John Bel Edwards.<\/p>\n<\/div>\n<p>&#8220;As a\u2062 result\u2062 of the historic \u200bdrought throughout the Mississippi River Valley,\u200b the rate of freshwater flowing down\u2062 the Mississippi River has been \u2064dramatically low, allowing an intrusion of saltwater from\u2062 the\u200c Gulf of Mexico\u2062 to make its way upriver,&#8221; Mr. Edwards said.<\/p>\n<p>He said that Plaquemines Parish was already being \u2062affected\u2063 by the intrusion, while other parishes\u2014St. Bernard, Jefferson,\u2064 and Orleans\u2014are \u200bprojected to be impacted \u200cover\u200c the next month.<\/p>\n<div class=\"my-5\">\n<h2>Deadlines Extended<\/h2>\n<p>The\u2063 IRS said that the extension\u2014generally\u2062 until Feb. 15, 2024\u2014provides some breathing room for those struggling in the aftermath\u2064 of the saltwater\u2064 intrusion.<\/p>\n<\/div>\n<p>Individuals who had a valid \u200dextension to file \u2063their 2022\u200c return, which was due \u2063to expire on Oct. 16, 2023, are\u2063 now granted an extension\u2064 until\u200b Feb. 15,\u200b 2024. However, the IRS noted that this extension applies only to filing and not to tax payments related to those 2022 returns, which were due on April 18, 2023.<\/p>\n<p>Also, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/irs-offers-tax-relief-to-hurricane-victims-in-several-states\/\" title=\"IRS provides tax relief to hurricane victims in multiple states.\">quarterly estimated income tax payments<\/a> that \u200bwere normally due on Jan. 16, 2024, are now also extended until Feb. 15,\u2062 2024. The same extension applies to \u200bquarterly payroll and excise tax returns, which were originally due on Oct. 31, 2023, and Jan. 31, 2024, respectively.<\/p>\n<p>Calendar-year corporations with extensions expiring on \u2062Oct. 16, 2023, and calendar-year, tax-exempt organizations with extensions expiring on Nov. 15, 2023, are also eligible for this relief.<\/p>\n<p>Additionally, penalties for the failure to\u2062 make payroll and excise tax deposits due on or after Sept. 20, 2023,\u200c and before Oct. 5, 2023, will be abated provided the deposits are made by \u2062Oct. 5, 2023.<\/p>\n<p>Affected taxpayers located within the disaster area will\u200c receive automatic filing and penalty relief and are not required to \u200dcontact the IRS separately.<\/p>\n<p>In unique \u2062circumstances where an affected taxpayer does not have an IRS address of record located in the disaster area, they \u200bcould \u2063receive late filing or\u2063 late payment penalty notices \u2063from the IRS. In such cases, taxpayers should call the number on \u200cthe\u2063 notice to have the penalty abated.<\/p>\n<div class=\"my-5\">\n<h2>Salt Threatens Drinking Water Supply<\/h2>\n<p>Normally, freshwater flows downriver along the Mississippi \u200bRiver and pushes against the salty \u2063water\u200d in \u2063the\u200b Gulf\u2064 of Mexico, keeping it at bay.<\/p>\n<\/div>\n<p>But historically low\u200c rainwater in the Mississippi River basin has \u200dled \u200dto a \u2062drought, undermining the river&#8217;s ability to prevent salty water \u200cfrom intruding\u2014and posing a risk to drinking water\u2063 supplies.<\/p>\n<div class=\"my-5\">\n<p>Municipalities in southeast Louisiana, including New Orleans, all get \u200dtheir drinking water from the Mississippi\u2063 River and the saltwater wedge threatens to contaminate\u200d the \u200dfreshwater\u200b intake.<\/p>\n<p>In some areas, the increased salinity from the saltwater intrusion is forecast to exceed\u200c the\u2064 Environmental Protection Agency\u2019s (EPA) <a href=\"https:\/\/www.epa.gov\/sdwa\/drinking-water-regulations-and-contaminants\" target=\"_blank\" rel=\"noopener\">maximum standard<\/a> of 250\u2064 mg\/L, \u200d&#8221;impacting public water systems and\u200b introducing the risk of \u2063corrosion to\u200c water distribution systems, machinery, and appliances,&#8221; \u2064Mr.\u200c Edwards&#8217;s office said.<\/p>\n<p>According to the EPA, high concentrations of salt consumption may \u2062cause people to develop nausea, vomiting, inflammation\u200b of the gastrointestinal tract, thirst, muscular twitching, convulsions, and &#8220;possibly death.&#8221;<\/p>\n<\/div>\n<p>Mr. Edwards has urged residents not to \u200cpanic, \u200dnoting that various efforts were underway to mitigate \u2064the impacts of the saltwater wedge.