>Many of the GOP \u200choldouts \u200bbelieve any CR will \u2064inevitably lead to additional delays in creating\u200c a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/secdef-to-congress-get-a-military-budget-done-already\/\" title=\"SecDef to Congress: Get a Military Budget Done Already\">full-year spending plan<\/a>, which will result in the necessity of a last-minute catchall\u200c bill that would fund the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-approves-stopgap-funding-bill-averting-government-shutdown\/\" title=\"Senate approves funding bill, avoiding government shutdown.\">entire discretionary budget<\/a> in\u200b a single up-or-down\u2062 vote\u2014with no time to full debate or \u200boffer \u200camendments.<\/p>\n<h2>Keep Open,\u200c Keep Working<\/h2>\n<p>Rep. Tom Cole (R-Okla.), who\u2062 chairs the House\u200c Rules Committee, said that at this \u2062point the clean CR is the \u200cbest way to allow Congress to keep doing its work.<\/p>\n<\/div>\n<p>\u201cNothing is going to get done in a government shutdown\u200d except\u200b getting out of a government shutdown,\u201d Mr. Cole told\u2062 reporters. \u201cLet\u2019s keep \u2064the \u2063government open &#8230; let\u2019s\u200c keep doing our work.\u201d<\/p>\n<p>Rep.\u200c Dusty Johnson (R-S.D.),\u200b who \u200cchairs the GOP\u2019s Main Street Caucus, \u2062sees the latest\u2064 effort to pass a CR as a pathway to securing an overall win\u200d for Republicans.<\/p>\n<p>\u201cI think Kevin McCarthy has been\u200b clear \u2064that he \u2063wants to secure conservative wins.