<\/p>\n<p>The U.S. Army Corps is \u200cworking to heighten an existing underwater levee\u2064 used to block or slow the incursion, \u2062while drinking water is being brought in \u2064by barge \u200cto affected \u2063residents in parts of\u2064 the \u2062state.<\/p>\n<p>Initially, there were plans to barge in 15\u200d million gallons of water\u2063 over \u200dthe course of\u200d the first week of \u200bdeliveries. Plans are to increase that \u200dto as much as 36 million gallons per day.<\/p>\n<div class=\"my-5\">\n<p>Mr. Edwards\u2063 also said <a href=\"https:\/\/www.theepochtimes.com\/us\/mississippi-river-saltwater-intrusion-threatens-drinking-water-new-orleans-declares-emergency-5497224?ea_src=author_manual&#038;ea_med=related_stories\" target=\"_blank\" rel=\"noopener\">last week<\/a> there are\u200c operations to deliver\u200c bulk bottled water and that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mississippi-river-saltwater-intrusion-threatens-drinking-water-new-orleans-declares-emergency\/\" title=\"New Orleans declares emergency due to Mississippi River saltwater intrusion threatening drinking water.\">reverse osmosis water purification units<\/a> were being \u200dbrought \u2062online.<\/p>\n<\/div>\n<p> <\/p>\n<h2> What\u200b tax relief measures \u2064has the IRS\u200c implemented for individuals and businesses in the affected\u2062 parishes<\/h2>\n<p><span>  The river&#8217;s \u200bfreshwater flow. This, in turn, has allowed \u2063the saltwater from the Gulf of \u2064Mexico to intrude and move upstream, posing \u2062a threat to the drinking \u200dwater supply \u200bin \u200bLouisiana.<\/p>\n<p>The intrusion of saltwater has already affected \u2062Plaquemines Parish, and other parishes such as St. Bernard, Jefferson,\u2064 and Orleans are \u2062projected to \u200dbe impacted in the coming month. Recognizing \u2062the urgency of the situation, Louisiana\u2063 Governor John Bel Edwards\u2064 requested a federal emergency declaration, which was subsequently approved by President Joe Biden.<\/p>\n<div class=\"my-5\">\n<h2>IRS Tax\u2063 Relief Measures<\/h2>\n<p>In response to the saltwater intrusion and the\u200b resulting\u2063 disaster declaration, the\u200d IRS has implemented tax relief measures for individuals and businesses in the \u2062affected parishes. This \u2064relief package aims to alleviate\u2063 the\u200c financial burden on \u200dtaxpayers who have been impacted by the intrusion.<\/p>\n<\/div>\n<p>Under the tax relief package, individuals and \u2063households in Jefferson, \u2063Orleans, Plaquemines,\u200d and St.\u2064 Bernard\u200c\u200d parishes qualify for \u2062various filing\u200c and payment deadline extensions. Individuals who \u2062had a valid extension to \u2063file their 2022\u200c return, which was due \u2063to expire on October 16,\u200b 2023, are now granted an extension until February 15, 2024. However, it&#8217;s important to note\u2064 that this extension applies only to \u200dfiling and not to tax \u200bpayments\u200c related to those 2022\u2064 returns, which were due on \u200cApril 18, 2023.<\/p>\n<p>The relief also applies to quarterly estimated income tax payments, which were normally due\u2064 on January 16, 2024. These payments are now extended until February 15,\u2062 2024. Furthermore, quarterly payroll and excise tax returns, originally \u200bdue on October 31, 2023, and January 31, 2024, respectively, are also\u200d eligible for the deadline extension.<\/p>\n<p>Calendar-year corporations with extensions expiring on \u2062October\u200b 16, 2023, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/irs-grants-tax-relief-to-people-impacted-by-saltwater-intrusion-in-louisiana\/\" title=\"IRS provides tax relief for Louisiana residents affected by saltwater intrusion.\">calendar-year tax-exempt organizations<\/a> with extensions expiring on November \u206315, 2023, are also included in \u2062the tax relief package. Additionally, penalties\u2062 for the failure to\u2062 make payroll and excise tax deposits\u2062 due between September 20, 2023,\u200c and October 5, 2023,\u200b will be abated if \u200dthe deposits\u2063 are \u2063made by \u2062October 5, 2023.<\/p>\n<p>It is important to note that affected taxpayers located within the disaster area will receive automatic filing and penalty relief, and they are not required to \u200dcontact\u200b the IRS separately. However, in unique \u2062circumstances where an affected taxpayer does not have an IRS address\u2062 of record\u200c located in the disaster area, they \u2063may receive late filing or\u2063 late payment penalty notices \u2063from\u2062 the IRS.
